AbstractBetween December 2012 and September 2013 the United Kingdom government oversaw one of the largest destructions of a collection of human-derived samples ever conducted. Approximately 7,753,000 DNA samples and 1,766,000 DNA computerized profiles associated with the UK's policing National DNA Database (NDNAD) were destroyed or deleted. This paper considers this moment of exceptional erasure and the consequent implementation of new processes for routinely discarding and keeping samples and their associated computer records. It is divided into two parts. The first discusses the rapid growth of the NDNAD; the changing legal, ethical and political landscape within which it was promoted and contested; and the developments that led to the decision to limit its scope. The second shifts focus to the operational challenge of implementing the destruction of samples and deletion of records. The NDNAD case allows us to examine the labour and continuing uncertainties involved in erasure of biological data and the emerging norms and practices associated with collecting DNA in differing formats. It also sheds new light on the importance, interconnection and ongoing instability of the ethical and practical biovalue of genetic collections: as the paper argues, far from ending the NDNAD, a more rigorous regime of erasure has helped, for the moment at least, to secure its future.

Abstract The UK is the possessor of the world’s oldest and largest DNA database by proportion of population: the National Criminal Intelligence DNA Database, established in 1995. As a nation-state that holds one of the world’s largest DNA databases, the UK has been dealing systematically with the societal effects triggered by various ethical controversies. In terms of bordering practices, the UK serves as an example of an ambivalent mode of re- and debordering. This ambivalence derives from the UK’s changing position regarding the Prüm system. In 2014, the UK government, driven by the parliament, decided to opt out of the Prüm Decisions. In 2015, after a Prüm-style pilot project run with other EU Member States, the UK decided to opt in. This decision, nonetheless, included the imposition of limits on other EU countries’ access to the UK’s data. Consequently, the UK’s debordering practices co-exist with rebordering attempts aimed at restricting access to their own data.

This chapter recommends a reversion from the 1707 Union of Parliaments to the 1603 Union of Crowns (though not of governments). Its argument is originally submitted to the joint attention of the Royal Society and the British Academy on a date very close to 5 November 2003. James succeeded in preserving peace in the islands during his long reign — long in England itself, longer yet in Scotland. In Westminster as well as Edinburgh and elsewhere, real power has come to be invested in parliaments, and thus in the governments that command parliamentary majorities through the dominance of political parties. The UK system works so long as party ties make more or less unquestioned the loyalty of the head of a devolved Scottish government to the head of the United Kingdom government. Generally, the present contribution is offered primarily as a scholarly, not a political one. It is enough if it has sketched grounds for taking seriously the question what ‘new unions for old’ might mean.

The United Kingdom joined the EU in 1973. Just two years later it was on the verge of leaving. There was a first referendum held but 67% of the British citizens voted to remain in the EU. Second referendum on the same issue was held in February 2016. Turnout was 71.8% - more than 30 million people cast their votes and by a slim 51.9% to 48.1% margin voted to leave. There were stark differences across the UK – both geographically and demographically. Also many argued that “leave” campaign was controversial and not related to the EU as a legal entity – more to its recent problems like eurozone and migration crises. Taking into account that there are only couple of days left to the Brexit day of April 12, 2019 (prolonged from original Brexit day of March 30, 2019), the most probable of all Brexit scenarios is no deal as the UK Parliament so far failed to agree on any option. On March 14, 2019 the House of Commons voted to take no deal option off the table, but the UK forgot that this is a default solution that will take place anyway in the absence of any agreement between the UK and the EU – it’s simply not UK’s internal choice to make. What did lead to the second Brexit referendum? Why did the UK question its presence in the EU? What will happen to the rights of EU citizens in no deal scenario that seems to be the most plausible at the moment? These questions will be answered in due course.


Until 2019, TBE was considered only to be an imported disease to the United Kingdom. In that year, evidence became available that the TBEV is likely circulating in the country1,2 and a first “probable case” of TBE originating in the UK was reported.3 In addition to TBEV, louping ill virus (LIV), a member of the TBEV-serocomplex, is also endemic in parts of the UK. Reports of clinical disease caused by LIV in livestock are mainly from Scotland, parts of North and South West England and Wales.4

Shortly before he died, John Lindley decided to dispose of his herbarium and botanical library. He sold his orchid herbarium to the United Kingdom government for deposit at the Royal Botanic Gardens, Kew, and then offered his library and the remainder of his herbarium to Ferdinand Mueller in Melbourne. On his behalf, Joseph Hooker had earlier unsuccessfully offered the library and remnant herbarium to the University of Sydney, using the good offices of Sir Charles Nicholson. Although neither the University of Sydney nor Mueller was able to raise the necessary funds to purchase either collection, the correspondence allows a reconstruction of a catalogue of Lindley's library, and poses some questions about Joseph Hooker's motives in attempting to dispose of Lindley's material outside the United Kingdom. The final disposal of the herbarium to Cambridge and previous analyses of the purchase of his Library for the Royal Horticultural Society are discussed. A list of the works from Lindley's library offered for sale to Australia is appended.

The aim of this paper is to analyse the risk transfer issue in Public Private Partnership/Private Finance Initiative (PPP/PFI) procurement documents in the United Kingdom (UK) and Malaysia. It utilises qualitative research methods using documentation and interviews for data collection. The UK documents (guidelines and contracts) identify the risks related to this form of public procurement of services and makeexplicittheappropriateallocation of those risks between the public and the private sector PPP/PFI partners and so the types of risks each party should bear. However, in Malaysia, such allocation of risks was not mentioned in PPP/PFI guidelines. Hence, a question arises regarding whether risk transfer exists in Malaysian PPP/PFI projects, whether in contracts or by other means. This research question is the rationale for the comparative analysis ofdocumentsand practicesrelatingtorisk transfer in the PPP/PFI procurements in both countries. The results clarify risk-related issues that arise in implementing PPP/PFI procurement in Malaysia, in particular how risk is conceptualised, recognised and allocated (whether explicitly or implicitly), whether or not that allocation is intended to achieve optimum risk transfer, and so the implications forachievement ofvalue for moneyor other such objectivesinPPP/PFI.

This paper covers the approach taken by WRc to the practical application of research results. WRc works on an annual programme of research paid for collectively by the UK water utilities totalling ₤15m. In addition contract research is carried out for government largely on environmental matters and for utilities and others on a confidential basis. The approach to the implementation described here deals with the application of results across the whole of the United Kingdom where there are a large number of users of the results but with varying degrees of interest in any particular topic. The requirement is to inform all of the outcome of the work and then to provide the facility of rapid implementation for those who have an immediate requirement to apply the new knowledge and technology.

This chapter explores the history of volunteers in the founding and development of United Kingdom (UK) hospice services. It considers the changing role and influences of volunteering on services at different stages of development. Evidence suggests that voluntary sector hospice and palliative care services are dependent on volunteers for the range and quality of services delivered. Within such services, volunteer trustees carry significant responsibility for the strategic direction of the organiszation. Others are engaged in diverse roles ranging from the direct support of patient and families to public education and fundraising. The scope of these different roles is explored before considering the range of management models and approaches to training. This chapter also considers the direct and indirect impact on volunteering of changing palliative care, societal, political, and legislative contexts. It concludes by exploring how and why the sector is changing in the UK and considering the growing autonomy of volunteers within the sector.

Renewable energy (RE) is one of the most popular public policy orientations worldwide. Compared to some other countries and continents, Europe has gained an early awareness of energy and environmental problems in general. At the theoretical level, free-market environmentalism indicates that based on the principle of private property rights, with fewer state interventionist and regulation policies, entrepreneurs, as the driving force of the market economy, can provide better services to meet the necessity of offering RE to protect the environment more effectively. Previous studies have revealed that Germany, Denmark, and the United Kingdom have made some progress in using the market to develop RE. However, this research did not analyze the three countries’ RE conditions from the perspective of free-market environmentalism. Based on our review of the principles of free-market environmentalism, this paper originally provides an empirical study of how Germany, Denmark, and the United Kingdom have partly conducted free-market-oriented policies to successfully achieve their policy goal of RE since the 1990s on a practical level. In particular, compared with Germany and Denmark, the UK has maintained a relatively low energy tax rate and opted for more pro-market measures since the Hayekian-Thatcherism free-market reform of 1979. The paper also discovers that Fredrich A. Hayek’s theories have strongly impacted its energy liberalization reform agenda since then. Low taxes on the energy industry and electricity have alleviated the burden on the electricity enterprises and consumers in the UK. Moreover, the empirical results above show that the energy enterprises play essential roles in providing better and more affordable RE for household and industrial users in the three sampled countries. Based on the above results, the paper also warns that state intervention policies such as taxation, state subsidies, and industrial access restrictions can impede these three countries’ RE targets. Additionally, our research provides reform agendas and policy suggestions to policymakers on the importance of implementing free-market environmentalism to provide more efficient RE in the post-COVID-19 era.
