Kingdom of Nokia tells a fascinating story of corporatism in Finland. How did the mobile phone giant Nokia make the Finnish elite willing to serve the interests of the company? Nokia became a global player in mobile communications in the 1990s, and helped establish Anglo-Saxon capitalism in Finland. Through its success and strong lobbying, the company managed to capture the attention of Finnish politicians, civil servants, and journalists nationwide. With concrete detailed examples, Kingdom of Nokia illustrates how Nokia organised lavishing trips to journalists and paid direct campaign funding to politicians to establish its role at the core of Finnish decision-making. As a result, the company influenced important political decisions such as joining the European Union and adopting the euro, and further, Nokia even drafted its own law to serve its special interests. All this in a country considered one of the least corrupt in the world.

AbstractIn focusing on the relationships between asylum recognition rates and the different institutional arrangements through which European states share or preserve their sovereignty, this article seeks to show how sovereignty-sharing affects the right to political asylum in practice. After a qualitative overview of variations in sovereignty-sharing forms, the article presents the results from a multiple regression analysis of the relationship between legal and institutional frames of asylum decision-making in 17 West European countries (EU-15, Norway and Switzerland) and the asylum recognition rates in these countries. The article ends with a brief assessment of the significance of the results for a potential policy change in the European Union.

This chapter reflects on the election of Donald Trump and the vote of the British electorate in favour of ‘Brexit’ from the European Union. While we refrain from judging the outcomes of these votes, we do discuss concerns pertaining to the lack of truthfulness in both campaigns. After rehearsing the lies on which the Trump and Brexit campaigns were based, we consider different explanations as to why these campaigns were nevertheless successful, and where this leaves the argument for epistemic democracy. Particularly worrisome are tendencies towards ‘epistemic insouciance’, ‘epistemic malevolence’, and ‘epistemic agnosticism’. We also consider the problematic influence of social media in terms of echo chambers and filter bubbles. The core argument in favour of epistemic democracy is that the pooling of votes by majority rule has epistemically beneficial properties, assuming certain conditions. If these assumptions are not met, or are systematically corrupted, then epistemic democracy is under threat.

This book provides the first comprehensive analysis of the withdrawal agreement concluded between the United Kingdom and the European Union to create the legal framework for Brexit. Building on a prior volume, it overviews the process of Brexit negotiations that took place between the UK and the EU from 2017 to 2019. It also examines the key provisions of the Brexit deal, including the protection of citizens’ rights, the Irish border, and the financial settlement. Moreover, the book assesses the governance provisions on transition, decision-making and adjudication, and the prospects for future EU–UK trade relations. Finally, it reflects on the longer-term challenges that the implementation of the 2016 Brexit referendum poses for the UK territorial system, for British–Irish relations, as well as for the future of the EU beyond Brexit.

Health technology assessment (HTA) has become increasingly important in the European Union as an aid to decision making. As agencies and programs have been established, there is increasing attention to coordination of HTA at the European level, especially considering the growing role of the European Union in public health in Europe. This series of papers describes and analyzes the situation with regard to HTA in the 15 members of the European Union, plus Switzerland. The final paper draws some conclusions, especially concerning the future involvement of the European Commission in HTA.

Sanctions are one of the toughest and most coercive tools available to the European Union (EU). They are increasingly used in order to respond to breaches of international norms and adverse security developments in the neighbourhood and beyond. However, the EU sanctions policy is facing a number of challenges related to the efficiency of decision-making, shortcomings in the coherent implementation of restrictive measures, as well as the adjustments to the post-Brexit relationship with the United Kingdom. This article analyses these key challenges for EU sanctions policy. Against the backdrop of an intensifying global competition, it points out the need to weatherproof this policy tool. The current debate on the future of the EU provides an opportunity to clarify the strategic rationale of EU sanctions and to fine-tune the sanctions machinery.

This article considers how to enhance the institutional structure of the Eurasian Economic Union (EAEU) in order to enable timely decision-making and implementation of governance decisions in the interests of Eurasian integration deepening. We compare the governance structures of the EAEU and the European Union (EU) using the author’s technique and through the lens of theories of neofunctionalism and intergovernmentalism elaborated with respect to the EU. We propose to determine a major driver of the integration process at this stage (the College of the Eurasian Economic Commission or the EAEU member states), to reduce the number of decision-making bodies within the current institutional structure of the EAEU, and to divide clearly authority and competence of remaining bodies to exclude legal controversies in the EAEU.

The authors consider the process of forging the EU's constitution and the set of fundamental norms that define the institutional structure, the decision-making procedures, and the foundations of the Union's democratic legitimacy. Their analysis illuminates the distinctive features of the EU's pluralist constitutional construct but also the interesting parallels to the Canadian constitutional experience and provides the tools to understand the Union's development, especially during the Laeken (2001–2005) and Lisbon (2007–2009) processes of constitutional reform.

<p>The EUs Water Framework Directive, was adopted on October 2000, and it has been the basis for water management in all the EU countries since then (EU-WFD, 2000). According to the EUs-WFD, the use of groundwater bodies can be considered as sustaibale only when the portion of the overall recharge not needed by the ecology is abstracted (EU-WFD, 2000). Nonetheless, there are still cases where the implementation of the EUs-WFD faces challenges, and there is a need to better communicate the above message to water users. But how can we achieve this at a local scale?</p><p>In this work, we present the example of SW Messinia, Greece, an interlinked coastal-inland area in the Eastern Mediterranean region. In this case study, the water supply for all water uses (agriculture, tourism, domestic use) depends on groundwater resources which are also the main freshwater provider to a coastal wetland with high ecological and commercial value (Birds directive 2009/147/EC; Habitats Directive 92/43/EEC). Due to man-made interventions over the last 70 years, the wetland has passed the tipping point of being brackish (Maneas et al., 2019), and at present it is characterized as saline with hypersaline conditions for nearly 30% of the year (Manzoni et al., 2020). Unless freshwater inputs are enhanced by restoring hydrologic connectivity between the wetland and the surrounding freshwater bodies, salinity in the lagoon is expected to increase even more under future drier and warmer conditions (Manzoni et al., 2020). But how can we balance between societal and ecological groundwater needs, and how future decision making can get a broader acceptance by the society?</p><p>Under COASTAL EU project (COASTAL, 2019), we use System Dynamic (SD) models for communicating with local stakeholders towards improving land-sea interactions. In this work, we present a model which describes how inland groundwater abstraction has impacts to the wetland’s salinity. The model is used as a basis for a discussion with stakeholders and the co-creation of sustainable decision making with broader acceptance.</p><div>Literature<br><div> <p>EU WFD, 2000.
