One of the trends of modern higher education is its integration with research activities. In the process of informatization of society this led to inclusion in educational programs of universities disciplines on information technology that can be used in scientific research. It is assumed that these disciplines should be aimed at teaching technologies that promote the level of scientific research and the increment of scientific knowledge. Unlike natural science where computers have long and effectively used for scientific research the question of application of information technology in the Humanities is still debatable. This is largely due to the specific nature of humanitarian knowledge, as well as the specifics of the object and purpose of humanitarian knowledge. The article presents the experience of theoretical understanding and practical development of the discipline "Information technologies in humanitarian researches", which is read in the Northern (Arctic) Federal University named after M.V. Lomonosov for students training areas "Philosophy", "Culturology", "Sociology" and "Journalism". It is shown that in the humanities information technologies can be used as an effective tool for the organization of cognitive activity and explication of knowledge. However, the number of courses on information technologies in humanities research is more individual than a mass phenomenon.

The communication basis upon which cultural institutions are based and through which have developed has undergone significant changes in the last few months. Social distance, isolation, decrease in communication contacts involve producers and consumers of cultural products in new forms of interaction. he changed format, the ban on visiting and organizing mass events, which cultural institutions are forced to take, is intensifying the search for new platforms and communication methods that can not only compensate for isolation from the cultural context, but also provide support to both visitors and and employees. The transformation of the image of the communication world, communication channels, the communicant itself, the communicative community corrects and complicates the functioning of cultural institutions, regardless of their specificity. The article analyzes the specifics of current communications in the field of culture in the situation of a new anthropotechnical reality, and also illustrates the role of communication technologies in the conditions of transforming reality using the example of Russian museums. The reorganization of the museum sector, the use of digital resources, the imaging component are key factors for shaping the modern look of the museum. Revealing the mutual influence of communication technologies and cultural heritage will allow us to carry out not only theoretical understanding, but also the practical development of projects, ideas, and searches.

In the last twenty years, a significant amount of work has been done in the theoretical understanding of grain boundaries. The various proposed grain boundary models suggest the existence of coincidence site lattice (CSL) boundaries at specific misorientations where a periodic structure representing a local minimum of energy exists between the two crystals. In general, the boundary energy depends not only upon the density of CSL sites but also upon the boundary plane, so that different facets of the same boundary have different energy. Here we describe TEM observations of the dissociation of a Σ=27 boundary in silicon in order to reduce its surface energy and attain a low energy configuration.The boundary was identified as near CSL Σ=27 {255} having a misorientation of (38.7±0.2)°/[011] by standard Kikuchi pattern, electron diffraction and trace analysis techniques. Although the boundary appeared planar, in the TEM it was found to be dissociated in some regions into a Σ=3 {111} and a Σ=9 {122} boundary, as shown in Fig. 1.

Starting with a personal perspective this piece outlines the place and role of the arts in the criminal justice system in the UK. It paints an optimistic picture, though an unsettling one, because the imagination and reflexiveness of the arts reveals a great deal about the causes of crime and the consequences of incarceration. It raises questions about the transforming impact of the arts: how the benefits could, and should, be optimised and why evaluations of arts interventions are consistent in identifying the need for a non-coercive, more socially focused, paradigm for rehabilitation. It concludes that the deeper the arts are embedded in the criminal justice system the greater the benefits will be, that a more interdisciplinary approach would support better theoretical understanding, and that increased capacity to deliver arts in the criminal justice system is needed to offer more people a creative pathway out of crime.

The article is devoted to the actual issue – institutional analysis of initiative budgeting and territorial public selfgovernment, as well as the possibility of their integration. Over the past few years, a system of civil participation in budget decisions has been built in Russia, the regulatory framework of practices has been created, thousands of employees of state and local government bodies have been trained, project centers have appeared for ensuring development of initiative budgeting. Citizen participation in budget decisions can significantly accelerate the development of the lower level of local government. Initiative budgeting is an innovative instrument of public finance and at the same time a social technology allowing for the real involvement of citizens in the issues of state and municipal governance. Initiative budgeting development programs make it possible to transfer financing of projects aimed at solving local issues with the participation of citizens onto a systemic basis. The results and materials of this study can serve a foundation for theoretical understanding of the institutional development of public finances at the regional and local levels. At the same time, this practical area that was intensively developing in recent years requires deep institutional analysis.

How can we best empower people living in the most economically disadvantaged areas of the world to improve their lives in ways that matter to them? This book investigates work of the NGO Tostan as a working model of human development. The study is grounded in the ethnographic study of the actual change that happened in one West African village. The result is a powerful mix of theory and practice that questions existing approaches to development and that speaks to both development scholars and practitioners. Divided into three parts, the book firstly assesses why top-down approaches to education and development are unhelpful and offers a theoretical understanding of what constitutes helpful development. Part two examines Tostan's community-based participatory approach as an example of a helpful development intervention, and offers qualitative evidence of its effectiveness. Part three builds a model of how community-led development works, why it is helpful, and what practitioners can do to help people at the grassroots level lead their own human development.

Islamic Communication and Broadcasting or commonly known as KPI, as one of the majors in Islamic colleges, must have an identity. Basically, the KPI’s scientific design can not be separated from two things, first, at the scientific level, the device is able to make science communication and science propaganda as the basis of activity design and the movement of Islamic broadcasting through various paradigmatic, theoretical, and methodological approaches. This is what is referred to as the ability of theoretical understanding (knowledge-based capability). Second, at a practical level, facilitating the growth of capabilities that could be the foundation undergraduate professional competence of KPI. Komunikasi dan penyiaran Islam atau yang biasa dikenal dengan KPI, sebagai salah satu jurusan di perguruan tinggi agama Islam, harus mempunyai identitas. Pada dasarnya desain keilmuan KPI tidak terlepas dari dua hal, Pertama, di level keilmuan, mampu menjadikan perangkat ilmu komunikasi dan ilmu dakwah sebagai basis dari desain aktivitas dan gerakan penyiaran Islam melalui berbagai pendekatan paradigmatik, teoritik, dan metodologis. Inilah yang disebut sebagai kemampuan pemahaman teoretik (knowladgebased capability). Kedua, di level praktis, memfasilitasi tumbuh kembangnya kemampuan yang dapat menjadi pijakan kompetensi profesi sarjana KPI.
