Recent studies have shown that the punitive drug laws enacted in the mid-1970s led to a sharp increase in incarceration only in the mid-1980s, when city police departments started policing street-level drug markets much more intensively. The case study of New York City in the wake of the Rockefeller Drug Laws of 1973 presents an explanation. Only when new policing ideas, popular dissatisfaction with street crime, and the revival of the city's fiscal capacity coalesced as part of a larger project to rebuild urban governance in the aftermath of the fiscal crisis of the 1970s did New York turn toward street-level drug enforcement. An examination of the political history of street-level drug enforcement offers a better understanding of the history of New York's war on drugs, as well as a new chronology of the political dynamics of state rebuilding in the 1980s.

This roundtable grew out of conversations between filmmaker Rea Tajiri, programmer Abby Sun, and scholar Vince Schleitwiler about a misunderstood chapter in the history of Asian American film and media: New York City in the eighties, a vibrant capital of Asian American filmmaking with a distinctively experimental edge. To tell this story, Rea Tajiri contacted her artist contemporaries Shu Lea Cheang and Roddy Bogawa as well as writer and critic Daryl Chin. Daryl had been a fixture in New York City art circles since the sixties, his presence central to Asian American film from the beginning. The scope of this discussion extends loosely from the mid-seventies through the late nineties, with Tajiri, Abby Sun, and Vince Schleitwiler initiating topics, compiling responses, and finalizing its form as a collage-style conversation.

In the post–World War II period, the police department emerged as one of the most problematic municipal agencies in New York City. Patrolmen and their superiors did not pay much attention to crime; instead they looked the other way, received payoffs from organized crime, performed haphazardly, and tolerated conditions that were unacceptable in a modern city with global ambitions. At the same time, patrolmen demanded deference and respect from African American civilians and routinely demeaned and brutalized individuals who appeared to be challenging their authority. The antagonism between African Americans and the New York Police Department (NYPD) intensified as local and national black freedom organizations paid more attention to police behavior and made police reform one of their main goals.

Focusing on the collaboration between Mayor John Lindsay and business advocacy group the Association for a Better New York (ABNY), this article illustrates the utility of public and elite anxieties over street crime in legitimizing new, privatized models of urban governance during the early 1970s. ABNY’s privatized crime-fighting initiatives signified a new direction in city law enforcement strategies, a new “common sense” regarding the efficacy and authority of private or voluntarist solutions to urban problems, and proved of lasting significance for labor relations, the regulation of urban space, and the role of the private sector in urban policy. It concludes that, despite their limitations, the visibility of ABNY’s initiatives, their ability to construct a pervasive sense of crisis, and their apparent demonstration of public and elite consent played a significant role in the transformation of New York into the “privatized” or “neoliberal” city of today.
