Legal precedent for criminalizing the behavior of pregnant women has been established in an attempt to protect the fetus. Elevating fetal rights over maternal rights is based on questionable assumptions and inconclusive medical evidence. These criminalization policies are sexist and serve to victimize poor, pregnant women. This paper examines the evidence and policies and suggests an alternative policy approach to dealing with families with parental drug use issues.

Drug education is a term that has many meanings. It is important that the drug educator assess his own values regarding drug use in our society, then share them freely. His values, however, should not dictate or completely overshadow rationality and honesty. Youth particularly need to know where the educator stands. To think that one can develop drug education programs that are value-free is naive. The drug educator's values, coupled with some operational assumptions, will provide the basis and direction of drug education. Drug education content must include the physiological, pharmacological, psychological, legal, moral, spiritual, and political implications of drug use in our society. This content must be presented in a way that utilizes peer values and settings. The use of ex-drug abusers should be approached rationally and humanly. Drug educators aren't going to make any difference at all, in terms of preventing drug abuse, until they view their role as being that of a “change agent.”

This chapter examines the use of drugs—both legal and illegal–by pregnant women, noting increased medical and legal supervision of pregnancy and women’s substance use and abuse. Many states require health care professionals to report pregnant women who admit to, or are suspected of, using alcohol or other drugs. The result can be involuntary detention commitment for “treatment.” Women have been prosecuted for homicide after they suffer a stillbirth despite weak evidence that the stillbirth was caused by drug use. Prosecution of these women is counterproductive, because it drives pregnant drug users underground, away from both prenatal care and drug treatment.

ABSTRACTThis book is an update of a previous publication entitled Pilules mirages: Essai sur la qualité de vie des aînés. Recent statistics and a specific section on psychotropic drug use have been added to the latest edition. The main force of this book resides in its psychosocial perspective which highlights the association between non-medical factors and excessive drug use among the elderly. The importance of health beliefs and aging-related stresses are emphasized. As a conclusion, the authors put forth a systemic health-model of intervention for elderly drug abusers. In spite of their rather one-sided perspective, highly critical of the medical profession, the authors offer a good introductory text on excessive drug use by the elderly within a non-medical framework. This is suitable reading material for students in gerontological or addiction courses. It is also enlightening reading for any health professionals working with the elderly.
