<p>The purpose of the research is to discover and to analyze the cause of juvenile delinquency, school’s role in order to overcome the issue, and the efforts performed to resolve the issue in three vocational high schools in Serang. Qualitative method is used in order to comprehend the regular state of the objects through placing the researcher as the key instrument. The data collection is done through purposive and snowball technique, a technique done through triangulating, where the data analysis is inductive, and the findings are emphasized on significance rather than generalization. The findings show that the cause of juvenile delinquency in Serang involves internal and external factors. The internal factor revolves around personality, status and the students’ role in the society. Meanwhile, the external factors are family where the issues lies on the parent’s inability in disciplining their children, the lack of spiritual knowledge, especially Islamic value, and the poor control from the society which is often oblivious of student’s characteristic. The method to resolve juvenile delinquency in Serang concentrates on the curative and preventive precautions as following: reciting the Quran 15 minutes before the first subject of each day begins, conducting a routine group dhikr every Friday night, conducting a religious seminar every month which involves every party, conducting a routine brief lecture after Zuhr pray, whether it is delivered by teacher of the students, as well as da’wah training for students given by the teachers.</p>

Penelitian ini mengidentifikasi dua permasalahan: Pertama,konflik antara warga Berlan dan Palmeriam yangsudah berlangsung sejak lama dan masih terjadi sampai sekarang; Kedua,bagaimana menyelesaikan konflikantara warga Berlan dengan Palmeriam dan apaakar permasalahannya. Ketiga, apa dampak dari terjadinyakonflik antara warga Berlan dengan Palmeriam; Keempat,upaya penyelesaian yang telah dilakukan olehPemerintah dalam menyelesaikan tawuran antar warga Berlan dengan Palmeriam sesuai dengan amanat Undang-Undang Nomor 7 Tahun 2012. Metode yang digunakan dalam pengumpulan data, peneliti menggunakan teknikwawancara kepada beberapa informan, yakni: tokoh masyarakat (Ketua RW dan Ketua FKDM), pemerintahdaerah (Lurah Kebon Manggis dan Lurah Palmeriam, Kepala Seksi Pemerintahan dan Kamtib KelurahanKebon Manggis dan Kelurahan Palmeriam, dan Kepala Sub Bidang Kewaspadaan Kantor Kesbangpol JakartaTimur, dan Kepala Kepolisian Sektor Matraman. Penelitian ini merupakan wujud dari peran serta Pemerintahdalam memenuhi hak atas rasa aman bagi masyarakat. Hasil penelitian menyimpulkan bahwa, meskipun adabeberapa faktor yang menyebakan konflik antara warga Berlan dengan Palmeriam, namun kesalahpahamandan kenakalan remaja merupakan faktor yang dominan penyebab konflik tersebut. AbstractThis research identifies two issues: firstly: conflict between Berlan and Palmerian residents has been occurredfor long times until now; secondly: need a solution in finishing the conflict and find sources of problem. Fromidentification above, it will elaborate into items that is (1) what causative factors of conflict; (2) what theimpacts of that conflict; (3) what efforts of government to finish the conflict according to mandate of the ActNumber 7 Year 2012. The method in collecting data is interview with relevant informant to research issues.This research is role of government to satisfy rights of society security. It concludes that find some factorscause its conflict between Berlan and Palmeriam residents, but misunderstanding and juvenile delinquency aredominant factors lead that conflict.

The Subject

This study dercribes to determine the depth of the juvenile delinquency punk. To achieve these objectives the researchers used a qualitative method with phenomenological approach and a case study approach. Subjects examined in this study was a 19 years old young men and one young woman was 19 years old. Based on the research results, forms of juvenile delinquency conducted first subject leads to criminal acts such as extortion, theft, becoming the sedative dealers and drug couriers, out of prison-related cases of aggravated assault and possession of sedatives illegally, sexual violence, and even perform murder. While the second subject just plain mischief that have not led to a criminal act. Factors causing juvenile delinquency punk conducted two subjects because of the influence of social environment, family environment that is not harmonious, music punk they hear, and there is a push from the inside of the subject to perform naughtiness which has been a problem for both subjects
