We evaluated different management alternatives to enhance potential water availability for agriculture under climate change scenarios. The management goal involved maximizing potential water availability, understood as the maximum volume of water supplied at a certain point of the river network that satisfies a defined demand, and taking into account specified reliability requirements. We focused on potential water availability for agriculture and assumed two types of demands: urban supply and irrigation. If potential water availability was not enough to satisfy all irrigation demands, management measures were applied aiming at achieving a compromise solution between resources and demands. The methodological approach consisted of estimation and comparison of runoff for current and future period under climate change effects, calculation of water availability changes due to changes in runoff, and evaluation of the adaptation choices that can modify the distribution of water availability, under climate change. Adaptation choices include modifying water allocation to agriculture, increasing the reservoir storage capacity, improving the efficiency of urban water use, and modifying water allocation to environmental flows. These management measures were evaluated at the desired points of the river network by applying the Water Availability and Adaptation Policy Analysis (WAAPA) model. We simulated the behavior of a set of reservoirs that supply water for a set of prioritized demands, complying with specified ecological flows and accounting for evaporation losses. We applied the methodology in six representative basins of southern Europe: Duero-Douro, Ebro, Guadalquivir, Po, Maritsa-Evros, and Struma-Strymon. While in some basins, such as the Ebro or Struma-Strymon, measures can significantly increase water availability and compensate for a fraction of water scarcity due to climate change, in other basins, like the Guadalquivir, water availability cannot be enhanced by applying the management measures analyzed, and irrigation water use will have to be reduced.

Sustainable development was famously defined in the 1987 Brundtland Report as “development that meets the needs of the present without compromising the ability of future generations to meet their needs.” In the decades that followed, anthropologists have made clear that the term requires a more specific redefinition within its context of late capitalism. For anthropologists, sustainable development evokes the effort of extending capitalist discipline while remaining conscious of economic or environmental constraints. Yet they have also found that sustainable development discourses frequently pitch certain forms of steady, careful capitalist extension as potentially limitless. Anthropologists have broadly found “sustainable” to be used by development workers and policy experts most widely in reference to economic rather than environmental constraints. Sustainable development thus presents as an environmentalist concept but is regularly used to lubricate extraction and energy-intensive growth in the name of a sustained capitalism. The intensifying impacts of climate change demonstrate the stakes of this choice. Anthropological interruptions and interrogations of the sustainable development concept within the unfolding logic of late capitalism range from the intimate and local realm of economic lives, to the political ecology of resource extraction, to the emerging ethnography of climate change. Anthropologists investigate sustainable development at these three scales. Indeed, scale is an effective analytic for understanding its spatial and temporal effects in and on the world. Anthropologists approach sustainable development up close as it has been utilized as a short-term disciplinary instrument of transforming people identified as poor into entrepreneurs. They can zoom out to see large extractive industries as, themselves, subjects and drivers of a larger-scale, longer-term framework of sustainable development. They also zoom out even further, intervening in emergent responses to climate change, a problem of utmost urgency that affects the globe broadly and far into the future, but unevenly. The massive environmental changes wrought by energy-intensive growth have already exceeded the carrying capacity of many of the world’s ecosystems. Climate change is at once a grave problem and a potential opportunity to rethink our economic lives. It has been an impetus to redefine mainstream approaches to sustainable development within a fossil-fueled capitalism. However, a deliberate program of “neoliberal adaptation” to climate change is emerging in sites of sustainable development intervention in a way that promises a consolidation of capitalist discipline. Anthropologists should thus engage a more robust ethnographic agenda rooted in environmental justice.

Holm oak (Quercus ilex) is one of the most widely distributed tree species in the Mediterranean basin. High mortality rates have been observed in holm oak populations in the southwest of the Iberian Peninsula as a result of oak decline syndrome. Selection and propagation of genotypes tolerant to this syndrome could aid the restoration of affected areas. In this article, we report micropropagation and conservation procedures based on axillary budding and somatic embryogenesis (SE) of holm oak plants, selected for their tolerance to Phytophthora cinnamomi—the main biotic factor responsible for oak decline. Forced shoots were obtained from potted plants of eight different genotypes, and used as stock material to establish in vitro shoot proliferation cultures. Reliable shoot proliferation was obtained in seven out the eight genotypes established in vitro, whereas multiplication rates were genotype-dependent. The highest rooting rates were obtained by culturing shoots for 24 h or 48 h on rooting induction medium containing 25 mg L−1 indole-3-butyric acid, followed by transfer to medium supplemented with 20 µM silver thiosulphate. Axillary shoot cultures can be successful conserved by cold storage for 12 months at 4 °C under dim lighting. Shoot tips, excised from axillary shoot cultures established from tolerant plants, were used as initial explants to induce SE. Somatic embryos and/or nodular embryogenic structures were obtained on induction medium with or without indole-acetic acid 4 mg L−1, in two out the three genotypes evaluated, and induction rates ranged between 2 and 4%. Plantlet recovery was 45% after two months cold stratification of somatic embryos and eight weeks of culture on germination medium. Vegetative propagation of P. cinnamomi-tolerant Q. ilex trees is a valuable milestone towards the restoration of disease-affected areas.

Subject Structural challenges to EU foreign policy. Significance The EU lacks a consolidated foreign policy: member states play a predominant role in external affairs. However, given such domestic challenges as political fragmentation, adverse demographic change and rising populism, national foreign policy faces a future of more volatility and uncertainty. This could increase the need to bolster the EU’s foreign policy powers. Impacts Positions on Russian sanctions and the Iran nuclear deal show the Council able to form a consensus on some important external issues. Germany and France will push for changed EU competition rules to allow ‘national champions’ to emerge against Chinese and US competitors. Regional neighbours in Northern and Southern Europe may deepen inter-governmentalism and cooperation, respectively. The EU could become a global trendsetter in climate change, especially if Germany and Poland agree to carbon neutrality by 2050.
