Evaluation of the role of intellectual capital in innovative economic growth in the framework of knowledge economy The COVID – 19 pandemic has had and continues to have a profound effect on all areas of our lives. One of the main areas affected by the pandemic is agriculture. The article emphasizes the need to apply science-intensive technologies and expand innovative activities to ensure sustainable development of agriculture in the current pandemic. The importance of new generation technologies in accelerating the innovative development of the agricultural sector is also studied. Positive results have been obtained on issues that need to be solved when organizing and developing an economy based on an innovation system in the agricultural sector in a pandemic. Abstract This chapter presents an historical perspective on institutional developments in support of the agricultural sector, highlighting the principal drivers of institutional change. Agriculture's institutional ecosystem has varied across time and throughout Africa, as well as in relation to its colonial origins. The discussion principally focuses on the main trends, occasionally noting regional differences. The timeline is divided into three periods. Following an overview of the structure of the institutional ecosystem, Section 3.3 describes the post-independence period to the mid-1980s and Section 3.4 analyzes the succeeding period to approximately 2005, which was dominated by structural adjustment and market liberalization programmes. Section 3.5 reviews the rapid changes which occurred after 2005, framed in terms of the institutional linkages necessary to achieve the subsidiary functions outlined above most effectively and, hence, the role of tertiary agricultural education (TAE) in an evolving agricultural innovation system. The implications for TAE are highlighted throughout the chapter.

Agricultural knowledge and innovation system (AKIS) has a strong potential to enhance economic performance of farming and contribute to agricultural sustainability, as it may increase synergies and complementarity among actors. This paper is aimed to develop a proposed framework to strengthen AKIS in the study area based on the results of this study. This paper explores perception and views about strengthening AKIS in Dakhalia governorate of Egypt by applying a multi-actor approach. Quantitative and qualitative data were collected through face-to-face interviews and focus group discussion. This paper focuses on three structural dimensions, namely actors, interactions, and technologies, to describe the nature of innovation processes within AKIS. Results indicate that legal and regulatory frameworks, lack of infrastructure, and weak the role of intermediary organizations are the main barriers that AKIS faces. Linkages of contracting and public–private partnerships were viewed as main interactions required to strengthen AKIS. The analysis also explores the availability of innovation requirements at each actor, as well as the distributive technologies, that should be encouraged to build the capacity the agricultural sector. A proposed framework is developed based on the results of this study and the characteristics of the AKIS in the study area. This framework could be used for stimulating innovation and enhancing coordination between actors.

A conceptual framework was developed for categorizing innovation environments and applied to the agricultural sector in Ontario, Canada. Literature pertaining to innovation and profit theory was explored to identify appropriate constructs from which to develop the framework. The fundamental assertion is that innovation trajectories can be influenced by two financial dimensions: profitability and efficiency, and that four distinct environments for farmers can be identified. A k-means cluster analysis was undertaken using geographic regions and farm sizes to illustrate the use of this framework. The research results in a diverse distribution across the identified environments and various innovation trajectories between those environments were assessed. The study supports policies to encourage an agricultural innovation system (AIS) that promotes capital investment, training in entrepreneurship and innovation, and product diversification while limiting the reliance on financial support mechanisms that can inhibit innovation. The results have implications for farmers, agriculture policy makers and entrepreneurs.

The innovation of agricultural systems management is a determinant factor that guarantees adaptation to a new paradigm of global economy, environmental protection, and social requirements. The conventional concepts of innovation, applicable to new products and processes, do not consider many characteristics of the agricultural sector, such as social innovation and innovation resulting from new or renewed processes. Nevertheless, the overall impact of innovation on yields, competitiveness, and value can be hampered by the limited understanding or misinterpretation of Agriculture Innovation paradigms. For instance, the Rural Development Program (RDP) applies a restrict concept of innovation, being unable to embrace the full range of activities intended to implement new practices within the framework of the Agricultural Knowledge and Innovation System (AKIS). Stimulating innovation in agriculture demands a change in policy innovation of RDP in order to preserve natural resources and combine agricultural priorities and the rural environment with the concepts of innovation. This paper focuses on the different views of the concept of innovation within the Program of Operational Groups (OGs) of the European Innovation Partnership for Agricultural productivity and Sustainability (EIP-AGRI), analyzing the Portuguese case study of the Lis Valley Irrigation District whose main innovation objective was to achieve and implement new processes of water management aiming at the conservation of natural resources as well as sustainable social and economic agricultural development. The Portuguese experience highlights why the application of innovation in agriculture may not reach the desirable outcomes.

According to the European Innovation Partnership for Agricultural productivity and Sustainability (EIP-AGRI) that started 2012, the Europe 2020 Flagship Initiative "Innovation Union" specifies European Innovation Partnerships (EIP) as a new tool for speeding up innovation through linking existing policies and instruments. Based on the report “Innovation, Agricultural Productivity and Sustainability in Latvia” prepared by the Organization for Economic Co-operation and Development (OECD) in 2019, it analyses innovations in agriculture in order to promote further development of the sector. The agricultural sector has progressed more slowly than the economic sector and slightly more needs to be invested in order to ensure a well-functioning innovation system and a policy environment that would increase agricultural productivity and improve sustainability. The aim of paper is to reveal what prerequisites are necessary to promote the development of innovation projects in agricultural sector. The research based on analysis of documents exploring the views of European Innovation Partnership project managers on how the innovation process in European Innovation Partnership projects has taken place and what are the main preconditions for promoting the development of innovation projects, as well as observation and semi-structured interview, in turn, exploring, which can contribute to the development of innovation projects. As a result of the research, 8 preconditions for the promoting development of innovation projects in agriculture were identified. The results of the research can have a significant impact on the development of innovation, identifying weaknesses, problems that need more attention and take specific activities to improve the current situation.

The article analyzes modern theory that explains the specificity of relationships among government, science and business in innovation systems - the "triple helix" concept. Factors that determine the appearance of new theory are systematized. The peculiarities of formation of "triple helix" in Russia are described, including the development of science, business and the system of government regulation in innovation sphere. The conclusion is made that currently in Russia only double linkages are formed.
