AbstractObjectiveAlthough recent emergencies or disasters have underscored the vital role of nongovernmental (NGO) resources, they remain not well understood or leveraged. We intended to develop an assets framework that identifies relevant NGO resources for disaster preparedness and response that can be used to assess their availability at state and local levels.MethodsWe conducted a search of peer-reviewed publications to identify existing asset frameworks, and reviewed policy documents and gray literature to identify roles of NGOs in emergency preparedness, response, and recovery. A standardized data abstraction form was used to organize the results by NGO sector.ResultsWe organized NGO assets into 5 categories: competencies, money, infrastructure or equipment, services, relationships, and data for each of the 11 sectors designated by the Centers for Disease Control and Prevention in the 2011 preparedness capabilities.ConclusionsOur findings showed that the capacity of each sector to capture data on each asset type needs strengthening so that data can be merged for just-in-time analysis to indicate where additional relief is needed. In this paper we investigate how well residents of the Andaman coast in Phang Nga province, Thailand, are prepared for earthquakes and tsunami. It is hypothesized that formal education can promote disaster preparedness because education enhances individual cognitive and learning skills, as well as access to information. A survey was conducted of 557 households in the areas that received tsunami warnings following the Indian Ocean earthquakes on 11 April 2012. Interviews were carried out during the period of numerous aftershocks, which put residents in the region on high alert. The respondents were asked what emergency preparedness measures they had taken following the 11 April earthquakes. Using the partial proportional odds model, the paper investigates determinants of personal disaster preparedness measured as the number of preparedness actions taken. Controlling for village effects, we find that formal education, measured at the individual, household, and community levels, has a positive relationship with taking preparedness measures. For the survey group without past disaster experience, the education level of household members is positively related to disaster preparedness. The findings also show that disaster related training is most effective for individuals with high educational attainment. Furthermore, living in a community with a higher proportion of women who have at least a secondary education increases the likelihood of disaster preparedness. In conclusion, we found that formal education can increase disaster preparedness and reduce vulnerability to natural hazards.

Odisha is a natural disaster prone state. Its geographical location contributes a lot for the disasters. The eastern Indian state has a 480 Kilometre long coastline. The Bay of Bengal which is the house of cyclonic storms is the major contributor for the calamities in the state. From time immemorial till today Odisha has been facing hundreds of calamities in the form of cyclones, floods and famines. It is a regular phenomenon that in the period of September to December every year Odisha faces varieties of cyclones. These affect human life, properties and agriculture to the maximum extent. After the super cyclone of 1999 the government became sensitive so also the media. In these two decades Odisha media has played a vital role in creating awareness about the disasters and helped people in displacement and rehabilitation. In recent pasts media helped the Government in reaching the “Zero Casualty” target. The role of media not only limited to this, even post-disasters it followed the condition of people and their lives. The researcher takes some case studies of different disasters and their handling by media. Also tries to find out the people’s perception about media in disaster preparedness and management.

Pharmacists, and pharmacy students, normally have a limited exposure to the principles and structures of emergency management necessary to help coordinate effective and rapid responses. However, pharmacists’ work in disaster preparedness has taken many focuses. Community pharmacists develop emergency preparedness manuals, organize health-system pharmacy teams to respond to terrorism attacks, and identify essential actions for effective emergency response. This chapter focuses on the US health care system and emergency preparedness within its borders, starting with basic terminology and concepts and then moving onto the key components of U.S. National Response Frameworks and the role of pharmacists in the Frameworks and larger emergency preparedness and planning efforts.

The European project ENGAGE investigated formal or informal demands and expectations for stakeholder engagement in radiological protection, and their translation into practices at national and local levels. Three contexts were examined in detail: nuclear emergency preparedness, response and recovery; exposure to indoor radon; and medical exposures to ionising radiation. Research showed that prescriptions and practices for stakeholder engagement would benefit from acknowledging the normative and substantive rationales for engagement. It suggests broadening participation both in terms of stakeholders – particularly from the perspective of integration of radiological protection into broader frameworks – and the forms of participation – for instance by recognising the importance of informal and citizen-led engagement. In addition, more systematic approaches for stakeholder engagement should be included in the elaboration and evaluation of national policies. Finally, results substantiate the need for developing radiological protection culture in a participatory, multi-disciplinary way. Recommendations for more robust stakeholder engagement in radiological protection are formulated based on the findings.

AbstractPregnant and postpartum women have special needs during public health emergencies but often have inadequate levels of disaster preparedness. Thus, improving maternal emergency preparedness is a public health priority. More research is needed to identify the strengths and weaknesses of various approaches to how preparedness information is communicated to these women. A sample of web pages from the Centers for Disease Control and Prevention intended to address the preparedness needs of pregnant and postpartum populations was examined for suitability for this audience. Five of the 7 web pages examined were considered adequate. One web page was considered not suitable and one the raters split between not suitable and adequate. None of the resources examined were considered superior. If these resources are considered some of the best available to pregnant and postpartum women, more work is needed to improve the suitability of educational resources, especially for audiences with low literacy and low incomes. ABSTRACTObjective: To describe the role of academic institutions in the community response to Federal Emergency Management Agency–declared disasters from September 11, 2001, to February 1, 2009.Methods: We conducted a review of the published literature and Internet reports to identify academic institutions that participated in the community response to disaster events between September 11, 2001, to February 1, 2009, inclusive. From retrieved reports, we abstracted the identity of the academic institutions and the resources and services each provided. We characterized the resources and services in terms of their contribution to established constructs of community disaster resilience and disaster preparedness and response.Results: Between September 11, 2001, and February 1, 2009, there were 98 published or Internet-accessible reports describing 106 instances in which academic institutions participated in the community response to 11 Federal Emergency Management Agency–declared disaster events that occurred between September 11, 2001, and February 1, 2009. Academic institutions included academic health centers and community teaching hospitals; schools of medicine, nursing, and public health; schools with graduate programs such as engineering and psychology; and 4-year programs. The services and resources provided by the academic institutions as part of the community disaster response could be categorized as contributing to community disaster resilience by reducing the consequences or likelihood of an event or to specific dimensions of public health preparedness and response, or both. The most common dimensions addressed by academic institutions (in order of occurrence) were resource management, enabling and sustaining a public health response, information capacity management, and performance evaluation.Conclusions: Since September 11, 2001, the participation of academic institutions in community disaster response has contributed to community resilience and the achievement of specific dimensions of disaster preparedness and response.(Disaster Med Public Health Preparedness. 2011;5:218–226)
