This research suggests optimal planning and designing techniques for tourism complexes in urban master planning. Firstly, it explains the importance of the tourism industry through the theories of scholars and experts. It also emphasizes the connection between the development of urban economies and the tourism industry. This helps integrate the tourism industry and comprehensive regional/urban planning. It starts with planning and designing the tourism complexes in the early stages of the municipality’s master plan. This research paper suggests urban land-use policies and location techniques. This paper brings out land-use policies and centralized and symmetric urban design models for regional/urban sustainable development. It charts the following steps to meet the goal: determining a location for a tourism complex, setting a spatial table of required construction, preparing a land-use map, preparing a map album, developing investment and construction contracts. This paper assists civil engineers, urban and regional planners, tourism industry bodies, and students to develop rationally and optimally.

The use of geotechnologies to map the levels of environmental fragility in a municipality is an important environmental planning strategy, especially when it is intended to make a conscious use of the area's natural resources through its zoning. Therefore, the objective of this research was to carry out, through the implementation of geotechnologies, a study of environmental fragility in a municipality occupied, intensively, by mining activities and agriculture. As a case study, the municipality of Paracatu - Minas Gerais was adopted. Pedological, lithological, hydrographic, hypsometric, declivity and land use and occupation aspects were raised, in addition to the drainage network, the municipal boundary and mining activity. Finally, using Fuzzy Logic with the use of weights defined by the Analytical Hierarchical Process (AHP) method, the maps of slope, land use and cover, lithology, pedology and drainage network were used to prepare a map of environmental fragility of the municipality. It was concluded that the municipality is susceptible to negative environmental impacts, mainly in its urban network and in the area of open-pit minning, and that these can be better evaluated through the use of geotechnologies aimming at subsidizing urban planning, which is extremely important for the municipality of Paracatu - MG, which is currently undergoing changes in its master plan and intends to expand.

The paper presents the author's observations on some of the considerations that should go into preparing a port master plan. He indicates that many ports are now paying the price for not having developed master plans years ago before the advent of containerization and the new specialized types of ships coming into service. One of the primary considerations for port planners at the present time is in accommodating the public with regard to recreational facilities. Also, the restrictions being placed on ports by environmental legislation are also having a significant effect. The author emphasizes that a master planning process is a never-ending effort, since adjustments and modifications should continually be made in light of changing circumstances and technology.

Communities adjacent to concentrated areas of industrial land use (CAILU) are exposed to elevated levels of pollutants during flood disasters. Many CAILU are also characterized by insufficient infrastructure, poor environmental quality, and socially vulnerable populations. Manchester, TX is a marginalized CAILU neighborhood proximate to several petrochemical industrial sites that is prone to frequent flooding. Pollutants from stormwater runoff discharge from industrial land uses into residential areas have created increased toxicant exposures. Working with local organizations, centers/institutes, stakeholders, and residents, public health researchers sampled air, water, indoor dust, and outdoor soil while researchers from landscape architecture and urban planning applied these findings to develop a community-scaled master plan. The plan utilizes land use and built environment changes to increase flood resiliency and decrease exposure to contaminants. Using a combination of models to assess the performance, costs, and benefits of green infrastructure and pollutant load impacts, the master plan is projected to capture 147,456 cubic feet of runoff, and create $331,400 of annual green benefits by reducing air pollution and energy use, providing pollution treatment, increase carbon dioxide sequestration, and improve groundwater replenishment. Simultaneously, there is a 41% decrease across all analyzed pollutants, reducing exposure to and transferal of toxic materials.

Many cities have taken public participation in practice in urban planning since The Town and Country Planning Act of 2008 specified. In order to understand the present situation, it is making analysis in detail by means of empirical research: in the first, investigating the procedures of the public participation in Kunshan master planning; in the second, evaluating the result of the public participation; in the end, summarizing the loss and gain of the public participation.

Resumo: Este estudo analisou planos de ordenamento de território brasileiros e portugueses, com o objetivo de compreender a prática da participação popular na construção da democracia participativa. A metodologia aplicada ao trabalho consistiu na análise empírica da participação popular do Plano-Diretor Municipal (2007); e o de Regularização Fundiária (2012), em Palmas-TO, Brasil; do Plano Nacional da Política de Ordenamento do Território (2006); e o do Diretor Municipal de Vila Nova de Gaia (2007), em Portugal. Da análise efetuada, verificou a participação popular nos planos estudados com caráter meramente homologatório, com reduzida presença de atores, e da forte influência da legislação urbana, de difícil aplicação prática. Concluiu que o modelo participativo aplicado aos casos brasileiros e portugueses estudados merece reflexão quanto à sua qualidade, em razão dos fatores apontados neste estudo descaracterizarem e comprometerem a construção da democracia participativa, usada como instrumento moderno de gestão no ordenamento do território.Palavras-chave: Participação pública, Plano Diretor, Plano de Ordenamento.COMPARATIVE ANALYSIS OF POPULAR PARTICIPATION IN LAND USE PLANNING: brazilian and portuguese empirical studyAbstract: This study analyzed Brazilian and Portuguese land use planning in order to understand the practice of popular participation in the construction of participatory democracy. The methodology applied consisted on empirical analysis of popular participation: in Brazil the Palmas - TO Master Plan (2007) and land regularization (2012); in Portugal the National Land Use Planning Policy (2006) and the master Plan of Vila Nova de Gaia (2007). From the analysis made, should be highlight, the involvement practice with merely ratifying aims, reduced presence of actors, and strong influence of urban legislation. In conclusion the participatory model applied to Brazilian and Portuguese studied cases deserves reflection regarding its quality, due to the factors identified in this study, mischaracterize and compromise participatory democracy concept, as a modern management tool in land use planning.Key words: Public participation, master plan, Development Plan.

Abstract This paper aims to present the planning and design of Roi Et provincial government center master plan according to the land use readjustment theoretical framework in the urban design process. This approach maintains the basis that the uniqueness of the original area should be maintained, and the effectiveness of the area application should be increased, and thereby increasing the efficiency of space utilization. The results of the study include, respectively, the scoping of the study area, the investigation of the existing land uses and accessibility, and the readjusting the land uses with the concept of mix-use planning. Moreover, it is suggested that there should be further studies about the architectural styles showing the uniqueness of Roi Et city, water management for watering plants, and planting design of local species.
