This article evaluates the achievements and limitations of the world organization in the field of disarmament. It stresses the role of the UN as part of the efforts to control arms as a way to achieve international peace and security. It also notes specific cases where progress was achieved or not, as well as the more recent efforts to handle the problems of anti-personnel land mines and small arms and light weapons. The article also tries to draw out some of the broader implications for international relations of the UN experience with formal multilateral arms control, among others.

Пару десятилетий тому назад Фрэнсис Фукуяма предрек «конец истории», и ошибся. Именно в те годы история, образно говоря, начинала свой новый отсчет, но несколько в ином направле- нии, чем виделось американскому ученому. Это стало заметно не сразу, но сути дела этого не меняло. Пер- выми «ласточками» новой реальности стали много- численные региональные и локальные конфликты, как снег на голову обрушившиеся на до этого вполне благополучные народы, в том числе и европейские, начавшие забывать после Второй мировой войны о том, что жизнь может быть другой. Значительно воз- росло число конфликтов и в так называемом «третьем мире», где конец биполярного противостояния был воспринят на уровне местных противоборствующих элит как сигнал к вседозволенности и анархии. Целые регионы мира оказались «наводненны- ми» легким и стрелковым оружием (ЛСО), которое стало наиболее применимым видом вооружений в 47 из 49 региональных и локальных конфликтах 90-х годов прошлого века. Другим следствием резко уси- лившейся региональной и локальной нестабильнос- ти стал невиданный прежде рост организованной преступности, которая также является активным потребителем ЛСО.

<p>The Papua New Guinea government has adopted a range of measures aimed at reducing the supply of illicit small arms and light weapons in response to persistent problems with their use in inter-communal fighting and crime. However, these measures have been largely ineffective at reducing the level of armed violence in PNG, in part because of the failure to also address the demand that exists for these weapons. A nascent demand reduction agenda has emerged at the local level throughout Papua New Guinea in response to the failure of the national government to adequately address small arms and armed violence problems. This thesis provides a detailed overview of national, regional and international initiatives to address small arms issues and examines how they have been implemented in PNG. It then examines initiatives by local community groups and NGOs that are aimed at reducing small arms and armed violence and considers how successful they have been.</p>
