The limits of policy: Public acceptance and the reform of science and technology governance

The Trump administration has waged a technological war against China due to the differences between China and the United States in political values and geopolitical pursuits, as well as their rivalry on regional and global arenas. The United States regards itself as being on the moral high ground in the existing international order and intends to force China to abandon its policies in high-tech industries and technology transfer from foreign enterprises, in order to maintain its global supremacy. With a zero-sum mentality, the Trump administration is trying to use the leverage of advanced science and technology to maximize benefits for the United States in trade with China. Its tech war attempts against China mainly include trade sanctions, investment control, export control, and restrictions on the exchange of technological personnel. These moves will further harm China-U.S. security relations as well as their science and technology cooperation and undermine the regional situation and global science and technology governance. In order to promote sustainable global development and strategic stability, both sides need to undertake more effective efforts to manage their strategic competition, build a more balanced and mutually beneficial relationship in high-tech industries, and expand the space for cooperation in the field of global science and technology governance.

Artists and the arts have many different roles in society. Artists also have various roles in relation to science and technology, ranging from being users of science and technology products to being educators for science and technologies, such as in museums. Artists are also involved in science and technology governance and ethics discussions. Disabled people are also artists and produce art, and disabled people in general and disabled artists are impacted by science and technology advancements. As such, disabled artists should also engage with science and technology, as well as contribute and influence science and technology governance, ethics discussions, and science and technology education with their work. We performed a scoping study of academic literature using the 70 databases of EBSCO-HOST and the database SCOPUS (includes Medline) to investigate the social role narrative of disabled artists and both their work in general and in relation to science and technology. Our findings suggest that disabled artists are mostly engaged in the context of becoming and being a disabled artist. Beyond the work itself, the identity issue of ‘being disabled’ was a focus of the coverage of being a disabled artist. The literature covered did not provide in-depth engagement with the social role of disabled artists, their work, and the barriers encountered, and best practices needed to fulfil the social roles found in the literature for non-disabled artists and the arts. Finally, the literature covered contained little content on the relationship of disabled artists and advancements of science and technology, such as in their role of using advancements of science and technologies for making art. No content at all was found that would link disabled artists and their work to the science and technology governance and ethics discussions, and no content linking disabled artists to being educators on science and technology issues, for example, in museums was found.

China’s scientific and technological strength is in a critical period of transition, from quantitative accumulation to a qualitative leap, and from point breakthroughs to system-wide capacity improvement. China has formulated the “Three-Step” strategic goal of scientific and technological innovation leadership. This chapter introduces eight socioeconomic foundations and strategic systems for supporting China’s science and technology innovation. These are sustainable energy and resources, advanced materials and intelligent green manufacturing, ubiquitous information network, ecologically high-value agriculture and bioindustry, universal healthcare, ecological and environmental conservation and development, space and ocean, and national and public security. China is committed to promoting the modernization of science and technology governance capabilities, improving the science and technology decision-making consultation mechanism, re-engineering the science and technology plan management system, optimizing scientific research projects and funding systems, promoting the open sharing of scientific and technological resources, and creating a deeply integrated open innovation environment.
