Prestige-seeking small states: Danish and Norwegian military contributions to US-led operations

AbstractIn this article we broaden the conventional understanding of prestige and show that prestige-seeking played a major role in the Danish and Norwegian decisions to provide military support to post-Cold War US-led wars. Both countries made costly military contributions in the hope of increasing their standing and prestige in Washington. Both governments regarded prestige as a form of soft power, which they could later convert into access, influence, and US support. Our findings are far from trivial. They make a theoretical contribution by demonstrating that small powers understand and seek prestige in ways that differ fundamentally from the ways great powers do. They also help to explain why smaller US allies made costly contributions to the Balkan, Afghan, Iraq, and Libyan wars at a time when there was no direct threat to their national security and their security dependence on the United States was low. The high value that small US allies attach to their visibility and prestige in Washington suggests that it is far easier for the United States to obtain military support from smaller allies than Realist studies of burden-sharing and collective action problems would lead us to expect.

The Kingdom of Saudi Arabia is a major actor in Middle Eastern as well as global politics. Founded in 1932 by King Abd al-Aziz Al Saud, commonly known as Ibn Saud, the kingdom rests on an alliance between the Al Saud royal family and the followers of 18th-century Islamic revivalist Muhammad ibn Abd al-Wahhab. The strategic and geo-economic significance of the kingdom originates from its location and possession of huge oil resources. It borders the world’s two immensely significant strategic sea trade routes—the Persian Gulf and the Red Sea, boasts of being the world’s largest oil exporter, and is home to Islam’s two holiest sites—Mecca and Medina. Though not a militarily significant power, the kingdom’s vast oil wealth has gradually and greatly elevated its status as an influential global economic and financial power. Currently, it is the world’s seventeenth largest economy ($1.774 trillion, 2017 estimate based on purchasing power parity, or PPP) and a member of the elite G20 club of world economic powers. The economic good fortune notwithstanding, the Saudis have traditionally depended on the United States, especially after World War II, for security guarantees and pursued a foreign policy of restraint guided by preferences for soft power tools like mediation in regional conflicts, financial aid and investments, and diplomatic influence. Relations with the United States, mostly smooth but occasionally rocky (for example, the 1973 Saudi-led oil embargo on the West and the 9/11 attacks), has remained the cornerstone of Saudi foreign policy. A series of recent developments, most notably the rise of regional rival Iran following the 2003 American invasion of Iraq, the contagious effects of Arab pro-democracy movements, and the proclamation of the Islamic State of Iraq and Syria (ISIS) in the summer of 2014 forced a major overhaul in Saudi foreign policy. A fundamental shift from the traditional policy of restraint to a proactive foreign policy took root from the early 2010s. King Abdullah bin Abd al-Aziz sent troops to Bahrain in March 2011 to stifle the Shiʿa -led pro-democracy movements; incumbent King Salman bin Abd al-Aziz, soon after ascending the throne in January 2015, launched a massive air attack on Yemen to punish the allegedly pro-Iran Houthi rebels, and doubled down financial and military support for the pro-Saudi rebel groups fighting against the Iran- and Russia-backed Bashar Al-Assad government in Syria. The kingdom has justified this proactive foreign policy approach as a necessary response to force Shiʿa powerhouse Iran to scale back its presence in Arab countries and to keep Iranian power under check. Lately, the kingdom is pursuing policies to court Israel to jointly square off with their common enemy Iran and weaken pro-Iran Lebanese militia group Hezbollah’s military capabilities.

This chapter presents two opposing views on the question of whether US power is in decline, and if so, what would be the best grand strategy that the United States need to pursue. According to Christopher Layne, the United States is now in inexorable decline and that this process of decline has been hastened by the pursuit of global primacy in the post-Cold War era. He also contends that primacy engenders balancing by other great powers as well as eroding America’s ‘soft power’ global consensual leadership. On the other hand, William Wohlforth and Steven Brooks insist that the United States remains the sole superpower in the world and that it faces comparatively weak systemic constraints on the global exercise of its power. The chapter considers issues of unipolarity and multipolarity, along with the implications of China’s rise as a great power status for US foreign policy and hegemony.

In brute-force struggles for survival, such as the two world wars, disorganization and divisions within an enemy alliance are to one's own advantage. However, most international security politics involve coercive diplomacy and negotiations short of all-out war. This book demonstrates that when states are engaged in coercive diplomacy—combining threats and assurances to influence the behavior of real or potential adversaries—divisions, rivalries, and lack of coordination within the opposing camp often make it more difficult to prevent the onset of regional conflicts, to prevent existing conflicts from escalating, and to negotiate the end to those conflicts promptly. Focusing on relations between the Communist and anti-Communist alliances in Asia during the Cold War, the book explores how internal divisions and lack of cohesion in the two alliances complicated and undercut coercive diplomacy by sending confusing signals about strength, resolve, and intent. In the case of the Communist camp, internal mistrust and rivalries catalyzed the movement's aggressiveness in ways that we would not have expected from a more cohesive movement under Moscow's clear control. Reviewing newly available archival material, the book examines the instability in relations across the Asian Cold War divide, and sheds new light on the Korean and Vietnam wars. While recognizing clear differences between the Cold War and post-Cold War environments, the book investigates how efforts to adjust burden-sharing roles among the United States and its Asian security partners have complicated U.S. security relations with the People's Republic of China since the collapse of the Soviet Union.

After the end of the Cold War, it seemed as if Southeast Asia would remain a geopolitically stable region within the American imperious for the foreseeable future. In the last two decades, however, the re-emergence of China as a major great power has called into question the geopolitical future of the region and raised the specter of renewed great power competition. As this book shows, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia, and here this text focuses on the ten countries that comprise Southeast Asia. The United States and China constantly vie for position and influence in this enormously significant region, and the outcome of this contest will do much to determine whether Asia leaves the American orbit after seven decades and falls into a new Chinese sphere of influence. Just as important, to the extent that there is a global “power transition” occurring from the United States to China, the fate of Southeast Asia will be a good indicator. Presently, both powers bring important assets to bear. The United States continues to possess a depth and breadth of security ties, soft power, and direct investment across the region that empirically outweigh China’s. For its part, China has more diplomatic influence, much greater trade, and geographic proximity. In assessing the likelihood of a regional power transition, the book looks at how ASEAN (the Association of Southeast Asian Nations) and the countries within it maneuver between the United States and China and the degree to which they align with one or the other power.

Abstract China's rise has raised important questions about the durability of US hegemony in East Asia. Much of the debate, however, has generally been cast in fairly simplistic terms, suggesting the durability or end of US regional hegemony. Such framings nevertheless fail to fully capture regional dynamics and complexity. Advancing an English School conception of hegemony, this paper examines the politics, contestation, and renegotiation of the post–Cold War US hegemonic order in East Asia. It maps out four logics of hegemonic ordering in the existing literature, outlines their shortfalls and advances a twofold argument. First, although regional order will not disintegrate into binary “order versus disorder” or “US versus Chinese hegemony” scenarios, the politics of hegemonic ordering—the interactive discourses, processes, relations, and practices that underpin hegemony—will intensify as the United States and China continue to both cooperate and compete for power, position, and influence in East Asia. Second, I argue that the East Asian regional order will evolve in ways that resemble hybrid forms of hegemony in a complex hierarchy. Specifically, I develop a new logic—“coalitional and collaborative hegemonies in a complex hierarchy”—that is anchored in assertiveness, fluidity, and compartmentalization. It demonstrates that Washington and Beijing will not only form coalitional hegemonies, seeking legitimation from multiple and often overlapping constituencies, but also engage in a collaborative hegemony on shared interests. This better reflects evolving regional dynamics and yields theoretical insights into examining hegemonic transitions less as clearly delineated transitions from one distinct hegemonic order to the next, and more as partial and hybrid ones.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

Abstract. The demise of the bipolar system of international politics has revived interest in such closely related and contested terms as "superpower", "hegemon", "empire" and "imperialism". This article represents an attempt to define the most probable trend in the future evolution of the international system with regard to the role of the United States of America as the most prominent state power of today's world. This article seeks to analyse the US power posture in today's world politics by comparing its core capabilities to those of the classical empire of the previous century - the British Empire - with analytical emphasis on both the "hard power" and the "soft power" dimensions. The author maintains that the notion of US hegemony or even American Empire is still relevant despite a clear historic tendency of hegemonic decline seen throughout the second part of the 20th century. The United States still ranks high on the scale of most traditional power factors and, what is by far more important, they continue to be able to shape and control the scale and the volume of international exposure of all other major players within the framework of contemporary global international system. The relative decline of US influence upon world politics at the beginning of the new millennia has been effectively off-set by the profound change in the nature of American power which is now assuming the form of a structural dominance. The author's personal view is that US hegemony is not doomed to wane, given the enormous impact the United States have already made economically, politically and intellectually upon the post World War II international relations. The continuance of the US playing the pivotal role in the international politics of the 21st century will be dependent on the ability of the US political class to adapt to and to harness the social power of numerous non-state international actors that are due take over the leading role in the future world's politics.

Abstact Prime Minister Howard as a dominant actor in Australia’s securitization process of counterterrorism post 9/11. The securitization then resulting activation of Article IV of ANZUS alliance treaty. This study utilizes securitization framework through speech act conducted by Prime Minister Howard. It argues that speech act carried out by Prime Minister Howard in some occasions by speech in Australian Embassy in The United States, at the cabinet meetings, and parliament hearings. As the result, the process of securitization obtained a legitimacy for extraordinary measures in form of military support on global terrorisme eradication campaign. This study using kualtitative methods with data limits since 9/11 and Prime Minister Howard reelection in 2001. Keywords: Securitization, Terrorism, ANZUS, Afghanistan Invasion. Abstrak Perdana Menteri Howard sebagai aktor dominan dalam proses sekuritisasi kontra-terorisme Australia pasca 9/11. Sekuritisasi tersebut kemudian menghasilkan aktifasi Pasal IV perjanjian aliansi ANZUS. Kajian ini menggunakan kerangka sekurtisasi melalui speech act yang dilakukan oleh Perdana Menteri Howard. Kajian ini berpendapat bahwa proses sekuritisasi melalui speech act yang dilakukan dalam beberapa kesempatan pidatonya di Kedutaan Australia di Amerika Serikat, pada rapat kabinet khusus dan pada debat bersama parlemen. Pada akhirnya berhasil memperoleh legitimasi untuk dilakukannya tindakan luar biasa atau extraordinary measures dalam bentuk dukungan militer pada invasi Afghanistan untuk pemberantasan jaringan terorisme global. Kajian dibahas menggunakan metode kualitatif yang membatasi data sejak 9/11 hingga terpilihnya kembali Perdana Menteri Howard pada pemilu 2001. Kata Kunci: Sekuritisasi, Terorisme, ANZUS, Invasi Afghanistan.

Canada is known for its close relations with the United States in the domains of economic affairs, defence and international diplomacy. This arrangement, however, was a product of the great changes brought about by the Second World War. The combination of British decline, Ottawa’s desire to achieve full independence from London, and the looming Soviet threat during the Cold War created a political environment in which Canada had to become closely integrated with the United States both militarily and economically. Canada did so to ensure its survival in the international system. With the exception of a few controversial issues like US involvement in Vietnam (1955) and Iraq (2003) as well as Ballistic Missile Defence (BMD), Ottawa has been Washington’s closest ally since 1945. On numerous occasions like the Korean War, the Cuban Missile Crisis, and as recently as the War in Afghanistan and the War Against IS (Islamic State), Canada had provided staunch military and diplomatic support to Washington in its engagements around the globe. In an era of relative peace, stability, and certainty, particularly during the Post-Cold War period and the height of American power from 1991 to 2008, this geopolitical arrangement of continental integration had greatly benefited Canada. This era of benefits, however, is arguably drawing to a close. The Great Recession of 2007-09, the situations in Iraq and Afghanistan, and the insistence on pursuing a foreign policy of global primacy despite its significant economic cost, are sending the US down an uncertain path. Due to its close relations and geographical proximity with the US, Canada now faces a hostile international environment that is filled with uncertainty as a result of superpower decline, great power rivalries, environmental degradation, and failed US interventions.
