In this paper the empirical estimation of the POLIS model in the San Francisco Region is discussed. Data from 1975 and 1980 were used for the calibration. A three-step calibration algorithm was developed to estimate the travel parameters and the exponent of the agglomeration functions. A simulation of the calibrated model for the period 1975–1980 produced an employment and housing units allocation similar to the one observed.

This is the first of two papers presenting the structure and the empirical estimation of a planning land-use—transportation model for the San Francisco Bay Area. The model is based on random utility theory and considers in an integrated way the location of urban economic activity and housing, and urban travel. The model is formulated as a nonlinear optimization problem and is shown to result in expressions which are consistent with behavior at the individual level.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

Albert Hochbaum, whom we met in Chapter 3, was Leopold’s student and friend; Director of the Delta Duck Station in Manitoba, Canada; and a part-time collaborator on A Sand County Almanac. He also had an admirable talent for succinctly hitting the nail on the head. He summed up Leopold’s message in four words. “The lesson you wish to put across is the lesson that must be taught,” he said, “preservation of the natural.” So much for succinctness; the difficult problem, of course, is to explain what is meant by “preservation” and by “natural.” Thomas McNamee, writing forty years later, uses the same basic approach: “I believe that the true object of conservation is nature,” he says. “What is nature?” The answer cannot help but be complicated, he notes, because “our conception of nature springs from the darkest depths of our culture’s unconscious sense of life itself, and ancient irrational urges and fears give the concept its power.’” But that is only half of the story: “At the same time,” he says, “nature must also have an objective, rational, manageable, thinkable value.” And thus we have the paradox of modern land use theory: Americans love nature; our values were formed in nature’s womb, a huge, wonderful, and horrible wild place. Our values are freedom and independence, “split rail values,” as Leopold called them. But our activities, as builders and consumers, transform our environment into something not-wild; we manipulate and control and artificialize nature; we make it not-nature. As the song says, you always hurt the one you love. But the paradox has also an optimistic face: As we have built and consumed, we have become wealthy by exploiting nature. Wildness has become valuable, objectively, according even to economists, because our wealthy society is now willing to pay to preserve nature. But here is the bitter pill to swallow: We all must admit that, at least in some sense, “nature” preservation is a sham—we’ve gone too far to “free” nature, as we might free a wild animal, release it from captivity.

Abstract The article is focused on the creation of flood maps for ungauged basins (i.e. local spatial scale areas), using a hydrologic-hydraulic approach, geographic information systems (GIS) and remote sensing techniques, and their role in local spatial planning. The case study is represented by the Turniansky potok catchment which was not mapped in the preliminary flood risk assessment (EU Floods Directive) as an area with existing potential risk. The design discharges were estimated by applying the regional formula. The design discharge with 100-year return period was chosen for hydraulic modeling using the one-dimensional HEC-RAS model. The basis for creating the flood vulnerability map for the selected hydraulic domain was the current land use. Each land use category was assigned a category of acceptable risk (low, medium, high). Furthermore, the vulnerability was defined by digitizing buildings within the hydraulic domain. The role of the created flood maps, as regulatory tools in local spatial planning (i.e. local development plan of municipality), was highlighted and discussed. The importance of flood maps is primarily seen in limiting the irresponsible expansion and densification of construction in the areas near the watercourse which were assigned the low acceptable risk.

‘Villages’ of ‘up to a hundred little huts’ and even ‘pit dwellings' passed from history to mythology after Bersu's Little Woodbury excavations, and Professor Hawkes's consequent reinterpretation of the Cranborne Chase ‘village’ of Woodcuts as superimposed successive farmsteads. The ‘villages’ of the old Ordnance Survey Map of Roman Britain have no place in the scheme of things exemplified in the 1956 edition. But the new orthodoxy of the ‘single farm’ as the dominant, or indeed the exclusive, settlement form in the Roman and immediately pre-Roman countryside has itself been thrown open to doubt as scholars have, on the one hand, accumulated more evidence of the actual abundant variety of Iron Age to Roman settlement types and, on the other, questioned themselves and each other more closely on the origins of the pattern of English settlement, and the probability that it was not imprinted on a countryside devoid of all trace of previous land-use and organization.
