Cities are the main contributors to pollution, resource consumption and social inequalities. Therefore, they should play a key role in the path towards a more sustainable scenario in line with SDGs and different Urban Agendas. However, there are still difficulties in their implementation and citizen can play a central role. This paper presents the Urban Action Structures (UAS), understood as entities with a catalytic capacity with respect to innovative urban policies. Methodologically, firstly, a prospective analysis from regional to international level has been developed, making it possible to identify innovative lines of action in the field of sustainable cities. Secondly, the study has focused on identifying and studying UAS that can make it possible to implement the lines of action previously identified. This paper has shown that there are already social structures that can be understood as UAS, since they implement actions aligned with the priorities of the Urban Agenda for the Basque Country and, therefore, of the SDGs. The research concludes that UAS can play a key role in facilitating the implementation of Urban Agendas. Hence, urban policies should favor the generation of UAS, in order to promote long-term urban development and to foster a more sustainable spatial planning.

This study extends the literature on county government structure by examining the three basic forms of county governments and their long-term effects on regional service spending. An examination of 1,532 U.S. counties between 1977 and 2012 reveals that those with the commission government form produce on average less regional service spending than those with reformed government structures. Examining the two major distinctions in reformed government types reveals that elected executive governments spend on average more than those with the commission-administrator form. However, the amount of increase for elected executive spending was very minor. The findings also reveal that the ability to establish home rule charters alters the effects of government structure for commission and commission-administrator counties. Meanwhile, charter-enabling laws matter little regarding the effects for elected executive counties. The analytical results lead to four major points for consideration regarding the link between county service provision and county institutional arrangements.

Plasma phytosterol (plant sterol) levels were studied in 26 infants on various commercial formulas, in 36 infants on breast or cow's milk formulas, in 101 normal and 22 hypercholesterolemic children on a free diet, and in 32 hypercholesterolemic children on a low-cholesterol diet. Commercial formulas, poor in animal fats and enriched with vegetable oils, and low-cholesterol, phytosterol-rich diets generally elevated total plasma phytosterol levels in infants and hypercholesterolemic children from normal mean levels of 2 mg/100 ml to about 9 mg/100 ml. The implications of long-term three- to five-fold elevations of the plasma phytosterols (campesterol, stigmasterol, β-sitosterol) in infancy and childhood are unknown. Watchful prospective analysis of plasma phytosterol levels may be useful, particularly in regards to otherwise unanticipated long-term effects of cholesterol-poor, phytosterol rich diets.

During the SARS-CoV-2 pandemic, patients in intensive care units who are undergoing long-term intubation may require tracheostomy. There is controversy about indication and health care professionals’ safety regarding the conventional or percutaneous technique. We performed a prospective analysis of a series of 27 consecutive patients with COVID-19 comparing both tracheostomy techniques, safety, and prognosis clinical markers. The results show that the techniques are equally safe, without cases of infection in surgeons. The Sequential Organ Failure Assessment score before surgery and the progression in ventilation support during the first 72 hours after tracheostomy are optimal prognostic markers for these patients.
