Municipal solid waste management is an environmental issue that has received considerable attention from researchers and environmental managers for decades. Supporting the management programs entail policies and regulations related to municipal solid waste. In developed countries, the implementation of environmental policies plays an important role and has a substantial impact on the effectiveness of solid waste management. However, in many developing countries such as Vietnam, the situation and effectiveness of the policy implementation have not been studied extensively. This investigation is conducted to ascertain the situation, limitations, and challenges in implementing solid waste management policy in Vietnam. Then, solutions for the problems and improvements for implementation efficiency are presented. This work used online questionnaires to survey environmental managers in different localities and applied qualitative research method to analyze data. The results show that not all national policies on solid waste management are implemented in all localities. Waste separation is also the foremost concern in municipal waste management in most localities of Vietnam. Most of the localities claimed that the unrealistic nature and difficult implementation of the policies and the lack of needed resources are the main limitations and challenges in Vietnam. Survey results also revealed that different localities in Vietnam have different solutions to increase policy implementation efficiency. Besides, the study also found similarities in the implementation of policies in solid waste management between Vietnam and some other countries and also gathered some valuable lessons for the improvement strategy. Finally, the implementation of an effective domestic solid waste management policy is an important platform for improving environmental quality and ensuring the sustainable development of the nation and mankind.

Since independence, Botswana has promulgated environmental policies and legislation to protect the environment and reduce public health impacts. While the Botswana Waste Management Strategy and Waste Management Act were introduced in 1998, municipal solid waste management (MSWM) still remains a major challenge in Botswana. Thus, to understand the status of implementation of municipal solid waste management policy, the study employed a qualitative approach for data collection using a narrative review of literature, semi-structured interviews and focus group discussions. The study aimed at highlighting the policy gaps with respect to municipal solid waste management, point out the challenges and provide alternative solutions. The results suggest numerous inadequacies in the implementation of policy related to municipal solid waste management including lack of approaches to policy support, weak institutional influences and lack financial support. The application of a sustainable and integrated waste management system is also limited. This study offers important information that could be helpful to decision-makers and policymakers in the sector to improve the efficiency of the municipal solid waste management system.

Data uncertainties in material flow analysis: Municipal solid waste management system in Maputo City, Mozambique

Material flow analysis can effectively trace and quantify the flows and stocks of materials such as solid wastes in urban environments. However, the integrity of material flow analysis results is compromised by data uncertainties, an occurrence that is particularly acute in low-and-middle-income study contexts. This article investigates the uncertainties in the input data and their effects in a material flow analysis study of municipal solid waste management in Maputo City, the capital of Mozambique. The analysis is based on data collected in 2007 and 2014. Initially, the uncertainties and their ranges were identified by the data classification model of Hedbrant and Sörme, followed by the application of sensitivity analysis. The average lower and upper bounds were 29% and 71%, respectively, in 2007, increasing to 41% and 96%, respectively, in 2014. This indicates higher data quality in 2007 than in 2014. Results also show that not only data are partially missing from the established flows such as waste generation to final disposal, but also that they are limited and inconsistent in emerging flows and processes such as waste generation to material recovery (hence the wider variation in the 2014 parameters). The sensitivity analysis further clarified the most influencing parameter and the degree of influence of each parameter on the waste flows and the interrelations among the parameters. The findings highlight the need for an integrated municipal solid waste management approach to avoid transferring or worsening the negative impacts among the parameters and flows.

The Town

Today, in Ukraine, there is a problem with solid waste disposal, especially in small towns. The lack of a developed system for the collection and disposal of solid waste, the presence of natural landfills instead of equipped landfills lead to the fact that small towns are abandoned. Therefore, the creation of a new solid waste management policy is an acute problem for these towns and villages. This article is devoted to analysing the global experience of solid waste management and, based on that, formulating recommendations for solid waste management in small towns using Chortkiv as an example.
