Public Participation in the Danish Planning System—A Cybernetics Approach

Between 1969 and 1975 an extensive reform of planning processes was implemented in Denmark. The reform was aimed at several objectives: decentralization, increase of productivity and rationality, institutionalization of the planning processes, and improvement of life quality. This paper examines the patterns of the citizens' participation by means of a communication model, based on the cybernetics approach. Our examination will show that the reform has indeed institutionalized the formal participation channels, through which the planning can be influenced. However, as in the case of the West Zealand county, no actual influence of this participation process was recognized in the planning processes. The participation occurred mainly in the later stages of implementation and was a rather disfunctional factor, restraining and delaying the execution of the plan.

Lithuania is not the only country where public contribution to urban planning and urban design processes is highly procedural and formalistic. Unidirectional and inflexible cooperation between participants of urban planning activities is common in various countries. Cross-purposes and conflict situations once boosted emergence of innovative and effective methods for decision making in urban planning processes in developed countries. Now it’s time to learn from these examples and creatively adopt them for purposes of long-term optimization of our national urban planning system. Paper describes some marginal activities in urban planning and design processes and disputes a growing impact of public participation in development of cities and urban regions.

This research emphasizes inclusive civic engagement by including youth participation in creating a comprehensive plan post-Hurricane Harvey in Rockport, Texas. Traditionally, youth are less likely to be included in civic engagement initiatives; however, the community-based disaster resilience model and the public participation process model stress the importance of inclusion in rebuilding, resiliency, and planning processes. Using these theoretical frameworks to guide resiliency workshops with upper-class high school students, this research offers a unique perspective of what youth desire in community development and disaster recovery. Qualitative data was gathered from youth resiliency workshops and summative analysis was conducted to discover themes among youth responses. The findings indicate that young citizens are prepared to engage in local civic affairs, which contributes to a healthier and sustainable community. This study further highlights that youth have valuable and unique perceptions of their community and a concern regarding social equity and justice in community development and resilience.

AbstractWe present the design and first results from two experiments using a wireless subglacial sensor system (WiSe) that is able to transmit data through 2500 m thick ice. Energy consumption of the probes is minimized, enabling the transmission of data for at least 10 years. In July 2010 the first prototype of the system was used to measure subglacial pressure at the base and a temperature profile consisting of 23 probes in two 600 m deep holes at Russell Glacier, a land-terminating part of the West Greenland ice sheet near Kangerlussuaq. The time series of subglacial pressure show very good agreement between data from the WiSe system and the wired reference system. The wireless-measured temperature data were validated by comparison with the theoretical decrease of melting point with water pressure inside the water-filled hole directly after installation. To test the depth range of the WiSe system a second experiment using three different probe types and two different surface antennas was performed inside the 2537 m deep hole at NEEM. It is demonstrated that, with the proper combination of transmission power and surface antenna type, the WiSe system transmits data through 2500 m thick ice.

Due to the target ship in the traditional ship handling simulator have not the ability to give way to other ships automatically to avoid collision, this paper put forward a new idea that bringing the hydraulic servo platform, six degrees of freedom ship mathematical model, the actual traffic flow, researching achievement of automatic anti-collision in research of the new pattern ship handling simulator, and successfully develop the Intelligent Ship Handling Simulator(ISHS for short). The paper focuse on the research on the network communication model of ISHS. We took the entire simulator system as three relatively independent networks, proposed a framework of communication network that combined IOCP model based on TCP with blocking model based on UDP, and gave the communication process and protocols of system. Test results indicate that this is an effective way to improve the ownship capacity of ship handling simulator and meet the need of multi-ownship configuration of desktop system of ship handling simulator.

Abstract Geoweb methods offer an alternative to commonly used public participation methods in spatial planning. This paper discusses two such geoweb methods – geo-questionnaire and geo-discussion in the context of their initial applications within the spatial planning processes in Poland. The paper presents legal and organizational framework for the implementation of methods, provides their development details, and assesses insights gained from their deployment in the context of spatial planning in Poland. The analysed case studies encompass different spatial scales ranging from major cities in Poland (Poznań and Łódź) to suburban municipalities (Rokietnica and Swarzędz in Poznań Agglomeration). The studies have been substantiated by interviews with urban planners and local authorities on the use and value of Geoweb methods in public consultations.
