AbstractObjectiveResearch on the disaster management plans of renowned universities worldwide shows that such plans are generally compiled in 3 categories: structural, nonstructural, and organizational sections. The importance of earthquakes in Tehran and the high vulnerability of the University of Tehran to earthquakes encouraged us to challenge the university’s plans concerning disaster management.MethodsAn initial attempt was made to analyze the disaster management of 23 renowned universities worldwide and their structure compared with the present organizational structure of the University of Tehran. Then an expert opinion study was done to determine the appropriate management structure of the Incident Command System.ResultsThese efforts resulted in an adhocratic system as the proper one for emergency situations after an earthquake. Furthermore, the results of the comparative study led to a general management structure that may be considered as a global pattern.ConclusionsAn appropriate organizational structure is proposed for the disaster management of the University of Tehran, which may be used as an appropriate disaster management structure for other universities. Natural disasters can strike without warning anytime anywhere anyone. There are different types of disasters. The economic losses caused by these disasters are mainly more expensive for developing countries that are vulnerable to the disasters like India and Pakistan in this case. Different types of libraries including university libraries and museums are priceless storehouses of knowledge, which once lost could be lost forever. Disaster planning needs to be done in university libraries to save the knowledge for future generations. This is true for all types of libraries everywhere. To study the situation of disaster management in university libraries of India and Pakistan literature review will be done. Information from various websites of both the countries will be collected. Regarding information on university libraries in Pakistan emails will be sent to select university librarians to find out whether they have any disaster management plans and similar studies be searched in professional literature. Initial review of literature shows a nearly similar infrastructural planning in both the countries at central and state government level. Disaster management is an ignored subject in Pakistan as stated by leading newspaper Dawn. Very few papers on this subject are available from Pakistan and intensive and exhaustive review of literature can lead to valid conclusion. In India this was an ignored area but after tsunami there has been awareness at all levels. Majority of the university libraries are ignorant about this important aspect of library planning but there are a few where this is being practiced. This study will highlight similarities and gaps between the approaches to disaster management in university libraries of these two neighbouring countries with nearly similar disaster conditions.

Background: Mass casualty and multi-victim incidents have increased in recent years due to a number of factors including natural disasters and terrorism. The Association of American Medical Colleges (AAMC) recommends that medical students be trained in disaster preparedness and response. However, a majority of United States medical students are not provided such education. Objective: The goal of this study was to evaluate the effectiveness of a 1 day, immersive, simulation-based Disaster Day curriculum. Settings and Design: Learners were first and second year medical students from a single institution. Materials and Methods: Our education provided learners with information on disaster management, allowed for application of this knowledge with hands-on skill stations, and culminated in near full-scale simulation where learners could evaluate the knowledge and skills they had acquired. Statistical analysis used: To study the effectiveness of our Disaster Day curriculum, we conducted a single-group pretest-posttest and paired analysis of self-reported confidence data. Results: A total of 40 first and second year medical students participated in Disaster Day as learners. Learners strongly agreed that this course provided new information or provided clarity on previous training, and they intended to use what they learned, 97.6% and 88.4%, respectively. Conclusions: Medical students’ self-reported confidence of key disaster management concepts including victim triage, tourniquet application, and incident command improved after a simulation-based disaster curriculum. This Disaster Day curriculum provides students the ability to apply concepts learned in the classroom and better understand the real-life difficulties experienced in a resource limited environment.

Introduction. Experiential learning activities, such as simulations, strengthen student learning by allowing students to apply didactic knowledge to real-world settings. Moreover, simulation-based interprofessional education supports teamwork and skill development as outlined in accreditation standards for many health and health-related academic programs. The purpose of this article is to describe the role of interprofessional simulation in enhancing student knowledge and promoting collaborative practice for disaster management. Method. Multiple data sources were used to assess a simulated EF-5 tornado disaster event including an observational protocol, a disaster simulation survey, and a survey from the Office of Interprofessional Simulation for Innovative Clinical Practice. Results. Students reported increased satisfaction and knowledge with applying skills associated with interprofessional practice, including communication, teamwork, and collaboration. Additionally, students identified skills that could be broadly applied to a range of work settings on graduation such as seeking role clarity, utilizing job action sheets, and responding to a complex situation. Notably, students reported increased levels of knowledge gain of the incident command structure after applying knowledge from didactic sessions to the simulation. Conclusion. Simulation is an innovative strategy for integrating theory and practice to best prepare graduates for the dynamic world in which they live and work. Experiential learning opportunities appeal to the assumptions of adult learning, promote the skills that employers value, and bridge the competencies of multiple academic disciplines that frequently operate in silos. Institutional leaders should view experiential learning as a critical component of student learning and an investment in workforce development.

"This article addresses the establishment of a mesh communication backbone to facilitate a near real-time and seamless communications channel for disaster data management at its proof of concept stage. A complete function of the data communications is aimed at the input in near real-time of texts, photos, live HD videos of the incident to originate the disaster data management of a military unit responsible for prevention and solving disaster problems and in need of a communication backbone that links data from a Response Unit to an Incident Command Station. The functions of data flow were tested in lab and at fields. Texts encompassing registered name, latitude, longitude, sent time were sent from concurrent 6 responders. Photos and full HD live videos were successfully sent to a laptop Incident Command Station. However, a disaster database management system was needed to store data sent by the Response Unit. Quantitative statistics were suggested for a more substantial proof of concept and subject to further studies."

Internet is a versatile tool used by the students that draws attention of many researchers. But little research has been found regarding the comparative study of internet usage among university students. For this reason, the study surveyed the internet usage among university students coming from Business Studies, Science & Arts disciplines at University of Dhaka, Bangladesh and the overall perceptions towards the internet usage. So we developed a survey questionnaire and collected data on students’ demographics, internet usage behavior and purposes of internet use. Therefore, we distributed 50 questionnaires to each discipline and a total of 150 questionnaires were returned and all were usable. Then we analyzed the obtained data using SPSS. The results show that the percentage of internet usage among the students coming from Business Studies, Science and Arts disciplines is 100%, 92% and 90% respectively. The study recommends that the students coming from Science and Arts background should enhance the internet usage. And the students from all backgrounds should enhance the frequency of internet access per day and invest more on internet usage. The study also recommends that the universities should provide adequate internet facilities and enabling environment for student. This study provides a theoretical and empirical basis for further studies on internet usage of university students.

AbstractEarthquakes and tsunamis are high–impact geohazard events that could be extremely destructive when they occur at large magnitudes and intensities, respectively, although their causes and potential locations are, for the most part, predictable within the framework of plate tectonics. Amongst the main reasons for their high impact include enormous numbers of casualties, extensive property damage in vast areas, and significant social and economic disruptions in urban settings where populous residential areas, global banking centres, industrial factories, and critical facilities (nuclear power plants, dams) may be located. In order to reduce the impact of these geohazards, the nations, societies, professional organizations and governments need to collaborate to prepare more effective seismic and tsunami risk assessments, disaster management plans, educational and training programmes for increased preparedness of the public, and strategic plans and objectives for capacity building, skill and knowledge transfer, and building of societal resilience. Improved building design and construction codes, and emergency preparedness and evacuation plans should be part of disaster management plans in countries where destructive earthquakes and tsunamis occurred earlier. Fast increasing population in coastal corridors in developing and developed countries is likely to escalate the social and economic impacts of these geohazards exponentially in the future. The chapters in this book present case studies of some of the most salient earthquake and tsunami events in historical and modern times, their origins and manifestations, and efforts and most effective practices of risk assessment and disaster management implemented by various governments, international organizations and inter–governmental agencies following these events. New methods of computing probabilistic seismic hazard risks, delineating respect distance and damage zones along–across seismically active faults and recognizing tsunamigenic and submarine landslides on the seafloor are introduced. The conclusions presented in the chapters show that: (1) scientific understanding of the characteristics of seismically active faults is paramount; (2) increased local (community), national and global resilience is necessary to empower societal preparedness for earthquake and tsunami events; and, (3) all stakeholders, including policy–makers, scientists, local, state and national governments, media, and world organizations (UNESCO, IUGS, GeoHazards International–GHI, Global Geodetic Observing System–GGOS; National Earthquake Hazards Reduction Program–NEHRP) must work together to disseminate accurate and timely information on geohazards, to develop effective legislation for risk reduction, and to prepare realistic and practical hazard mitigation and management measures.

This is a quantitative article which aims to analyse what constitutes successful disaster governance by measuring how the previous performance of the disaster management network influence the aspects of governance process -initial agreement, leadership, trust, planning and managing conflict and how these variables are associated to the outcome of collaborative disaster management. The findings highlight the role of public managers in the collaborative disaster management as it revealed that initial agreement is connected with leadership, leadership is associated with trust, and trust, as well as managing conflict, are correlated with the planning process. The findings suggest that the Philippine disaster management network in Region 10 is shaped by its previous performance. However, there is a necessity to institutionalise incentive mechanisms and improve the leadership capacities of the lead agencies in order to strengthen the trust and interdependence among agencies which could lead to more effective disaster management plans and stronger network collaboration.
