We are excited and honored to be the editorial team for JEPS. We are indebted to Eric Dickson for his efforts as the journal's previous editor. He set a high bar for JEPS as an outlet for high quality experimental research. Lucky for us, the healthy state of experimental research means that we will continue to have a deep pool of well-crafted and important work. In presenting my valedictory to this distinguished Association which has honored me by selecting me as its President, I should like to point out by way of introduction what has happened to this office, and therefore to me, during the past year. I have heard of one of my distinguished predecessors some twenty-five years ago who had little else to do as President of this Association than work all year on his presidential address. This was important work and I have no word of criticism of it. But the Association has changed, and today it leaves to the harried wearer of its presidential toga little time to reflect about the status of political science and his own impact, if any, upon it. An active Association life, now happily centered in our new Washington office, is enough to occupy the full time of your President, and universities as well as this Association might well take note. Therefore, in presenting my own reflections to you this evening in accordance with the custom of our Association, I do so without the benefit of the generous time and scholarly leisure which were the privileges of some of my distinguished predecessors.Nevertheless I do base my presidential address today upon my own active participation in the problems of government, as well as upon my scholarly experience. I have extracted it in part from the dynamics of pulsating political life. It has whatever authority I may possess after having been exposed these twenty-five years to the cross-fire of politics, domestic and foreign, as well as to the benign and corrective influences of eager students and charitable colleagues.

Experimental research by political scientists on elites has grown dramatically in recent years. Experimenting on and with elites raises important questions, both practical and ethical. Elites are busy people, doing important work under public scrutiny. Therefore, any experiments that use up political elites’ time, risk impairing their ability to do their jobs as well as possible, or put at risk the larger research community’s access to elites should be avoided. Nevertheless, despite these risks and challenges, we argue experimenting with elites has enough benefits both to the research community and to elites themselves, that it should still be done. The relevant question then becomes how should we think about doing experiments with political elites? We propose a framework of value-added and transparent experiments. Our framework is guided by the following two simple rules: Elite subjects should individually benefit from the process of doing the experiment. It should add value to their role as representatives. Second, the identity of the researchers and purposes of the experiment should be transparent. As we argue, these two combined features can still accommodate a large range of experiments, can creatively spark researchers to think up new designs and can protect access to elites for future research. We review two such examples at the end of this essay.

In the article modern dance is defined as an effective means of healthcare of children and youth in the educational process. The development of physical qualities, such as motor coordination, has a great importance for the high-quality performing of modern dance techniques and skills.The pedagogical and biomechanical features of teaching the basic motor elements of modern dance are revealed in the work. The results of the formation of statodynamic stability’s parameters in the structure of coordination qualities of younger adolescents are presented. The control took place with the use of a modern stabilographic complex at the ascertaining stage of the experimental research using the author's method of teaching modern dance.Key words: healthcare, coordination qualities, stability, modern dance, physical health.

The article is focused on the natural experimental research of injection waterproofing impact on basement areas of existingbuildings brick walls. Two types of experimental installations for waterproofing material injection have been developed. Thesecond type turned out to be more efficient due to the fact that it could cover larger waterproofing wall area. It can possiblyspeed up the process of walls waterproofing and major repairs of buildings in general. According to the experimental data, after the injection waterproofing placement, the wall moisture content decreased by half due to the high quality waterproofingmaterial and performed installation work.

By means of the thermodynamics analysis of inclusion modification in the process of calcium treatment, and the advantage area chart of calcium, aluminum, sulfur, oxygen activity in inclusion midification, this paper analyzes the effects of molten steel temperature, aluminum activity, sulfur activity and other factors on inclusion modification. After calcium treatment, inclusions in high-quality carbon steel S48 will become massive or globular calcium aluminate, MnS inclusion and the composite inclusions of MgO·Al2O3 in kernel and CaO·Al2O3 in shell.

Robert Bates’ letter entitled “Area Studies and the Discipline” (American Political Science Association, Comparative Politics 1, Winter 1996, pp. 1-2) uses the occasion of the SSRC’s abolishing of area committees to announce that “within the academy, the consensus has formed that area studies has failed to generate scientific knowledge.” As someone who has done some of his most important work on African development issues, Bates deplores declining investment in area studies as a “loss to the social sciences, as well as to the academy,” at an inopportune moment, “just when our [political science] discipline is becoming equipped to handle area knowledge in a rigorous fashion.”
