There have been many reflections on the relations between the judge and the historian which have concentrated on the differences between these two figures: but what happens in cases where an historian collaborates openly with a judge as an expert consultant? What happens when an investigative office, or a court, asks an historian to reconstruct an event which is subject to a judicial procedure, or when he or she has to pronounce the ‘last word’ on an event or a document? Or, in another possible scenario, what happens when a community asks an historian to pronounce on what happened in the past, in order to ascertain which, between two contesting memories of the representation of an event, is the one which corresponds to what ‘really happened’? In these cases historians are sought out to establish the truth–their professional skills as ‘truth experts’ are called upon. And there is an extraordinary faith that the truth will be discovered. The author reflects on these issues, using as a starting point his own personal experiences as a consultant in some recent Italian war-crimes trials.

In the above mentioned article the author, inter alia, attempts to evaluate a report written by an expert consultant and submitted to the Truth and Reconciliation Commission. This commentary will show that the author's evaluation is fraught with inconsistencies and misinterpreted or incorrectly reported facts and that it does nothing to contribute to a debate on either the psychiatric diagnosis of mental illness or the amnesty process. It will also ask why an article of this nature was published in a professional publication such as the South African Journal of Psychology.

Abstract:The original goal of the INTERNIST-1 project, as formulated in the early 1970s, was to develop an expert consultant program for diagnosis in general internal medicine. By the early 1980s, it was recognized that the most valuable product of the project was its medical knowledge base (KB). The INTERNIST-1/QMR KB comprehensively summarizes information contained in the medical literature regarding diagnosis of disorders seen in internal medicine. The QMR program was developed to enable its users to exploit the contents ofthe INTERNIST-1/ QMR KB in educationally, clinically, and computationally useful ways. Utilizing commonly available microcomputers, the program operates at three levels - as an electronic textbook, as an intermediate level spreadsheet for the combination and exploration of simple diagnostic concepts, and as an expert consultant program. The electronic textbook contains an average of 85 findings and 8 associated disorders relevant to the diagnosis of approximately 600 disorders in internal medicine. Inverting the disease profiles creates extensive differential diagnosis lists for the over 4250 patient findings known to the system. Unlike a standard printed medical textbook, the QMR knowledge base can be manipulated “on the fly” to format displays that match the information needs of users. Preliminary use of the program for education of medical students and medical house officers at several sites has met with an enthusiastic response.

As a gender expert/consultant, Dr. Dabbous-Sensenig was invited by MP Gilberte Zouein, chair of the parliamentary subcommittee for the Woman and Child, along with other experts, to discuss the issue of parliamentary quota for women, and to draft a proposal to introduce the women quota in the Lebanese election law.
