The socioeconomic and political relationship between Latin America and the Caribbean (LAC) with China has become increasingly significant for both since the beginning of the 21st century. This article analyzes proposals by the United States and China in their bilateral relationship and the political effects of their increasing tensions on LAC. Consistent with the proposed framework of analysis of the socioeconomic LAC–China relationship—at least in terms of trade, financing, overseas foreign direct investments, and infrastructure projects—the article examines in detail these conditions, as well as providing an in-depth example of trade. The final part of the article discusses the important potential and challenges of China for LAC’s development and concludes that so far, and based on the in-depth analysis of the trade relationship, the LAC–China relation is closer to a core-periphery than to a South–South or win–win strategy. The document proposes to understand that the political economy within the United States, particularly of its private sector, have shifted substantially against China. In addition, the structure for analysis of the LAC-China relationship in the 21st century with a concrete structure of analysis in terns of trade, financing, Chinese overseas foreign direct investments (OFDI) and infrastructure projects. In light of current discussions, the analysis suggests for the inclusion of a group of new concepts –such as the “the new triangular relationships” and the “globalization process with Chinese characteristics” with a group of effects in LAC. The impact of the increasing China-United States tensions, from this perspective, generates massive challenges in LAC, independently of their diplomatic relationships to China.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

 The paper analyzes structural alternatives in the implementation of infrastructure projects on the example of main gas pipelines. Particular attention is paid to the impact of various forms of procurement procedures on the course and result of the implementation of the infrastructure project as a whole. It is shown that the choice of procurement method can influence the structure of incentives and risks of the parties involved, as well as indirectly impact on the establishment of the market price setting, the level of product quality in the industry, and the complex cost of project implementation. Noting the extreme importance of the issues of ensuring the quality of the products used, the authors review the available structural alternatives for organizing quality control, show the possible mechanisms of the influence of the downtime of enterprises on reducing the level of industry competencies.

As infrastructure projects get larger and more complex, innovation, which is highly dependent on collaboration and interactions among stakeholders, is critical to meet the challenges. Nevertheless, the existing literature is lacking in terms of studies into the spread of cooperative behaviors in infrastructure project innovations, on which project success is highly contingent. Hence, based on network science theories, this study aims to shed light on the cascade processes of cooperative behaviors in the evolution of collaborative innovations within infrastructure project networks and the impact of various network structures on the cascade effect. The results indicate that the number of initial innovation adopters is positively correlated with the role that the initial adopters play and the cascade effect of collaborative innovation on infrastructure projects. It is also shown that the cascade effect of collaborative innovations is contingent on project network structures. Furthermore, the results also suggest that network connection is positively correlated with cascade speed, scale, and time to reach a stable state. This study is the first to explore the cascade effect of stakeholders’ interactions vis-a-vis collaborative innovation in infrastructure projects. The findings could assist policy-makers and project managers in taking appropriate measures to encourage innovation in infrastructure projects.

The problem of assessing the effects of infrastructure projects for territories is debatable. Modeling experience has been accumulated today, and elaborated macroeconomic models allow to identify causal relationships between the indicators of transport development and economic growth. The goal of this article is to define a simulation model of assessing the impact of transport projects on the economic growth of Krasnodar Krai exemplified by the Crimean Bridge project. The solution of this scientific problem requires taking into account different factors and complicated interrelationships within the framework of the regional social and economic system under consideration, using methods of system analysis and tools of economic and mathematical simulation. The simulation model reflects the scenario parameters of the capital management policy, highway transport freight turnover, highway transport freight turnover directly connected with the construction of Kerch Straight Bridge, carriage of goods by railway transport, carriage of goods by railway transport directly connected with the construction of Kerch Straight Bridge. The interrelations of this model’s parameters are established by the econometrics methods. In accordance with the produced scenarios the expected median values of the additional increment of the Krasnodar Krai GRP due to the increment of transportation associated with the Crimean Bridge operation are in the range between 0.97 % and 1.1 %. The most conservative scenario presumes the median value of 0.97 % and lower limit of 0.8 %. This tool can be used to assess the direct effect of railway and road construction for other Russian regions. The proposed simulation model will be further expanded by including further distribution functions of scenario variables and additional structural relationships.

The Eocene Harwich Formation, underlying the Greater London (UK) area, presents many construction problems for design and location of tunnels, pipelines, and other engineering infrastructure projects. Variable deposits make up the sequence of the Harwich Formation. These include cemented fault zones, hard grounds, loose gravel and sand that, when unexpectedly encountered, can cause construction delays and increase costs. Here, we interpret borehole cores and logs, in-situ observations coupled with borehole derived samples, and calculate particle-size distributions to develop a general facies model that accounts for the lithological distribution within the Harwich Formation. This provides an improved geological framework for proposed subsurface construction that can reduce inherent engineering uncertainties, not only in the London region, but potentially in other similar geological environments.

Traffic noise is one of the key determinants of apartment prices. The real estate market is highly sensitive to adverse environmental factors, which explains significant variations in apartment prices. The aim of this study was to identify the correlations between traffic noise levels and the prices of apartments traded on a local real estate market. The study analyzed three residential districts in the city of Olsztyn in north-eastern Poland. The database covered 5259 transactions concluded in 2005–2018. The collected data were standardized in terms of technical and functional parameters, and noise was the key factor differentiating the evaluated property. The relationships between the explained variable (apartment price) and the explanatory variable (traffic noise) were determined by linear correlation analysis. A negative correlation was noted, which confirms that a building’s location relative to the road network and, consequently, the level of traffic noise, is one of the factors that play a role in the potential buyers’ choice of property. The results of the study also indicate that the impact of traffic noise on the decisions made by real estate buyers continued to decrease in the analyzed period. Infrastructure projects in the city (construction of tramway lines and a ring road) have visibly reversed the previously observed trends and have decreased the strength of the above correlations in the evaluated residential districts. The values of the correlation coefficient were stabilized below the level noted in earlier stages of the analysis after the completion of the major infrastructure projects.
