This paper examines the difficulties faced by government projects aimed at fostering citizens' political participation by using the Internet. After presenting the participatory tools found on two institutional Web sites (the Brazilian Presidency and the House of Representatives), I examine how the constraints pointed out by a relevant part of the literature in e-participation are reflected in such initiatives. Promoting online participation needs more than providing communication resources, since civic culture and other issues are still key factors in influencing our patterns of political involvement. A participatory use of digital tools depends more on circumstances, such as institutional willingness, than on technical mechanisms available.

This paper investigates the factors that influence how members of the Brazilian House of Representatives adopt Twitter as part of their political communication strategy. Our intention is to understand the main variables that lead legislators to invest time and resources in microblogging. This quantitative study examined all of the 457 official congressional accounts registered on Twitter. These accounts were monitored weekly between February 2012 and February 2013. After empirically exploring the data, this work reflects on the results thanks in part to an examination of the literature on the intersection of the Internet and politics. The results indicate correlations between the use of Twitter and attributes like age and occupation of leadership positions.

To date, research on e-government has devoted relatively little attention to how legislators use the Internet to enhance the representative function. In this chapter, we develop a general method to evaluate the quality of legislative Web sites and apply the method to the Web sites of members of the U.S. House of Representatives. We use a dichotomous latent variable model that combines a measurement model with a structural model to explain the variation in the quality of Web sites. We find the correlates of high quality Web sites include shorter tenure in office and closer electoral margin; the percentage of constituents who are connected to the Internet; and higher socio-economic status of the district. We propose this latent variable measurement approach as a general method for estimating the quality of Web sites for e-government research.

The development of the internet world is now increasingly widespread and diverse. Information can be immediately obtained. For example, meme content is distributed via social media accounts. Memes are a form of creative ideas that are packed with graphic design and often contain insinuations about something. The purpose of this study is to uncover the signified and signifier, and speeches that appear in memes that are circulating on Fakartun Instagram account regarding the disappointment with the House of Representatives (DPR). Following a student rally in the courtyard of the DPR, concerning to the rejection of the revision of the Organization Statue of the Indonesian Corruption Eradication Commission (Komisi Pemberantasan Korupsi - KPK) and the Indonesian Criminal Code (UU KUHP), various responses emerged on social media platforms. In particular, electronic graphic designs spread from one person to another through social media platforms such as Instagram. These memes represent some people’s anxiety about the revised bills. This study relies on Roland Barthes’s semiotic approach which is the development of Ferdinand De Saussure’s semiotic theory and the illocutionary act of Searl. The results of this study suggest that the memes merged as a form of reaction to the disappointment of citizens over the revision of the bills.
