Within the gamut of the neo-liberal economic ideology, private sector participation in urban service delivery is visualised as the ultimate solution to efficient and sustainable provision of the same. While private sector participation is being pushed vigorously in municipal solid waste management in Indian cities, there is a critical gap of literature related to its performance from a holistic dimension of sustainability. A robust study can only be conducted if the sustainability assessment criteria and indicators are expansively framed to enable critical studies to take place. Based upon a detailed analysis of existing literature on private sector participation in both generic and specific contexts of municipal solid waste, this paper elaborates on a comprehensive sustainability assessment framework for ex-post evaluation of private sector participation in municipal solid waste (MSW) management in the context of Indian cities but which is also possible to replicate or remodel as per contextual requirement in other developing countries.

Various municipal solid waste management (MSWM) innovations have emerged in developing countries in face of the challenges posed by increasing waste generation and poor MSWM practice. We present a methodology to assess the potential sustainability impact of MSWM innovations in a holistic manner. The Life Cycle Sustainability Analysis (LCSA) framework and the United Nations (UN) sustainable development goals (SDGs) facilitated the methodology development. The result of applying the methodology to the case of waste bank (WB) in Bandung City shows that WB potentially generates the greatest sustainability impact in the resource recovery phase and the smallest impact in the collection and final disposal phase. All negative impacts could arise in the economic dimension. Surprisingly, WB as a national strategy to achieve 3Rs would not effectively solve Bandung City’s landfill problem. Almost all SDGs would benefit from the WB program under the assumed conditions. This methodology will facilitate the decision-making in MSWM by (1) comparing available innovations to find the optimal solution, (2) identifying the hot spots and taking measures to combat the negative impacts, (3) providing the basis for monitoring the implementation process and the ex-post performance assessment.

Reduction in emissions is the key to tackle climate change issues and achieve environmental sustainability. The Gulf Cooperation Council member countries however, not only generate the highest quantity of MSW/capita when compared globally but also in most of these countries such waste is just dumped at different landfill stations. In Oman, the total quantity of MSW stood at 2.0 million tonnes/year. The emission from this waste is estimated at 2,989,467 tonnes/year (CO2 Equivalent). This article attempts to develop frameworks that considered landfilling, composting, and recycling of MSW and compared the emissions of these frameworks. The framework (F2) which proposes the landfilling and composting process for the organic waste which normally goes to landfills results in an increase of emissions by 7% as compared to landfill practice. Similarly, the samples of MSW collected in Oman show a good amount of recycling waste. The framework (F3) which considers the landfill, composting, and recycling reduced the total Greenhouse Gas emissions from 2,989,467 tonnes/year to 2,959,735 tonnes/year (CO2 Equivalent); representing a total reduction of 1% in emissions. Although composting increases the emissions, however, considering composting and recycling will not only reduce the burden on landfills but will promote agricultural and industrial activates.
