We devised CoO nanoparticles wrapped by porous graphene (PGE–CoO) as a noble-metal free electrocatalytic material for efficient oxygen evolution. The highly porous structure and excellent chemical and electronic coupling within the composite material led to the superior OER activity and good stability.
