Results of inspection and the analysis of passenger traffics on routes of the bus of Kursk are presented, the main shortcomings of the existing route network are revealed. The analysis of change of daily volume of transportations of passengers made on the basis of data of it and the previous inspections of passenger traffics and also distribution of total power of a passenger traffic on hours of day is provided. Results of development of rational route bus network of Kursk which is almost completely deprived of the shortcomings inherent in the existing route network are presented.

In this study, a stochastic user equilibrium model on the modified random regret minimization is proposed by incorporating the asymmetric preference for gains and losses to describe its effects on the regret degree of travelers. Travelers are considered to be capable of perceiving the gains and losses of attributes separately when comparing between the alternatives. Compared to the stochastic user equilibrium model on the random regret minimization model, the potential difference of emotion experienced induced by the loss and gain in the equal size is jointly caused by the taste parameter and loss aversion of travelers in the proposed model. And travelers always tend to use the routes with the minimum perceived regret in the travel decision processes. In addition, the variational inequality problem of the stochastic user equilibrium model on the modified random regret minimization model is given, and the characteristics of its solution are discussed. A route-based solution algorithm is used to resolve the problem. Numerical results given by a three-route network show that the loss aversion produces a great impact on travelers’ choice decisions and the model can more flexibly capture the choice behavior than the existing models.

Since the beginning of the twenty-first century, energy conservation has become the theme of the development of the world. China government set the emissions-reduction targets in various industries on the 12th Five-Year Plan. And the airlines were committed to reduce their carbon emissions. From an operational perspective, the airline model assignment problem is a key factor of the total carbon emissions on the entire route network. But the traditional aircraft assignment models approach did not account for this purpose to reduce carbon emissions. By constructing the multi-objective optimization models consider carbon emissions assignment model using a genetic algorithm, numerical example shows that the model is able to meet all aspects demand which include meeting route network capacity demand, minimizing operating costs and reducing total aircraft fleet carbon emissions.

The article presents an analysis of the activities of regional airports in France in 2019. The growth of passenger traffic was observed in those airports that actively developed cooperation with budget airlines, increasing the number of destinations in the route network. Regional airports in France, whose route network structure did not expand in 2019, showed a slight decrease in passenger traffic (from –0.1% to –3%). The first and only experimental regional airport in France (city of Beziers), handling flights of only one budget airline, Ryanair, showed an increase in passenger traffic by 14.5% in 2019. The share of routes of budget airlines in the structure of the route network of regional airports in France is quite high. The key problems of regional airports in Russia are the low passenger traffic and the underdeveloped route network. Due to the presence of the only national budget airline "Pobeda" on the market and the minimal impact on the segment of budget air transportation of foreign airlines, the share of budget air transportation destinations in the structure of regional airports of the Russian Federation continues to remain at an extremely low level. 2019 showed a record growth in passenger traffic at regional airports in the Central Federal District (an increase from +2.8% to +262%, with the exception of Tambov Airport, whose passenger traffic fell by 57.4%), which indicates an increase in demand and the need to expand the route network of regional airports. On the example of the Voronezh airport, a model for the development of low-cost airline destinations is presented.

A route network lays in the terminal airspace. The route network can be divided into multiple subnetworks according to sectors. When severe weather conditions occur, a controller takes measures to obtain safe operation of flights, such as navigation guidance or changing the availability of routes. In such circumstances, the route structure of a subnetwork is changed, and the controller’s attention paid to each route is also changed as well as the unit workload on it. As the subnetwork is handled by one controller, capacities of routes in it are associated. We find the way to determine the “related capacity” of a route in the conditions that whether topological structure of the terminal route network is changed or not. The capacity of the terminal route network calculated by network flow theory represents the capacity of terminal airspace. According to the analysis results, the weather factor reduces capacity of terminal airspace directly by reducing the capacities of routes blocked. Indirectly, it diverts controller’s attention to change capacities of other routes in the subnetwork.
