The hydrolysis equilibria of Nd3+ ion in light- and heavy-water solutions containing 3 mol dm-3 (Li)ClO4 as an ionic medium were studied at 25 °C by measuring the lyoniumion concentration with a glass electrode. Analysis of the emf data indicated the formation of only the mononuclear complex Nd(OL)2+ in both light and heavy water. The formation constant *β2,1 was smaller in D2O (log *β2,1 = —16.54 ± 0.04) than in H2O (log *β2,1 = —15.90 ± 0.06). The formation constant K2,1 for the heavy-water system (log K2,1 = 12.28) had a larger value than that for the light-water system (log K2,1 = 11.86).

Term Operation

The decommissioning program of proto-type Advanced Thermal Reactor (ATR) FUGEN has started in 2008 as first decommissioning of the commercial-scale water reactor. It consists of four periods, considering the transportation of spent fuels and the radioactive decrease of highly activated materials. It is expected that the whole program of decommissioning will be completed until 2028. Now, the decommissioning is under the first period, spent fuels and heavy water has been carrying out from FUGEN, and a part of the turbine system with relatively low radioactive contamination has been dismantled. FUGEN has a complicated core structure consisting 224 fuel channels with pressure tubes and calandria tank, etc. and used heavy water as moderator, unlike other light water reactor (LWR). The materials of the core structure were highly activated due to a long term operation, tritium and C-14 were generated, and the facilities were contaminated by them. Thus, it is important to study the dismantling technology of the reactor core and the decontamination technology, considering characteristics of FUGEN such as core structure and radioactive inventory in advance. In this presentation, the contents of the decommissioning program and its current status such as dismantling work of a part of the turbine system, the studying situation of dismantling technology of reactor core using Abrasive Water Jet (AWJ) which is a candidate of cutting technologies, the examination of tritium decontamination in heavy water system, the study of decontamination technology for C-14 will be presented mainly.

For liquidation of the heavy water evaporator has been applied a mobile robotic system MT 80, which had been developed, designed and constructed as a general-purpose decommissioning equipment. The heavy water evaporator as a part of the NPP heavy water system is located inside the main production unit building in Room No. 220 where the inner surface contamination is from 101 Bq/cm2 to the level of 103 Bq/cm2, dose rate up to 1.5 mGy/h and the feeding pipeline contained LRAW with high tritium content. The first step was the development of a work procedure with special focus on the elimination of activity and aerosols leaking into the environment. Special tooling was developed for application with the robot, such as hydraulic shears, circular saw, reciprocating saw, circular pipe cutter and a system for quick tool-change without direct intervention of the operators. All operations are remotely controlled on basis of visual information from four cameras, with consistent radiation protection of the operators.

Advanced Thermal Reactor “Fugen” is a 165MWe, heavy water moderated, light-water cooled, pressure-tube type reactor. In February 1998, the Atomic Energy Commission of Japan decided to end the mission of ATR development and introduced a new policy that development and research of decommissioning of Fugen should be promoted in order to carry out the decommissioning smoothly after the shutdown. The Fugen NPS has shut down permanently in March 2003, and based on the report titled Activities of Fugen NPS after permanent shutdown, “Fugen” has been preparing for the project, including necessary development of technologies. The development of decommissioning for “Fugen” is divided into two areas. One area is developement of unique technology for dismantling special components such as the reactor core and the heavy water system. Another area is improvement and enhancement of existing technologies. Especially the former area requires effort and comprises development of the reactor dismantlement, tritium decontamination of heavy water system and engineering support systems. The concrete activities are as follows: The density and amount of radioactive nuclides in all equipment or concrete including the reactor core need to be evaluated for the decommissioning. To prepare for decommissioning, analysis, measurement and evaluation of the neutron flux density have been executed during reactor operation. Special dismantling process is necessary for the heavy water system and the reactor that are unique to Fugen. Some studies and tests are going on for the safe dismantling based on existing technologies and their combination. It is important to execute the decommissioning economically and rationally. Therefore, systems engineering approach is necessary in order to optimize the work load, exposure dose, waste mass and cost by selecting appropriate dismantling process at the planning stage of the decommissioning. For this reason, in order to make a decommissioning plan efficiently, we have been developing an Engineering Support System for decommissioning by adopting new information technologies such as three-dimensional- (3D-) CAD system and virtual reality (VR) system. Moreover, the technical results of technology development and decommissioning activity should be organized and opened to the public so that they can contribute to other decommissioning projects. For this purpose, information exchange and co-operation with domestic and international organizations are underway.
