Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Australia is in a bind. It is at the heart of the pivot to clean energy: it contains some of the world’s best solar irradiance and vast potential for large-scale carbon capture and storage; it showed the world the path forward with its stationary storage flexibility at the much vaunted Hornsdale power reserve facility; and it moved quickly to capitalise on low-carbon hydrogen production. Yet it remains one of the largest sources for carbon-intensive energy exports in the world. The extractive industries are still delivering thermal coal for power generation and metallurgical coal for carbon-intensive steel making in Asian markets. Even liquefied natural gas’s green credentials are being questioned. Are these two pathways compatible? The treasury and economy certainly benefit. But there is a huge opportunity to redress the source of those funds and jobs, while fulfilling the aspirations to reach net zero emissions by 2050. In our estimates, the low-carbon hydrogen economy could grow to become so substantial that 15% of all energy may be ultimately ‘carried’ by hydrogen by 2050. It is certainly needed to keep the world from breaching 2°C. Can Australia master the hydrogen trade? It is believed that it has a very good chance. Blessed with first-mover investment advantage, and tremendous solar and wind resourcing, Australia is already on a pathway to become a producer of green hydrogen below US$2/kg by 2030. How might it then construct a supply chain to compete in the international market with established trading partners and end users ready to renew old acquaintances? Its route is assessed to mastery of the hydrogen trade, analyse critical competitors for end use and compare costs with other exporters of hydrogen.

Respect for women is a noble quality inherent in our people. A worthy encouragement of the role and work of women in the upbringing of a healthy and harmoniously developed generation, the creation of the best conditions for them are among the priority directions of state policy. Widely used in the world community, the concept of "gender equality" implies the equal participation of men and women in all spheres of state and public life, in particular, in governance, decision-making and the security sector. A solid legal basis for equality between women and men has been created in our country. Their equality is enshrined in the Constitution. Labor law also provides for gender equality. As a result of the large-scale reforms being implemented in the country, the place of women in the socio-economic sphere is increasingly being strengthened.

In 2020, the world community, states and citizens faced the serious global challenge. The COVID-19 pandemic jeopardized the implementation of the goals of sustainable development and inclusive growth, and has become a major challenge for the international cooperation and the action of global institutions. Being the main platform for cooperation among the world's leading economies, the G20 is often criticized for its inability to effectively withstand crises. However, as shown in this article, the G20 managed to quickly implement a coordinated set of large-scale measures to overcome the pandemic and its consequences and become a coordinator of anti-crisis actions. The author concludes that the unique characteristics of the G20 will allow it to remain the flagship of international efforts to ensure strong, sustainable, balanced and inclusive growth of the world economy, and suggests a number of priorities for the implementation of which the G20 agenda should be aimed at in the near future.

This article substantiates the feasibility of applying systematic, integrated, factorial and process approaches to solving relevant organizational and managerial tasks of digitalization aimed at improving the efficiency of innovation and the competitiveness of economic systems. Substantial foundations of the implementation of a systems approach in the field of digital transformation of business processes were revealed. The advantages of digitalization were presented, possible basic problems associated with its implementation were systematized, and factors that have a significant impact on their solutions were analyzed. It is obvious that the exciting new possibilities of digital technologies are open to the world community and the urgent need for their large-scale implementation manifested itself, but taking into account the optimal combination of various factors that have a significant impact on the development of socio-economic systems.

The article presents an analysis of the unprecedented humanitarian crisis that arose as a result of COVID-19, and affected such important areas for society as health care, economics and labor relations. The purpose of the article was to analyze the challenges facing the world community through COVID-19, to describe the scenarios for further development of society in the post-quarantine period and to identify ways to solve the problems caused by the pandemic. The author did not set the task to outline a real program of action and change. These key issues are the subject of constant discussion. States still have the opportunity to rethink the social contract, placing environmental sustainability, justice and humanitarian solidarity at the heart of the post-quarantine reconstruction and renewal program. It is shown that the humanitarian crisis has been complicated by the instability of the economic situation, growing inequality and instability, both domestically and internationally, which threatens to increase social protests and dismantle the usual ways. It has been shown that policies aimed at denationalizing the economy, supporting large capital, reducing budget spending on social programs, and establishing the dominance of transnational corporations have failed to respond adequately to the challenges of the pandemic, and have exposed large-scale problems a single person. The problems that arose as a result of COVID-19 and affected international institutions were analyzed; were caused by vulnerability and unpreparedness for a health pandemic; have led to growing socio-economic inequality both within countries and internationally; exacerbated food security issues for developing countries; gender issues, labor relations issues, etc. It is shown that the principles of neoliberalism, on which the developed countries of Europe and America have been based for the last 70 years, were questioned, which actualized the search for models, scenarios and ways of further development of individual states and the world community as a whole. The article presents scenarios for further development of states in the post-quarantine period. These scenarios range from the preservation of the principles of neo-liberalism to the spread of left-wing models of social development. In addition, the article identifies conditions that can help countries embark on the trajectory of an optimistic scenario.

The need to form a new political philosophy is associated with modern challenges and threats that require large-scale ordering of the world of chaos and absurdity, an adequate response to the era of "post-truth" in order to preserve the national identity of peoples, cultures, civilizations, as well as the essential features of the person himself. The instability of international relations caused by the collapse of the bipolar world has given rise to the need to create a more stable polycentric world. Countering terrorism led to the formation of anti-terrorist coalitions at the international level and for a certain time brought the world community together in the fight against a common threat. However, no one expected that the new type of war would become another test for the development of a common strategy of counteraction by mankind, requiring a rethinking of the role of man in modern political processes. Schmitt's "friend-foe" confrontation may acquire a different content in the 21st century, when man himself becomes his own enemy, since the products of his military-political and scientific activities endanger the life of all mankind. Russia's response to new political threats can be the development of a new value role of man in the emerging world order, which is possible on condition of world recognition of the civilizational originality of the Russian historical path, building a dialogue of civilizations, as well as the implementation of three ideologies in the new political dimension - patriotism, socialism, environmentalism.

The author examines the evolution of Cuban medical diplomacy under the governments of Raul Castro and Miguel Diaz-Canel. The author shows that the essence of the Cuban national health system, which developed after the 1959 Revolution, is its accessibility. At the time of collapse of the socialist bloc, the Cuban government managed to maintain and surpass the achieved level of development of medicine. The presence of a large number of medical specialists allows the socialist government of Cuba to organize cooperation with dozens of states around the world. Under the leadership of Castro, the export of medical goods and services has become the main source of foreign exchange earnings and a driver of economic growth, and medical diplomacy has become an important tool of soft power, which is used to form an attractive image of the state among the world community. In doing so, the government combines pragmatism, increasing the cost-effectiveness of the programs, and altruism, providing gratuitous aid to the countries most in need. The main difficulty in developing this direction in Cuba’s foreign policy is associated with the North American embargo. In 2018, the US government launched a large-scale campaign to discredit Cuban medical internationalism. This policy aims to further restrict already limited access to essential resources. The country was also negatively affected by the ‘right turn’ in the region: the neoliberal governments of several countries refused to continue medical cooperation with Cuba. At the same time, the trends of recent years indicate an imminent repetition of the shift to the left, which in the future can significantly strengthen the Cuban positions in the region. In addition, the coronavirus pandemic showed that the world community needs a rapid medical response force with Cuban missions serving as a basis thereof.

Early in 2020 the world community was shocked by Covid-19 which has caused death rates to increase in various countries. The government has carried out various policies as an effort to prevent the transmission of Covid-19, one of which is by implementing Large-Scale Social Restrictions (PSBB), which is a localized lock down modification according to the level of severity in the Province, Regency or City. This research was conducted to determine the policies for handling Covid-19 and the unemployment rate due to the effects of the pandemic on workers in Palembang City. The Covid-19 pandemic not only caused health problems but also had an impact on policies taken by the central and local governments.
