RESUMOO presente artigo tem como objetivo principal trazer o conceito de espaço político e sua relação com o sistema político democrático, analisando, especificamente, o caso dos Conselhos Municipais e o modelo da democracia participativa. A partir dessa discussão teórico-conceitual, busca-se lançar luz, através de uma perspectiva geográfica, sobre a forma de governo que, ao mesmo tempo em que se expande no mundo, também tem sua legitimidade questionada. A partir de pesquisa empírica desenvolvida nos Conselhos Municipais do Rio de Janeiro entre os anos de 2015-2016, o artigo analisa especificamente o caso dos Conselhos Tutelares e questiona a legitimidade democrática dessas novas instituições brasileiras.Palavras-chave: espaço político, democracia participativa, Conselhos Municipais, Conselhos Tutelares, Rio de Janeiro. ABSTRACTThe main objective of this article is to bring the concept of political space and its relation to the democratic political system, specifically analyzing the case of Municipal Councils and the model of participatory democracy. From this theoretical-conceptual discussion, we seek to highligh, through a geographical perspective, the form of government that, at the same time it expands in the world, also it has its legitimacy questioned. Based on empirical research developed in the Municipal Councils of Rio de Janeiro between the years 2015-2016, the article specifically analyzes the case of the Tutelary Councils and the democratic legitimacy of these new Brazilian institutions.Keywords: political space, participatory democracy, Municipal Councils, Tutelary Councils, Rio de Janeiro.

Abstract This article examines the impact of a pandemic on democratic societies. The central research question is the extent to which a pandemic can alter the trajectory of social and ethical democratic development nationally and internationally. Therefore, the article examines contemporary controversies in democratic society in the aftermath of a pandemic. The leading hypothesis is that the pandemic should reinforce the need for social solidarity, but it is unclear what political form this need will take: populism or deliberative/nonconsensual democracy.

This chapter applies participatory, deliberative, and economic models of democracy to consumer activism to determine whether it is an effective check on overbearing corporate power. This chapter begins with an analysis of when and how corporate power has grown in the U.S. It concludes that consumer activism strengthens participatory democracy by increasing rates of citizen participation and fostering self-governance; improves deliberative democracy by encouraging public discussion of policy issue; and strengthens economic democracy by democratizing the corporate sphere. Compared to traditional forms of participation, consumer activism is easier to engage, but limited by its episodic, reactive nature.

This chapter presents a detailed empirical assessment of cross-country variation in the regulation of interest groups and public benefit organizations in the operation stage—covering the regulation of these organizations’ constitutive functions as well as of resource access—across nineteen long-lived democracies. Regarding regulation of organizations’ constitutive functions, it covers areas such as lobby regulation, third-party regulation, and other legal restrictions on groups’ political activities. In terms of resource regulation, it covers aspects such as tax benefits for donors and organizations themselves as well as the regulation of fundraising. The chapter concludes with an assessment of the monitoring and supervision structures in charge of implementing group regulation. The analysis shows how interest groups and public benefit organizations have to operate within a complex web of legal regulation, which fundamentally affects their ability to engage in political activities and access state resources.
