Ketepatan waktu penerbangan saat ini masih sangat kurang. Pengguna transportasi udara akan memilih penerbangan yang paling cepat, tepat, aman, dan nyaman dengan tidak mengabaikan unsur-unsur keselamatan. Salah satu maskapai yang menerapkan konsep Low Cost Carrier (LCC)  dan tidak mengabaikan unsur-unsur keselamatan adalah Tiger Airways yang merupakan sebuah maskapai penerbangan bertarif rendah Singapura. Dengan semakin menjamurnya jumlah pesawat terbang menyebabkan overcapacity dan antrian pesawat baik di darat maupun di udara semakin lama dan semakin panjang. Hal ini menjadi salah satu penyebab jadwal penerbangan terkadang sering tertunda (delay). Alasan yang sering muncul ketika pesawat terlambat (delay) adalah alasan teknis, cuaca, komersial, dan gangguan operasional. Penelitian ini dilakukan dengan mengevaluasi data monthly report on time performance Tiger Airways selama periode yang ditentukan. Perhitungan menggunakan diagram kontrol untuk mengetahui penyebab penurunan nilai on time performance. Perhitungan dengan menggunakan diagram pareto untuk mengidentifikasi prioritas utama penyebab delay dan diagram sebab-akibat untuk mencari akar penyebab masalah utama terjadinya delay. Hasil evaluasi menunjukkan dengan metode diagram kontrol tingkat delay yang melewati BKA terjadi pada bulan Januari 2016 dengan persentase sebesar 60,87% dimana pada bulan itu jumlah delay yang terjadi sebanyak 14 kali dengan jumlah penerbangan sebanyak 23 kali. Hasil evaluasi menggunakan metode diagram pareto menunjukkan bahwa 80% dari tingkat delay yang terjadi disebabkan oleh tiga macam delay yaitu: late arrival of aircraft, air traffic control (ATC), dan teknis. Kemudian menggunakan metode diagram sebab-akibat ditemukan akar penyebab dari tiga macam delay yang dihadapi maskapai Tiger Airways. Sehingga dapat ditarik kesimpulan bahwa delay yang terjadi di setiap kali penerbangan diakibatkan kurang optimalnya kinerja operasional baik dari faktor internal maupun eksternal.  Kata Kunci: ketepatan waktu, on-time performance, delay, kualitas jasa

This paper presents an analysis of the significance of Air Traffic Control (ATC) simulators in training, and focuses on the development of low cost, high awareness ATC simulator on a 3D virtual environment, using Free and Open Source Aircraft simulator named Flightgear. Here it has proposed a scenario based ATC officer control method covering the all three phases; tower control, approach and enroute control.

Abstract. The paper examines the workload perceived by air traffic control officers (ATCOs) and pilots during continuous descent operations (CDOs), applying closed- and open-path procedures. CDOs reduce fuel consumption and noise emissions. Therefore, they are supported by airports as well as airlines. However, their use often depends on pilots asking for CDOs and controllers giving approval and directions. An adapted NASA Total Load Index (TLX) was used to measure the workload perception of ATCOs and pilots when applying CDOs at selected European airports. The main finding is that ATCOs’ workload increased when giving both closed- and open-path CDOs, which may have a negative impact on their willingness to apply CDOs. The main problem reported by pilots was insufficient distance-to-go information provided by ATCOs. The workload change is important when considering the use of CDOs.

Abstract. Owing to the different approaches for remote tower operation, a standardized set of indicators is needed to evaluate the technical implementations at a task performance level. One of the most influential factors for air traffic control is weather. This article describes the influence of weather metrics on remote tower operations and how to validate them against each other. Weather metrics are essential to the evaluation of different remote controller working positions. Therefore, weather metrics were identified as part of a validation at the Erfurt-Weimar Airport. Air traffic control officers observed weather events at the tower control working position and the remote control working position. The eight participating air traffic control officers answered time-synchronized questionnaires at both workplaces. The questionnaires addressed operationally relevant weather events in the aerodrome. The validation experiment targeted the air traffic control officer’s ability to categorize and judge the same weather event at different workplaces. The results show the potential of standardized indicators for the evaluation of performance and the importance of weather metrics in relation to other evaluation metrics.
