Abstract The pollutants degradation rate of iron ore tailings-based heterogeneous catalysts is the main factor limiting its application. Herein, an iron ore tailings-based Fenton-like catalyst(I/W(3:1)-900-60) with relative fast catalysis rate was constructed by co-pyrolysis(900 ℃, 60min holding time) of iron ore tailings and wheat straw with mass ratio of 3:1. With wheat straw blending, the generated I/W(3:1)-900-60 presented a larger surface area(24.3 m2/g), smaller pore size(3.707 nm), reduced iron species (Fe2+ from magnetic) and a higher catalytic activity(0.0229 min-1) than I-900-60 (1.196 m2/g, 12.935 nm, 0.012 min-1) pyrolyzed using a single iron ore tailings under the same pyrolysis conditions. In addition, biochar and iron ore tailings in I/W(3:1)-900-60 were tightly combined through chemical bonding. The optimal catalyst remains active after three cycles, indicating its catalytic stability and recyclability. The good Fenton-like MB degradation efficiency of I/W(3:1)-900-60 was ascribed to the sacrificial role of biochar, as well as the electron transfer between biochar and iron active sites or the redox cycles of ≡Fe3+/Fe2+. This finding provides a facile construction strategy for a highly active iron ore tailings-based Fenton-like catalyst, and thereby had a great potential application in wastewater treatment.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Keywords: policy change, ideas, idea-based approach, Kingdon’s multiple streams, policy entrepreneurs.

In federal criminal cases, federal law requires that judges consider the sentences other courts have imposed in factually similar matters. Courts and parties, however, face significant challenges in finding applicable sentencing precedents because judges do not typically issue written sentencing opinions, and transcripts of sentencings are not readily available in advanced searchable databases. At the same time, particularly since the Supreme Court’s 2005 decision in United States v. Booker, sentencing precedent has come to play a significant role in federal sentencing proceedings. By way of example, this article discusses recent cases involving defendants with gambling addictions, and recent cases involving college admissions or testing fraud. The article explores the ways the parties in those cases have used sentencing precedent in their advocacy, as well as the ways the courts involved have used sentencing precedent to justify their decisions. Given the important role of sentencing precedent in federal criminal cases, the article finally looks at ways in which the body of sentencing law could be made more readily available to parties and courts alike.

Iron- and nitrogen-doped carbon (Fe-N-C) materials are leading candidates to replace platinum in fuel cells, but their active site structures are poorly understood. A leading postulate is that iron active sites in this class of materials exist in an Fe-N4 pyridinic ligation environment. Yet, molecular Fe-based catalysts for the oxygen reduction reaction (ORR) generally feature pyrrolic coordination and pyridinic Fe-N4 catalysts are, to the best of our knowledge, non-existent. We report the synthesis and characterization of a molecular pyridinic hexaazacyclophane macrocycle, (phen2N2)Fe, and compare its spectroscopic, electrochemical, and catalytic properties for oxygen reduction to a prototypical Fe-N-C material, as well as iron phthalocyanine, (Pc)Fe, and iron octaethylporphyrin, (OEP)Fe, prototypical pyrrolic iron macrocycles. N 1s XPS signatures for coordinated N atoms in (phen2N2)Fe are positively shifted relative to (Pc)Fe and (OEP)Fe, and overlay with those of Fe-N-C. Likewise, spectroscopic XAS signatures of (phen2N2)Fe are distinct from those of both (Pc)Fe and (OEP)Fe, and are remarkably similar to those of Fe-N-C with compressed Fe–N bond lengths of 1.97 Å in (phen2N2)Fe that are close to the average 1.94 Å length in Fe-N-C. Electrochemical studies establish that both (Pc)Fe and (phen2N2)Fe have relatively high Fe(III/II) potentials at ~0.6 V, ~300 mV positive of (OEP)Fe. The ORR onset potential is found to directly correlate with the Fe(III/II) potential leading to a ~300 mV positive shift in the onset of ORR for (Pc)Fe and (phen2N2)Fe relative to (OEP)Fe. Consequently, the ORR onset for (phen2N2)Fe and (Pc)Fe is within 150 mV of Fe-N-C. Unlike (OEP)Fe and (Pc)Fe, (phen2N2)Fe displays excellent selectivity for 4-electron ORR with <4% maximum H2O2 production, comparable to Fe-N-C materials. The aggregate spectroscopic and electrochemical data establish (phen2N2)Fe as a pyridinic iron macrocycle that effectively models Fe-N-C active sites, thereby providing a rich molecular platform for understanding this important class of catalytic materials.<p><b></b></p>

A study was undertaken in collaboration with eight Krishi Vigyan Kendras (KVKs) and five Learning and Experience based Advisor (LEAD) farmers were selected by each KVK, employing socio-metric technique. Hence, data were solicited from 40 LEAD farmers from eight districts who were trained by KVKs. Role of KVKs were determined based on their Index Value (IV). Study reveals that KVKs played an important role in skill development of LEAD farmers through organisation of need based and skill-oriented trainings (IV=62) followed by front-line demonstrations on location specific agricultural technologies at farmers’ fields (IV=59.42), and developing linkages between LEAD and fellow farmers (IV=58.33). Key determinants accountable for enhancing effectiveness of this model were enhanced technology adoption (IV=60.13) followed by enhanced agricultural production (IV=57.48) and productivity (IV=57.10). Study reveals that one LEAD farmer adopted 5 agricultural technologies from KVKs. Further, fellow farmers adopted 2 agricultural technologies from LEAD farmers. Hence, it was concluded that this approach may play a significant role in complementing Indian public extension system through reducing cost and coverage of more farm families. This model needs community as well as government support for sustainability and its scalability.
