Comparative Ethnic Territorially Based Autonomy in Tatarstan, Bashkortostan, and Yakutia of Russia: An Analytical Framework

AbstractThis article proposes an analytical framework to address why implemented autonomy outcomes may differ across ethnic republics in the Russian Federation. Composed of a long-range factor, inter-ethnic boundary making, and a short-term factor, titular elites’ representation in the ethno-regional state, the framework is applied to a synchronic comparison of three republics of Russia with differing autonomy outcomes for the 2010s, Tatarstan, Bashkortostan, and Yakutia, reliant upon state-generated data and fieldwork. Titular elites’ representation in the ethnoregional state is used as a proxy for titular elites’ bargaining capacity with the central state. It is argued that an “integration–distinction balance,” or rather, higher inter-ethnic integration combined with robust consciousness of inter-ethnic distinction, can contribute to titular elites’ bargaining capacity with the center, which can lead to greater autonomy outcome for the ethnic republic.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

The determination of operation area from en-route alternates for long-range airline aircraft is an important aspect of ensuring safety of the upcoming flight. In the domestic and foreign methodological literature on flight planning, including the guidance material for flight planning systems, there is no single reasonable algorithm for constructing operation areas of long-range aircraft, including the use of the EDTO-ETOPS rules. The lack of methodological materials leads to the «free» values determination of areas of operation by airlines for their long-range aircraft while building routes, in particular, when determining the areas of operation on the route, the decrease in the aircraft weight during fuel combustion is ignored. A big question is also the «initial» mass calculations to determine the value of operation areas. The article identifies shortcomings of existing algorithm for identifying the areas of operation based on the fundamental methods for determining area of operation. Microsoft Excel 2019 has been used to perform a polynomial approximation of the table-specific function of the dependence of operation radius on the mass of a long-range aircraft. Based on the certain equations, more advanced algorithm to determine areas of operation has been developed. The new algorithm pays special attention to the selection of the original value of operation area. The calculations in this article are made for the Boeing 777 as the main type of long-range aircraft operated by airlines in the Russian Federation. The developed algorithm increases the flexibility of the route by increasing the radius of operation areas from en-route alternates and can be used in flight planning systems of airlines.

The ongoing changes the system of emergency care (EC) in the Russian Federation (RF), especially its in-hospital component, require modifications of applicable laws. This paper analyzes past development and evaluates the current state of regulations pertinent to hospital-based EC in RF. We have reviewed and analyzed the regulatory statutes that governed hospital-based emergency care in Russia between 1735 and 2013. The study traces the development of past regulations (legal and normative acts) applicable to EC in RF. Main regulations currently in effect are characterized. At present, there already exists a body of laws supporting further modernization of hospital-based EC in Russia. Most recently, the legal foundation has been laid for previously novel concepts such as short-term observation, and for the creation of hospitalbased centers of EC. Work in progress involves active steps towards clinical recommendations and protocols for the envisioned new structure of EC in the RF. The paper will be of interest to professionals studying global emergency medicine development. It will help researchers and clinical practitioners in the fields of emergency medical care and healthcare management by understanding the link between regulatory deficiencies and barriers to improving emergency department operations.

The relevance of the study is explained by the fact that the spread of the coronavirus epidemic has become a serious challenge to achieve the goals and objectives set by the national project, especially taking into account the need to obtain relevant results already in 2030. The author analyzed the impact of the pandemic on the results of achieving the corresponding milestones of federal projects in the short term - in particular, the degree of achievement of the parameters of federal projects in the dock 2019 and in the crisis year 2020 was considered. The long-term implications of the coronavirus-related restrictions are also considered, including in the aspect of a qualitative change in the national project as a whole, associated with a change in the federal projects that fill it. Based on the results of studying the issue, the author presents scenarios about the possibility of implementing a national project by 2030, taking into account the existing market situation, and also gives recommendations on possible mechanisms for the successful completion of all project activities within the timeframes determined by the President of the Russian Federation.

According to the Constitution of Russia, the Russian Federation is a federal state and consists of 85 equal subjects, which are characterized by a high degree of diverse conditions and the state of social and economic development. As an object of research of migration processes, the authors considered Mordovia, included in the Russian Federation on the rights of an autonomous republic in 1936. This region of the Volga Federal District is one of the important subjects of the Russian Federation, as it is endowed with extensive areas, developed industry, good ecology, hundreds of museums; it is characterized by a multi-ethnic population structure. The authors consider the main characteristics of spatial mobility of the Mordovian Territory population from the second half of the 19th century to the beginning of the 20th century. The main tendencies of migration processes development are described. Much attention is paid to the historical nature of migration, based on scientific research and state statistics. Formation of polyethnicity of the Mordovian Republic developed historically due to different factors and events. Events of the Second World War, which provoked refugee from Western countries to the regions of Russia, location of camps with war prisoners in the territory of the Republic, industrialization and development of industrial enterprises, which required an influx of foreign specialists and workers in imported equipment maintenance, job placement after graduation from higher educational institutions of the USSR fraternal countries, the change of social status: admission of international students, interethnic marriages. The factors of adaptation of displaced persons in the aspect of socio-cultural interaction with local residents in the Republic of Mordovia are of particular importance. The multifaceted study of polyethnicity in the Mordovian Republic actualizes the historical analysis, which shows the role played by the representatives of foreign peoples in forming the polyethnicity of the region, for which the authors provide statistical data of the All-Union censuses of the population of 1959, 1970 and 1979, the All-Russian census of 2002 and 2010, as well as archival materials, which are located in the Central State Archives of the Republic of Mordovia.

The article presents the results of the research conducted by the authors. It was found that a large number of truck drivers experienced severe drowsiness at work, there were cases of short-term falling asleep at the wheel in the previous period. The main reason for sleepiness is too long work hours. The vast majority of respondents stated that they had worked more than 8 hours in the previous period. The majority of respondents consider it necessary to have a device for monitoring the driver’s condition, the most preferred sensor is made in the form of a bracelet and an audible signal as a warning. A significant number of respondents have symptoms that indicate a risk of OSA. Keywords driver, fatigue, truck, traffic accident
