The Political Consequences of Indigenous Resentment

Abstract Understanding the legacy of settler colonialism requires understanding the nature and scope of anti-Indigenous attitudes. But what, exactly, are the political consequences of anti-Indigenous attitudes? Answering this question requires recognizing that attitudes toward Indigenous peoples are distinct from White racial attitudes toward other disempowered groups. In this paper, I introduce a novel measure of Indigenous resentment. I then show that Indigenous resentment is an important predictor of policy attitudes using data collected from an original survey of White settlers. I estimate the effect of both Indigenous resentment and negative affect on policy attitudes—opposition to welfare and support for pipeline developments—to make the case that Indigenous resentment is a better measure of anti-Indigenous attitudes than affective prejudice, and that Indigenous resentment is an important omitted variable in the study of public opinion in settler societies.

AbstractIn settler societies like Canada, United States, and Australia, the bourgeoning discourse that frames colonial violence against Indigenous people as genocide has been controversial, specifically because there is much debate about the meaning and applicability of genocide. Through an analysis of the Canadian Museum for Human Rights, this paper analyzes what is revealed about settler colonialism in the nexus of difficult knowledge, curatorial decisions, and political debates about the label of genocide. I specifically examine competing definitions of genocide, the primacy of the Holocaust, the regulatory role of the settler state, and the limits of a human rights framework. My argument is that genocide debates related to Indigenous experiences operationalize a range of governing techniques that extend settler colonialism, even as Indigenous peoples confront existing hegemonies. These techniques include: interpretative denial; promoting an Oppression Olympics and a politics of distancing; regulating difference through state-based recognition and interference; and depoliticizing claims that overshadow continuing practices of assimilation, extermination, criminalization, containment, and forced movement of Indigenous peoples. By pinpointing these techniques, this paper seeks to build on Indigenous critiques of colonialism, challenge settler national narratives of peaceful and lawful origins, and foster ways to build more just relations between Indigenous and non-Indigenous peoples.

Party-driven and religion-driven models of opinion change posit that individuals revise their positions on culture war issues to ensure consonance with political and religious predispositions. By contrast, models of issue-driven change propose that public opinion on cultural controversies lead people to revise their partisan and religious orientations. Using data from four panel studies covering the period 1992–2012, we pit the party- and religion-based theories of opinion change against the issue-based model of change. Consistent with the standard view, party and religion constrain culture war opinion. Contrary to the conventional wisdom, but consistent with our novel theory, opinions on culture war issues lead people to revise their partisan affinities and religious orientations. Our results imply that culture war attitudes function as foundational elements in the political and religious belief systems of ordinary citizens that match and sometimes exceed partisan and religious predispositions in terms of motivating power.

AbstractMore research than ever before uses public opinion data to investigate society and politics in the Middle East and North Africa (MENA). Ethnic identities are widely theorized to mediate many of the political attitudes and behaviors that MENA surveys commonly seek to measure, but, to date, no research has systematically investigated how the observable ethnic category(s) of the interviewer may influence participation and answers given in Middle East surveys. Here we measure the impact of one highly salient and outwardly observable ascriptive attribute of interviewers—nationality—using data from an original survey experiment conducted in the Arab Gulf state of Qatar. Applying the total survey error (TSE) framework and utilizing an innovative nonparametric matching technique, we estimate treatment effects on both nonresponse error and measurement error. We find that Qatari nationals are more likely to begin and finish a survey, and respond to questions, when interviewed by a fellow national. Qataris also edit their answers to sensitive questions relating to the unequal status of citizens and noncitizens, reporting views that are more exclusionary and less positive toward out-group members, when the interviewer is a conational. The findings have direct implications for consumers and producers of a growing number of surveys conducted inside and outside the Arab world, where migration and conflict have made respondent-interviewer mismatches along national and other ethnic dimensions more salient and more common.

Abstract The negative impact of populist anti-aid rhetoric on public opinion has been based on anecdotal reports to date. Here, we take a systematic and empirical look at this inquiry. We hypothesize that even though populist rhetoric decreases support for foreign development aid in donor publics, this effect is conditioned by individuals’ preexisting beliefs about populist leaders. Using data from original survey experiments conducted with representative samples of American and British adults, we find that exposure to different variants of populist frames decreases individuals’ willingness to support their government providing development aid through an international organization. However, this effect is moderated by whether people think populist leaders stand up for the little guy or scapegoat out-groups. Connecting foreign aid and populism literatures, our results suggest that the future of global development might not be as bleak as previously feared in the age of populism.

How do emerging technologies that erode governments’ near-monopolies on intelligence information affect public support for leaders and their foreign policies? Technologies—like imagery satellites—that were once the domain of state governments are now increasingly available to commercial and private actors. As a result, non-government entities can now exercise the disclosure decision, publicly divulging information whose release was once controlled by states. We argue that non-government entities with access to these technologies serve as alternative information sources that can verify government claims or reveal activities governments have not previously acknowledged. Using original survey experiments we find that commercial satellite imagery can serve as an informational cue that shifts public opinion, and, depending on its content, either attenuates or bolsters the effect of similar cues from government sources. The findings advance debates over secrecy in international relations and on the effect of emerging technologies in the security domain.

This article displays the idea of indigenizing international law by recognizing indigenous law as law. Transforming international law becomes possible by directing indigenous jurisprudences to it —I call this process inverse legal anthropology—. Based on inverse legal anthropology, i present a case study on the ongoing genocide of Colombian indigenous peoples in the age of the global ecology of the Anthropocene. I also explain the political consequences of valuing indigenous cosmologies regarding their territories. While mainstream representations of indigenous territories include the topographic and biologic dimensions of the earth’s surface, they forget the pluriverse of organic and inorganic beings that make and negotiate their social living together with indigenous peoples, and their ecological and spiritual relationships.

The recent growth in Italian Communist party (PCI) influence on national policy making has been accompanied by a reversal of the party's traditional opposition to Italian participation in NATO and the European Communities. Why? Most fundamentally, this reversal is due to Italy's increasingly irreversible involvement in the network of economic interdependence that links the Western economies. PCI leaders have come to recognize and accept the political consequences of interdependence. Other important factors contributing to the policy shift are: 1) changes in Italian public opinion that made opposition to Italy's Western alignment increasingly costly for the PCI; and 2) constraints imposed by the PCI's need to seek alliances with non-Communists, both in Italy and elsewhere in Western Europe. Serious problems lie ahead for Italy's relations with her allies, but these problems would only be exacerbated by an apocalyptic assessment by Western leaders of the PCI's foreign policy line.

This article assesses how contemporary forms of regional assimilation by centralizing states affect the political behavior of threatened social groups within peripheral polities. Recent mainlandization, “the blurring of the physical, social, cultural and psychological border between Mainland China and Hong Kong,” has constrained the region’s autonomy. Here, we consider the political consequences of Chinese mainlandization. How does mainlandization affect the likelihood of political participation in Hong Kong? Drawing and expanding upon theories of social identity, we argue that mainlandization increases the political involvement among those who make the choice to identify as Hong Konger because this is the group under threat by China’s recent actions. Hong Kongers politically mobilize as a response to mainlandization to combat Chinese threat and to improve the status of their identity group, of which their own sense of selves is also tied to. Using an original survey experiment, we find support for our theory. Hong Kongers are influenced by mainlandization to attend contentious protests, recruit others to attend such rallies, and sign pro-democratic petitions. We conclude by noting implications for China’s increasing attempt to assimilate this electoral autocracy and discuss how our research informs Hong Kong political activism in 2019 and 2020.

In South Park’s “Going Native,” the white character Butters becomes inexplicably angry only to uncover that his family contends the anger is “biologically” caused by their “ancestral” belonging to Hawai‘i. He then travels to Kaua‘i to resolve this anger by connecting with his “native” home. To parody the materiality of white settlers playing and going native, Butters is represented as “native Hawaiian.” This parody functions as a satire to ridicule and criticize settler colonialism in Hawai‘i. Yet, it does so by distorting, dismembering, and erasing Hawaiian Indigeneity. By deploying an Indigenous-centered approach to critical theory, I analyze South Park’s “Going Native” as a popular culture satire to make three arguments. First, “Going Native” produces Indigeneity in racialized, gendered, and sexualized (mis)representations. The representations of “native Hawaiians” recapitulate marginalizing misrepresentations of Native Hawaiians, which inverts the parody. Second, as the parody breaks down, “native Hawaiians” reify settler colonialism. South Park’s satire fails and becomes haunted by specters of settlement that call into question its critique. When the “native Hawaiians” eventually liberate themselves from encroaching tourists and U.S. military forces, an impasse emerges. Rather than signifying Native Hawaiians with agency, only “native Hawaiians” demonstrate the possibilities of self-determination, sovereignty, and decolonization, which exempt white settlers from enacting colonization and produce a discursive impossibility for Native Hawaiians. Third, I suggest cultural studies reimagine its scholarship to exercise an alliance politics that interrupts knowledge produced by popular culture satire attempting critiques of settler colonialism that simultaneously naturalize the dispossession and elimination of Indigenous peoples.

Indigenous peoples often view water as a living entity or a relative, to which they have a sacred responsibility. Such a perspective frequently conflicts with settler societies’ view of water as a “resource” that can be owned, managed, and exploited. Although rarely articulated explicitly, water conflicts are rooted in ontological differences between Indigenous and settler views of water. Furthermore, the unequal water governance landscape created by settler colonialism has perpetuated the suppression of Indigenous ways of conceptualizing water. This paper thus examines the “political ontology” of water by drawing on insights from the fields of critical Indigenous studies, post-humanism, and water governance. Additionally, we engage a case study of four Yukon First Nations (Carcross/Tagish, Kluane, Tr’ondëk Hwëch’in, and White River First Nations) in the Canadian North to examine their water ontologies through the lens of a politics of kinship including ideas about “respecting water.” We also examine the assumptions of settler-colonial water governance in the territory, shaped by modern land claims and self-government agreements. We close by discussing the implications of Indigenous water ontologies for alternate modes of governing water.
