Air transport has been constantly growing and forecasts seem to confirm the trend; the resulting environmental impact is relevant, both at local and at global scale. In this paper, data from various datasets have been integrated to assess the environmental impact of modal substitution with high speed rail. Six intra-EU28 routes and a domestic route have been defined for comparison. The airports have been chosen considering the share of the total number of passengers on flights to/from other EU Member States. Three scenarios have been proposed in the time period 2017–2025; aircraft types, distance bands, and occupancy rate are investigated on each scenario. The comparison with HSR service has been carried out only on passenger service and not for freight. The energy consumption and the consequent emissions for the aircraft have been estimated on the base of the available data for the mix of aircraft types, performing the routes. The results indicate the advantage of the high speed trains, in terms of direct CO2eq emissions per passenger km. Compared to a neutral scenario, with an annual passenger increment of 3.5%, the HSR substitution of the 5% and the 25% of this increment allow a GHG saving of 4% and 20%, respectively. Some of the analysed routes (e.g., Frankfurt Main–Paris CDG) have interesting GHG savings but the duration of the trip today is limiting for a real substitution. Moreover, there is general agreement that the extreme weather events induced by climate change will affect the functioning of the European transport system. In this sense, transportation by the rail mode is expected to play a significant role in strengthening the EU transport system, its resilience, and its reliability, as it is less immediately subject to the impacts of severe weather conditions.

The Impact

This paper measures the spatial evolution of urban agglomerations to understand be er the impact of high-speed rail (HSR) construction, based on panel data from fi ve major urban agglomerations in China for the period 2004–2015. It is found that there are signi ficant regional diff erences of HSR impacts. The construction of HSR has promoted population and economic diff usion in two advanced urban agglomerations, namely the Yang e River Delta and Pearl River Delta, while promoting population and economic concentration in two relatively less advanced urban agglomerations, e.g. the middle reaches of the Yang e River and Chengdu–Chongqing. In terms of city size, HSR promotes the economic proliferation of large cities and the economic concentration of small and medium-sized cities along its routes. HSR networking has provided a new impetus for restructuring urban spatial systems. Every region should optimize the industrial division with strategic functions of urban agglomeration according to local conditions and accelerate the construction of inter-city intra-regional transport network to maximize the eff ects of high-speed rail across a large regional territory.

AbstractDue to various feedback processes called Arctic amplification, the high-latitudes’ response to increases in radiative forcing is much larger than elsewhere in the world, with a warming more than twice the global average. Since the 1990’s, this rapid warming of the Arctic was accompanied by no-warming or cooling over midlatitudes in the Northern Hemisphere in winter (the hiatus). The decrease in the thermal contrast between Arctic and midlatitudes has been connected to extreme weather events in midlatitudes via, e.g., shifts in the jet stream towards the equator and increases in the probability of high-latitude atmospheric blocking. Here we present an observational attribution study showing the spatial structure of the response to changes in radiative forcing. The results also connect the hiatus with diminished contrast between temperatures over regions in the Arctic and midlatitudes. Recent changes in these regional warming trends are linked to international actions such as the Montreal Protocol, and illustrate how changes in radiative forcing can trigger unexpected responses from the climate system. The lesson for climate policy is that human intervention with the climate is already large enough that even if stabilization was attained, impacts from an adjusting climate are to be expected.
