Water stress in both surface and groundwater supplies is an increasing environmental and sustainable management issue. According to the UN Environment Program, at current depletion rates almost half of the world's population will suffer severe water stress by 2030. This is further exacerbated by climate change effects which are altering the hydrologic cycle. Understanding climate change implications is critical to planning for water management scenarios as situations such as rising sea levels, increasing severity of storms, prolonged drought in many regions, ocean acidification, and flooding due to snowmelt and heavy precipitation continue. Today, major efforts towards equitable water management and governance are needed. This study adopts the broad, holistic lenses of sustainable development and water diplomacy, acknowledging both the complex and transboundary nature of water issues, to assess the benefits of a “science to policy” approach in water governance. Such negotiations and frameworks are predicated on the availability of timely and uniform data to bolster water management plans, which can be provided by earth-observing satellite missions. In recent decades, significant advances in satellite remote sensing technology have provided unprecedented data of the Earth’s water systems, including information on changes in groundwater storage, mass loss of snow caps, evaporation of surface water reservoirs, and variations in precipitation patterns. In this study, specific remote sensing missions are surveyed (i.e. NASA LANDSAT, GRACE, SMAP, CYGNSS, and SWOT) to understand the breadth of data available for water uses and the implications of these advances for water management. Results indicate historical precedent where remote sensing data and technologies have been successfully integrated to achieve more sustainable water management policy and law, such as in the passage of the California Sustainable Groundwater Management Act of 2014. In addition, many opportunities exist in current transboundary and interstate water conflicts (for example, the Nile Basin and the Tri-State Water Wars between Alabama, Georgia, and Florida) to integrate satellite-remote-sensed water data as a means of “joint-fact finding” and basis for further negotiations. The authors argue that expansion of access to satellite remote sensing data of water for the general public, stakeholders, and policy makers would have a significant impact on the development of science-oriented water governance measures and increase awareness of water issues by significant amounts. Barriers to entry exist in accessing many satellite datasets because of prerequisite knowledge and expertise in the domain. More user-friendly platforms need to be developed in order to maximize the utility of present satellite data. Furthermore, sustainable co-operations should be formed to employ satellite remote sensing data on a regional scale to preempt problems in water supply, quantity, and quality.

Practical Applications

This document is meant to demonstrate the potential uses of remote sensing in managing water resources for irrigated agriculture and to create awareness among potential users. Researchers in various international programs have studied the potential use of remotely sensed data to obtain accurate information on land surface processes and conditions. These studies have demonstrated that quantitative assessment of the soil-vegetation-atmosphere transfer processes can lead to a better understanding of the relationships between crop growth and water management. Remote sensing and GIS was used to map the agriculture area and for detect the change. This was very useful for mapping availability and need of water resources but the problem was concentrating in data collection and analysis because this kind of information and expertise are not available in all country in the world mainly in the developing and under developed country or third world country. However, even though considerable progress has been made over the past 20 years in research applications, remotely sensed data remain underutilized by practicing water resource managers. This paper seeks to bridge the gap between researchers and practitioners first, by illustrating where research tools and techniques have practical applications and, second, by identifying real problems that remote sensing could solve. An important challenge in the field of water resources is to utilize the timely, objective and accurate information provided by remote sensing.

<p>In irrigated agricultural areas, where the availability of water for irrigation does not rely on any water storage, water management requires special attention, in particular under large annual and inter-annual variability in the hydrological regime and the uncertainty of climate change. The inherent increased vulnerability of the agro-ecosystem, makes the monitoring of crop conditions and water requirements a valuable tool for improving water use efficiency and, therefore, crop yields.</p><p>This presentation focus on one such agricultural area, located in the Lis Valley (Centre of Portugal), which is a rather vulnerable area also facing drainage and salinity problems. The study aims at contributing to better characterizing the temporal and spatial distribution of rice water requirements during the growing season. Irrigation water sources are the Lis River and its tributaries, which discharges depend directly from precipitation. The most important problems of water distribution in the Lis Valley irrigation district are water shortage and poor water quality in the dry summer period, aggravated by limitations of the irrigation and drainage systems that date back to the end of the 1950’s.</p><p>We report preliminary results on using remote sensing data to better understand rice cropping local conditions, obtained within project GO Lis (PDR2020-101-030913) and project MEDWATERICE (PRIMA/0006/2018). Rice irrigation is traditionally conducted applying continuous flooding, which requires much more irrigation water than non-ponded crops, and therefore needs special attention. In particular, data obtained from satellite Sentinel-2A land surface imagery are compared with data obtained using an unmanned aerial vehicle (UAV). Data for rice cultivated areas during the 2020 cultivation season, together with weather and crop parameters, are used to calculate biophysical indicators and indices of water stress in the vegetation. Actual crop evapotranspiration was appraised with remote sensing based estimates of the crop coefficient (Kc) and used to assess rice water requirements. Procedures and methodologies to estimate Kc were tested, namely those based on vegetation indices such as the Normalized Difference Vegetation Index (NDVI). Results are discussed bearing in mind the usefulness of the diverse tools, based on different resolution data (Sentinel-2A and UAV), for improving the understanding of the impacts of irrigation practices on crop yield and main challenges of rice production and water management in the Lis Valley irrigation district.</p>

Changing climate is expected to cause more extreme weather patterns in many parts of the world. In the Carpathian Basin, it is expected that the frequency of intensive precipitation will increase causing inland excess water (IEW) in parts of the plains more frequently, while currently the phenomenon already causes great damage. This research presents and validates a new methodology to determine the extent of these floods using a combination of passive and active remote sensing data. The method can be used to monitor IEW over large areas in a fully automated way based on freely available Sentinel-1 and Sentinel-2 remote sensing imagery. The method is validated for two IEW periods in 2016 and 2018 using high-resolution optical satellite data and aerial photographs. Compared to earlier remote sensing data-based methods, our method can be applied under unfavorite weather conditions, does not need human interaction and gives accurate results for inundations larger than 1000 m2. The overall accuracy of the classification exceeds 99%; however, smaller IEW patches are underestimated due to the spatial resolution of the input data. Knowledge on the location and duration of the inundations helps to take operational measures against the water but is also required to determine the possibilities for storage of water for dry periods. The frequent monitoring of the floods supports sustainable water management in the area better than the methods currently employed.

Sustainable water management is one of the important priorities set out in the Sustainable Development Goals (SDGs) of the United Nations, which calls for efficient use of natural resources. Efficient water management nowadays depends a lot upon simulation models. However, the availability of limited hydro-meteorological data together with limited data sharing practices prohibits simulation modelling and consequently efficient flood risk management of sparsely gauged basins. Advances in remote sensing has significantly contributed to carrying out hydrological studies in ungauged or sparsely gauged basins. In particular, the global datasets of remote sensing observations (e.g., rainfall, evaporation, temperature, land use, terrain, etc.) allow to develop hydrological and hydraulic models of sparsely gauged catchments. In this research, we have considered large scale hydrological and hydraulic modelling, using freely available global datasets, of the sparsely gauged trans-boundary Brahmaputra basin, which has an enormous potential in terms of agriculture, hydropower, water supplies and other utilities. A semi-distributed conceptual hydrological model was developed using HEC-HMS (Hydrologic Modelling System from Hydrologic Engineering Centre). Rainfall estimates from Tropical Rainfall Measuring Mission (TRMM) was compared with limited gauge data and used in the simulation. The Nash Sutcliffe coefficient of the model with the uncorrected rainfall data in calibration and validation were 0.75 and 0.61 respectively whereas the similar values with the corrected rainfall data were 0.81 and 0.74. The output of the hydrological model was used as a boundary condition and lateral inflow to the hydraulic model. Modelling results obtained using uncorrected and corrected remotely sensed products of rainfall were compared with the discharge values at the basin outlet (Bahadurabad) and with altimetry data from Jason-2 satellite. The simulated flood inundation maps of the lower part of the Brahmaputra basin showed reasonably good match in terms of the probability of detection, success ratio and critical success index. Overall, this study demonstrated that reliable and robust results can be obtained in both hydrological and hydraulic modelling using remote sensing data as the only input to large scale and sparsely gauged basins.

This document intends to be a presentation of the Special Issue “Water Management Using Drones and Satellites in Agriculture”. The objective of this Special Issue is to provide an overview of recent advances in the methodology of using remote sensing techniques for managing water in agricultural systems. Its eight peer-reviewed articles focus on three topics: new equipment for characterizing water bodies, development of satellite-based technologies for determining crop water requirements in order to enhance irrigation efficiency, and monitoring crop water status through proximal and remote sensing. Overall, these contributions explore new solutions for improving irrigation management and an efficient assessment of crop water needs, being of great value for both researchers and advisors.
