The effect of electoral autocracy in Egypt's failed transition: a party politics perspective

AbstractAlthough the failed democratic transition in Egypt following the Arab Spring is unanimously held as a poster child for the stubbornness of authoritarianism in the MENA region, its determinants remain disputed. Contributing to this debate, this article focuses on the noxious effects of past electoral authoritarianism on the transitional party system. More specifically, through quantitative text analysis, the article demonstrates that transitional parties’ agency is largely the by-product of the way in which political competition was structured under the previous electoral autocracy. On the one hand, the uneven structure of opportunity upholding previous rule is central to the lack of pluralism. On the other hand, the previous regime's practice of playing opposition actors against each other through identity politics is at the root of the absence of common ground among the aforementioned parties during the transition.

The text offers an examination of socio-political bases, modes of functioning, and of the consequences of political instrumentalisation of popular narratives on Serbian disunity. The first section of the paper deals with what is being expressed and what is being done socially when narratives on Serbian disunity are invoked in everyday discourses. The next section investigates what political actor sty, by publicly replicating them, or by basing their speeches on key words of those narratives. The narratives on Serbian disunity are then related to their historical and social contexts, and to various forms of identity politics with which they share common traits. The nineteenth century wars over political and cultural identity, intensified by the struggle between contesting claims to political authority, further channeled by the development of party politics in Serbia and radicalized by conflicts of interest and ideology together provided the initial reasons for the apparition of modern discourses on Serbian disunity and disaccord. Next, addressed are the uninnally solidifying or misinterpreting really existing social problems (in the case of some popular narratives on disunity), or because of intentionally exploiting popular perceptions of such problems (in the case of most political meta-narratives), the constructive potential related to existing social conflicts and splits can be completely wasted. What results is a deep feeling of frustration, and the diminishing of popular trust in the political elites and the political process in general. The contemporary hyperproduction of narratives on disunity and disaccord in Serbia seems to be directly related to the incapacity of the party system, and of the political system in general, to responsibly address, and eventually resolve historical and contemporary clashes of interest and identity-splits. If this vicious circle in which the consequences of social realities are turned into their causes is to be prevented, conflicts of interest must be discursively disassociated from ideological conflicts, as well as from identity-based conflicts, and all of them have to be disentangled from popular narratives on splits and disunity. Most important of all, the practice of political instrumentalisation of popular narratives on disunity and disaccord has to be gradually abandoned.

The parliamentary elections in Kyrgyzstan in October 2015 garnered widespread approval from commentators for the level of fairness and freedom maintained throughout the campaign. However, the results of the vote do not provide a clear indication of the current state of affairs of parliamentarism in the republic. Focusing on the commercialization of party lists, we argue that neither identity politics nor the logic of neopatrimonialism adequately explain the dynamics of political competition in Kyrgyzstan. Instead, we see perpetual uncertainty emerging from contradicting yet increasing attempts to harness the capital of privatized party lists and to impose discipline. Eventually, and beyond short-term threats of an emerging super-presidentialism, Kyrgyzstan risks suffering from hollow parliamentarism, with political parties persistently failing to supply legislative initiatives with substantial agendas and adequate professionals. The weakly institutionalized political parties and their short-sighted electoral strategies undermine both the parliamentary system and its political pluralism.

AbstractThis contribution considers the current position of the Ghanaian migrant community in Botswana's capital, Gaborone, at a time of rising xenophobic sentiments and increasing ethnic tensions among the general public. The article examines anthropological understandings of such sentiments by placing them in the context of the study of nationalisms in processes of state formation in Africa and the way in which these ideologies reflect the position and recognition of minorities. In Botswana, identity politics indulge in a liberalist democratic rhetoric in which an undifferentiated citizenship is promoted by the state, concealing on the one hand inequalities between the various groups in the country, but on the other hand defending the exclusive interests of all ‘Batswana’ against foreign influence through the enactment of what has become known as a ‘localisation policy'. Like many other nationalities, Ghanaian expatriate labour has increasingly become the object of localisation policies. However in their case xenophobic sentiments have taken on unexpected dimensions. By focusing on the general public's fascination with Ghanaian fashion and styles of beautification, the numerous hair salons and clothing boutiques Ghanaians operate, in addition to the newly emerging Ghanaian-led Pentecostal churches in the city, the ambiguous but ubiquitous play of repulsion and attraction can be demonstrated in the way in which localisation is perceived and experienced by the migrant as well as by the dominant groups in society. The article concludes by placing entrepreneurialism at the nexus of where this play of attraction and repulsion creates a common ground of understanding between Ghanaians and their host society, despite the government's hardening localisation policies.

This paper examines a less researched aspect of East European party politics: change within ethnic parties, which are conventionally regarded as stable or intransigent political actors. The main argument of the paper is that the decreasing relevance of a bipolar model of political competition has affected the relative positioning of ethnic parties. Their programmatic outlook, role in the party system, and mobilization strategies are being mainstreamed. Ethnic parties are no longer regarded as inevitable participants in power sharing and informal elite accommodation. They are increasingly treated by voters and the party system alike as national-level parties and national-level competitors. The paper applies the concept of mainstreaming to explain the long-term evolution of the Movement for Rights and Freedoms in Bulgarian party politics as a critical case study of ethnic party repositioning from proximity to government to parliamentary opposition. It builds an argument about the MRF's continued relevance to the party system, ensuring minority representation beyond ethnicity, as a liberal-centrist party representing distinct economic interests and political orientations within the Bulgarian electorate.

The article examines the Greek party system under the Third Republic and identifies the key trends in its development during the years of the “great recession” (2008–2016) and the subsequent post-crisis recovery. Economic and social cataclysms led to the political fragmentation, the decline of the once largest party PASOK, the rise of radical parties, both left and right wing. However, the period of political chaos was short-lived. As a result, Greece has come to a quasi-two-party system, similar to the one that functioned in the pre-crisis decades. The return to normalcy was partly caused by the failure of the anti-European agenda, which brought SYRIZA and Independent Greeks to power in 2015 on the crest of a populist wave. But there were other reasons. First, the revitalization of the bipartisan system was facilitated by a reinforced proportional electoral system, which gave 50 bonus seats to the leading party. Second, political competition is constrained by the conservatism of Greek society, its weak susceptibility to new ideas (liberal, «green», regionalist, etc.). Third, bipartisanship is cemented by widespread clientelistic ties between the largest parties and voters who receive public sector jobs and other benefits in exchange for their loyalty. Fourth, the lion’s share of media resources is concentrated in the hands of a small number of media moguls associated with the leading parties, and citizens receive rather scant information about smaller political actors. These factors contribute to political stability, but at the same time they limit political competition, which poses serious risks for the country.

Many scholars have pondered over the equation of the MENA region (Middle East and North Africa) and its “exceptionality” without being able to reach a satisfactory answer to it: what makes this region so “resilient” to change, particularly given the rapid expansion of freedom elsewhere in the world. The Arab uprising of 2011 or what is known worldwide as the “Arab Spring” was deemed to be the harbinger of the end of the “curse/exceptionality,” the curse of this seemingly permanent state of underdevelopment, corruption, and dictatorship. But then that Arab spring itself has turned out to be rather an Arab “winter,” further vindicating the above prejudice, and pushing a lot of yesterday’s enthusiastic crowds to be disappointed and to curse the day they thought about overthrowing their “beloved” dictators. Drawing on other experiences elsewhere (mainly the spring of the European peoples in 1848 and the Fall of the Berlin Wall in 1989), this essay attempts humbly to participate in this debate and to offer, on the one hand, certain relativity both to the enthusiasm and disappointment that have accompanied respectively the Arab uprising. On the other hand, and besides reviewing the prolific literature that has been written about the possible causes of the upheaval, offers “tentative” notes that aim to participate in the general debate with no pretention of offering a comprehensive analysis to a movement whose ins and outs are still “blowing in the wind”.

In Tanzania, as in other legally established one-party states, it is not appropriate to think in conventional terms of a government and an opposition. For while such states allow free discussion, perhaps within fairly broad limits, they proscribe free association outside the single party system. Those who disagree fundamentally with the ruling party are not free to form a rival political association in order to promote their own views. They must either keep quiet and conform, or seek to advance their cause by resorting to unconstitutional action.It follows therefore that in order to test the ‘democracy’ of a oneparty state, different questions have to be asked than in the case of a country where two or more parties are allowed to operate. Taking political competition as a central issue in any one party system, the questions are: how much political competition is judged legitimate ? Where, and within what limits, is competition encouraged ? How far is it real or nominal ? It is also relevant to ask whether interest groups can find satisfaction within the single-party structure and how stable is the system as a whole.

The article examines the possibility of transfer to bipartisan system in Russia. The authors assess the benefits of the two-party system that include first of all the ensuring of actual political competition and authority alternativeness with simultaneous separation of minute non-system forces that may contribute to the country destabilization. The authors analyze the accompanying risks and show that the concept of the two-party system as the catalyst of elite schism is mostly exaggerated. The authors pay separate attention to the experience of bipartisan system implementation in other countries, including the United States. They offer detailed analysis of the generated concept of the bipartisanship crisis and show that this point of view doesn’t quite agree with the current political practice. The authors also examine the foreign experience of the single-party system. They show that the success of the said system is mostly insubstantial, besides many of such systems have altered into more complex structures, while commentators very often use not the actual information but the established myths about this or that country. The authors also offer practical advice regarding the potential technologies of transition to the bipartisan system in Russia.

Abstract This article examines the differences between Russian voting at federal elections and regional legislature elections, both combined and conducted independently. The authors analyse these differences, their character and their dynamics as an important characteristic of the nationalisation of the party system. They also test hypotheses about a higher level of oppositional voting and competitiveness in subnational elections, in accordance with the theory of second-order elections, as well as the strategic nature of voting at federal elections, by contrast with expressive voting during subnational campaigns. The empirical study is based on calculating the differences in votes for leading Russian parties at subnational elections and at federal elections (simultaneous, preceding and following) from 2003, when mandatory voting on party lists was widespread among the regions, to 2019. The level of competitiveness is measured in a similar way, by calculating the effective number of parties. The study indicates a low level of autonomy of regional party systems, in many ways caused by the fact that the law made it impossible to create regional parties, and then also by the 2005 ban on creation of regional blocs. The strong connection between federal and regional elections in Russia clearly underlines the fluid and asynchronic nature of its electoral dynamics, where subnational elections typically predetermine the results of the following federal campaigns. At the same time, the formal success of the nationalisation of the party system, achieved by increasing the homogeneity of voting at the 2016 and 2018 federal elections, is not reflected by the opposing process of desynchronisation between federal and regional elections after Putin’s third-term election. There is also a clear rise in the scale of the differences between the two. At the same time, the study demonstrates the potential presence in Russia of features common to subnational elections in many countries: their greater support for the opposition and presence of affective voting. However, there is a clear exception to this trend during the period of maximum mobilisation of the loyal electorate at the subnational elections immediately following the accession of Crimea in 2014–2015, and such tendencies are generally restrained by the conditions of electoral authoritarianism.

<p><em>This article is aimed to investigate face threathening acts and face saving acts demonstrated by Anies Baswedan dan Basuki Tjahaja Purnama as the candidates of DKI Jakarta governor during the debate held in April 2017. Face threatening act and face saving act are analyzed because they are able to show not only their positive image but also the negatve one in front of not only to each candidate but also to the audience watching the debate. Politeness theory from Brown and Levinson (1987.) are employed to analyze both candidates’ face threatening acts and saving acts since this theory provides detailed descriptions of a large range of strategies that can be used to deeply understand both face threatening acts and face saving act performed by the candidates. The context surrounding the debate becomes a crucial point to analyze how politeness strategy is applied to show face thratening act and face saving act. Through qualitative method, this study found that 1) Bald on-record is the strategy used by the candidates to show face threatening and they are intended to show contradictions, to disagree, to insult, to interrupt, to speak out-of-topic, to challenge, and to exaggerate. 2) Both candidates use positive and negative strategies to show face saving act intended to show contradictions, to assert common ground, to show agreement, to joke, to apologize, and to avoid disagreement. 3) The face threatening act and saving acts can be considered as the efforts to defend their argumentations and to preserve their positive faces, 4.) The use of the word “kita” and passive voice can be seen as markers in both candidates’ utterances to minimize the imposed face threatening act and to signal solidarity to each candidate and to audience, 5) While Anies is revealed to be the one who more frequently uses face threatening act, Basuki is the candidate who uses face saving act more often during the debate. The study is expected to enrich the study in the field of pragmatics focusing on the use of politeness strategy. </em></p><p> </p><p>Artikel ini bertujuan untuk menginvestigasi tindak pengancaman muka wajah dan tindak penyelamatan wajah yang ditunjukkan oleh Anies Baswedan dan Basuki Tjahaja Purnama pada Debat Pilkada gubernur provinsi DKI Jakarta 2017.<strong> </strong>Tindak pengancaman wajah dan penyelamatan wajah diteliti pada makalah ini karena dapat merepresentasikan citra positif maupun citra negatif kandidat pilkada Gubernur DKI tidak hanya dihadapan masing-masing kandidat tetapi juga kepada masyarakat umum yang menyaksikan. Teori kesantunan dari Brown dan Levinson digunakan untuk menganalisis tindak pengancaman muka dan tindak penyelamatan muka kedua kandidat karena teori ini memiliki penjelasan yang komprehensif tentang berbagai strategi yang dapat dipergunakan untuk memahami secara mendalam bagaimana tindak pengancaman dan penyelamatan wajah ditunjukkan oleh kedua kandidiat. Konteks topik debat yang diangkat dipahami untuk dapat menganalisis tindak pengancaman dan penyelamatan wajah oleh Anies dan Basuki.  Melalui metode kualitatif, studi ini menemukan bahwa 1) Bald on-record adalah strategi yang sering digunakan untuk menunjukkan tindak pengancaman muka dan ditujukan untuk menyatakan kontradiksi, menyatakan ketidaksetujuan, menyinggung, menginterupsi, berbicara di luar topik pembicaraan, menantang kandidat lain, dan memberikan pernyataan yang berlebihan. 2) Tindak penyelamatan muka dilakukan dengan strategi kesantunan positif dan negatif seperti menyatakan kontradiksi, menegaskan common ground, memberikan persetujuan, membuat lelucon, meminta maaf, dan menghindari ketidaksetujuan. 3) Tindak pengancaman muka dan penyelamatan muka dapat dianggap sebagai cara untuk mempertahankan argumentasi kedua kandidat dan untuk melindungi wajah positif masing-masing.4) Penggunaan kata “kita” dan kalimat pasif dimaksudkan untuk meminmalisiri ancaman sekaligus sebagai sinya solidaritas.5) Anies ditunjukkan sebagai kandidat yang lebih sering menggunakan tindak pengancaman muka, sedangkan Basuki adalah kandidat yang lebih sering menunjukkan penyelamatan muka selama debat berlangsung. Studi ini diharapkan dapat memperkaya pemahaman di bidang pragmatik khususnya tentang penggunaan strategi kesantunan</p>
