This article explores a gendered dimension of war and conflict analysis that has up until now received little attention at the intersection of gender studies and studies of global politics: queer bodies in, and genderqueer significations of, war and conflict. In doing so, the article introduces the concept of cisprivilege to International Relations as a discipline and security studies as a core sub-field. Cisprivilege is an important, but under-explored, element of the constitution of gender and conflict. Whether it be in controversial reactions to the suggestion of United Nations Special Rapporteur Martin Scheinin that airport screenings for terrorists not discriminate against transgendered people, or in structural violence that is ever-present in the daily lives of many individuals seeking to navigate the heterosexist and cissexist power structures of social and political life, war and conflict is embodied and reifies cissexism. This article makes two inter-related arguments: first, that both the invisibility of genderqueer bodies in historical accounts of warfare and the visibility of genderqueer bodies in contemporary security strategy are forms of discursive violence; and second, that these violences have specific performative functions that can and should be interrogated. After constructing these core arguments, the article explores some of the potential benefits of an interdisciplinary research agenda that moves towards the theorisation of cisprivilege in security theory and practice.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

What is—or makes a place—a ‘historic battlefield’? From one perspective the answer is a simple one—it is a place where large numbers of people came together in an organized manner to fight one another at some point in the past. But from another perspective it is far more difficult to identify. Quite why any such location is a place of battle—rather than any other kind of event—and why it is especially historic is more difficult to identify. This book sets out an answer to the question of what a historic battlefield is in the modern imagination, drawing upon examples from prehistory to the twentieth century. Considering battlefields through a series of different lenses, treating battles as events in the past and battlefields as places in the present, the book exposes the complexity of the concept of historic battlefield and how it forms part of a Western understanding of the world. Taking its lead from new developments in battlefield study—especially archaeological approaches—the book establishes a link to and a means by which these new approaches can contribute to more radical thinking about war and conflict, especially to Critical Military and Critical Security Studies. The book goes beyond the study of battles as separate and unique events to consider what they mean to us and why we need them to have particular characteristics. It will be of interest to archaeologists, historians, and students of modern war in all its forms.

This study illustrates that many second-generation members of the Sri Lankan Tamil diaspora in Toronto display an identity of hybridity. This is evidenced by their self-identification practices as well as their conscientiousness in navigating around dominant cultural values and the Canadian society's general lack of knowledge about their ethnic origin. It further shows that these diasporic members believe that successful navigation may result in greater equality and subsequent integration in the realms of economy and politics. The results of this study confirm that hybridization instead brings about deception that the second-generation has the tools to re-negotiate power, when it is not the case - rather cultural ambivalence and ascription prevent the diaspora from challenging dominant cultures. In fact, the discourse on hybridity and its potential benefits may itself be a tool for the dominant group to reinforce oppressive power structures and uphold the barriers to true integration and equality. Why do some leaders and segments of the public display remarkable persistence in confrontations in international politics, while others cut and run? The answer given by policymakers, pundits, and political scientists usually relates to issues of resolve. Yet, though we rely on resolve to explain almost every phenomenon in international politics—from prevailing at the bargaining table to winning on the battlefield—we don't understand what it is, how it works, or where it comes from. This book draws on a growing body of research in psychology and behavioral economics to explore the foundations of this important idea. It argues that political will is more than just a metaphor or figure of speech: the same traits that social scientists and decision-making scholars use to comprehend willpower in our daily lives also shape how we respond to the costs of war and conflict. The book shows how time and risk preferences, honor orientation, and self-control help explain the ways by which leaders and members of the public define the situations they face and weigh the trade-offs between the costs of fighting and the costs of backing down. Offering a novel in-depth look at how willpower functions in international relations, the book has critical implications for understanding political psychology, public opinion about foreign policy, leaders in military interventions, and international security.

Although individuals increasingly use mobile applications (apps) in their daily lives, uncertainty exists regarding how the apps will use the information they request, and it is necessary to protect users from privacy-invasive apps. Recent literature has begun to pay much attention to the privacy issue in the context of mobile apps. However, little attention has been given to designing the permission request interface to reduce individuals’ perceived uncertainty and to support their informed decisions. Drawing on the principal–agent perspective, our study aims to understand the effects of permission justification, certification, and permission relevance on users’ perceived uncertainty, which in turn influences their permission authorization. Two studies were conducted with vignettes. Our results show that certification and permission relevance indeed reduce users’ perceived uncertainty. Moreover, permission relevance moderates the relationship between permission justification and perceived uncertainty. Implications for theory and practice are discussed.

This chapter argues that the key to the theory and practice of the Black Panther Party (BPP) during its early years was an understanding of urban black neighborhoods as colonized spaces that needed to be liberated before African Americans could truly be free. Drawing from Frantz Fanon, Mao Zedong, Che Guevara, and pioneering black internationalists such as Malcolm X and Robert F. Williams, the Panthers embraced a form of revolutionary nationalism that posited the dire conditions facing black Oaklanders as part of a worldwide system of oppression linked to capitalism and white supremacy. In doing so, the BPP's founders built directly on their experiences with other organizations, particularly the Revolutionary Action Movement (RAM), as well as lessons drawn from the daily lives of people of color in the Bay Area.

European political life involves a productive tension between liberalist and communitarian tendencies. This ’Libero-Communitarianism’ in the EU is the backdrop to various governance policies and potentials. This chapter develops a broad analysis of the governance setting in Europe and draws out some key areas of potential problems. This is based in the Ethical Governance of Emerging Technologies (EGAIS) project findings, and mirrors some of the issues flagged as ethically important in the field of emerging technologies. That such issues permeate European research and approaches to governance is testimony to their centrality and to the influence of Libero-Communitarian interactions.

This chapter assesses the resurfacing of populism and its much-discussed and documented adoption and enactment by leaders and citizens. More specifically, it discusses reasons for this (re-)emergence and its effects on people's daily lives and their participation in community life against the wider political-economic background, two areas central to much community development theory and practice. The first question posed is: what is going on with and around people — especially their modalities of 'being' and 'relating' — rendering them more 'prone' to being influenced by populisms and become populisms' 'accomplices'? Second, what role does social media play in this imposition/complicity dialectic? Indeed, social media powerfully invades and interpenetrates all levels and processes of the political economy, of people's everyday experiences and their subjective-affective lives, and they infest the mediating institutions operating 'between' the virtual global and the imperceptible here and now. Finally, a third question is posed: what is the effect of such socially mediated populism on communities and on efforts to (re)develop and maintain them? The chapter concludes with some ideas about ways to resist the (combined) assault of populism and social media and restart the project of democracy.

Decolonization has become a popular discourse in academia recently and there are many debates on what it could mean within various disciplines as well as more broadly across academia itself. The field of international development has seen sustained gestures towards decolonization for several years in theory and practice, but hegemonic notions of development continue to dominate. Development is a contested set of ideas and practices that are under critique in and outside of academia, yet the reproduction of colonial power structures and Eurocentric logics continues whereby the realities of the global majority are determined by few powerful institutions and a global elite. To decolonize development's material and discursive powers, scholars have argued for decolonizing development education towards one that is ideologically and epistemologically different from dominant narratives of development. I add to these conversations and posit that decolonized ideologies and epistemologies have to be accompanied by decolonized pedagogies and considerations of decolonization of institutions of higher education. I discuss the institutional and critical pedagogical dilemmas and challenges that exist, since epistemological, methodological, and pedagogical decolonizations are influenced by institutional politics of higher education that are simultaneously local and global. The paper engages with the concept of critical hope in the pursuit of social justice to explore possibilities of decolonizing development praxis and offers suggestions on possible pathways forward.

In times of global systemic dysfunction, there is an increasing need to bridge higher education with community-based learning environments so as to generate locally relevant responses towards sustainability challenges. This can be achieved by creating and supporting so-called learning ecologies that blend informal community-based forms of learning with more formal learning found in higher education environments. The objective of this paper is to explore the levers and barriers for connecting the above forms of learning through the theory and practice of an educational approach that fully engages the heart (feelings), head (thinking), and hands (doing). First, we present the development of an educational approach called Koru, based on a methodology of transgressive action research. Second, we critically analyze how this approach was put into practice through a community-learning course on responsible tourism held in Colombia. Results show that ICT, relations to place, and intercultural communication acted as levers toward bridging forms of learning between participants, but addressing underlying power structures between participants need more attention for educational boundaries to be genuinely transgressed.
