The EU Biodiversity Strategy to 2020 determines that “Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”. Mapping and assessment of ecosystem services provides several benefits, one of which is baseline data providing to measure net future gains or losses and data integration into spatial development process. The aim of the paper is to present and discuss the approach taken to assessing ecosystem services in order to introduce necessity of mapping and assessment of ecosystems and their services for planning and decision-making process in Latvia. The paper will focus on terminology interpretation of ecosystem services, introducing with set of developed indicators for assessment of ecosystem services and define appropriate for Latvia. The paper closes with estimation of potential benefits and necessity to integrate assessment of ecosystems services in spatial planning and decision-making process.

Research Highlights: The developed National Set of Indicators for the Mapping and Assessment of Ecosystems and their Services (MAES) implementation in Greece at the national level sets the official, national basis on which future studies will be conducted for MAES reporting for the achievement of targets within the National and the European Union (EU) biodiversity Strategy. Background and Objectives: Greece is currently developing and implementing a MAES nation-wide program based on the region’s unique characteristics following the proposed methodologies by the European Commission, in the frame of the LIFE-IP 4 NATURA project (Integrated actions for the conservation and management of Natura 2000 sites, species, habitats and ecosystems in Greece). In this paper, we present the steps followed to compile standardized MAES indicators for Greece that include: (a) collection and review of the available MAES-related datasets, (b) shortcomings and limitations encountered and overcome, (c) identification of data gaps and (d) assumptions and framework setting. Correspondence to EU and National Strategies and Policies are also examined to provide an initial guidance for detailed thematic studies. Materials and Methods: We followed the requirements of the EU MAES framework for ecosystem services and ecosystem condition indicator selection. Ecosystem services reported under the selected indicators were assigned following the Common International Classification of Ecosystem Services. Spatial analysis techniques were applied to create relevant thematic maps. Results: A set of 40 MAES indicators was drafted, distributed in six general indicator groups, i.e., Biodiversity, Environmental quality, Food, material and energy, Forestry, Recreation and Water resources. The protocols for the development and implementation of an indicator were also drafted and adopted for future MAES studies in Greece, providing guidance for adaptive development and adding extra indicators when and where needed. Thematic maps representing ecosystem services (ES) bundles and ES hotspots were also created to identify areas of ES importance and simultaneously communicate the results at the national and regional levels.

Governments, multilateral organisations, and international conservation NGOs increasingly frame nature conservation in terms that emphasise the importance of technically managing and economically valuing nature, and introducing markets for ecosystem services. New mechanisms, such as REDD+, have been incorporated in national-level policy reforms, and have been piloted and implemented in rural project settings across the Global South. By reflecting on my research on REDD+ implementation in two case study villages in Tanzania, the paper argues that the emergence and nature of market-based conservation are multi-faceted, complex, and more profoundly shaped by structural challenges than is commonly acknowledged. The paper identifies three particularly important challenges: the politics surrounding the establishment of community-based forest management; the mismatch between formal governance institutions and actual practices on the ground; and the fickleness of income from carbon sales and alternative livelihood opportunities. I argue that these challenges are not merely teething troubles, but they question fundamental assumptions of market-based conservation, more generally. I end with reference to better ideas for achieving sustainable development.

Natural heritage (NH) is an important element of the natural capital of each country, and as such, represents key assets that deliver various benefits to the citizens. The rich and diverse NH of Bulgaria is a prerequisite for the development of various activities such as recreation and tourism, but these activities have also negative impact on some of the NH’s elements. The concept of ecosystem services (ES) has the potential for bridging the gap between the conservation and exploitation needs. In this paper, we propose an approach to prioritizing the ES provided by the natural heritage of Bulgaria for the needs of recreation and tourism. The approach is designed for the mapping of the NH but it can also support the overall process of mapping and assessment of ES. It is based on application of ES prioritization matrix (ESPM) and a five-step algorithm designed to differentiate ES into priority levels according to their significance to recreation and tourism. Through the application of the proposed approach we were able to sort out the ES into three groups (high, medium and low priority) according to their importance to recreation and tourism. The first group contains obligatory ES for each mapping and assessment activity from national to local level. The second group contains optional ES recommended for studies at regional level, while the services can be selected according to the specifics of the study. The low priority ES are recommended for local level studies in cases where the assessment requires high details and accuracy. The mapping of high priority ES at national level shows that the products of the approach can be easily adapted for various studies for assessment of NH and sustainable tourism practices using the conventional mapping methods.

AbstractThe updated Slovak National Biodiversity Strategy to 2020 is a key document in the field of biodiversity protection, and assessment together with mapping of the value of different ecosystem services is one of its most important objectives. This study applies the first non-monetary assessment and pilot mapping of agroecosystem services in the Slovak Republic at seven model sites located in the main climatic areas and estimates the agroecosystem services potential of Slovakia as a rural country with a transformed multi-criteria approach used at national level. It suggests that the distribution of the value of agroecosystem services is geographically different probably due to climatic conditions, slope and soil texture. Our assessment provides a suitable basis for further investigation of agroecosystem services and contributes to optimizing sustainable land use management in Slovakia.

Based on the experience of managing coastal marine, and limans ecosystems of Ukraine, the theoretical scheme of Integrative Ecological Management is considered. The scheme includes the “Basic Diagnostic” block for which the key tools are: Basin Assessment, Ecosystem Approach and Ecosystem Services. Geo-information Technologies are demonstrated in order to assess the catchment areas of some limans and coastal marine ecosystems of Ukraine. With the ecosystem approach, it is necessary to use functional indicators for assessing autotrophic, heterotrophic and decomposer communities of the ecosystem, the bind of which is associated with Ecological Status of the water body. It is indicated that an important goal of environmental management is reducing the intensity of anthropogenic flows of substance and energy, which cause destruction of the ecological balance and devaluation of ecosystem services. For the second block of the scheme - “Decision Making” it is proposed to use Priority Management Algorithm principle as an effective tool which allows to achieve the target maximum at minimal cost. At the final stage of the “Target Result”, recommendations that are offered to stakeholders at the local, regional and national level must achievement the main objectives of the Integrative Ecological Management of coastal marine ecosystems and limans.

A very important factor for sustainable development is a balance between the exploitation of natural resources for socio-economic development, and conserving ecosystem services that are critical to everyone’s wellbeing and livelihoods. The strategical importance of ecosystem services is set by the UN Millennium Ecosystem Assessment in 2005, which put ecosystem services firmly on the policy agenda and the EU Biodiversity Strategy, which states that “Member States must map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”. The aim of the paper is to present and discuss the approach of ecosystem services assessment for sustainable land use and strategical development scenarios. The paper will focus on the role of ecosystem services in development and spatial planning, and this approach can be integrated in planning processes and decision making. There will be presented a case study for two coastal territories in Latvia, where an ecosystem services assessment was implemented and sequentially different development scenarios considered and analysed.

<p>Robust changes in climatic hazards, including droughts, heatwaves and dust storms, are evident in many parts of the world and they are expected to increase in magnitude and frequency in the future. At the same time, socio-ecological damage from climate-related disasters has increased worldwide, including the Eurasian steppes, notably Mongolian grasslands (MGs), which occur in arid and harsh cold climate and still support traditional nomadic livelihood and culture through the food supply, and agricultural and ecosystem services. In the 2000s, increasing climate disasters (droughts combined with anomalously harsh winters (dzuds in Mongolian), and dust storms) resulted in massive livestock deaths, causing socioeconomic stagnation. In this context, assessments of risk and vulnerability of MGs to climate change and grazing may support disaster risk management by helping to identify hazard risk hotspots, allowing herders in risky areas to be prepared for events, and to mitigate the future potential impacts. Here, we examine the risk and vulnerability of the MG ecosystem to droughts at the national-level during a 40-year (1976–2015) using simulations of a gridded process-based ecosystem model by contrasting the recent (1996–2015) and past (1976–1995) 20-years. In general, the model realistically simulates temporal and spatial variations of vegetation biomass and soil moisture that were captured by field and satellite observations during 2000–2015 over MGs. We apply a probabilistic risk analysis in which risk is the product of the probability of hazardous drought during June-August and ecosystem vulnerability. Results reveal that during 1976–2015, increases in droughts with rapid warming and slight drying occurred over MGs, particularly in the recent 20-year, accompanied by ever-increasing grazing intensity, which together resulted in declining trends in grassland productivity. During the recent 20-year, the risk of drought to productivity slightly increased over extended areas in MGs compared to the past 20-year. The increase in the risk to MGs predominantly caused by the climate change-induced increase in the probability of hazardous drought, and less by the vulnerability. Regionally, recent droughts modify the risk to grasslands particularly in northcentral and northeast Mongolia. Given the benefits of MGs for both ecosystem services and socio-economic consequences, recent increases in drought hazards and associated risk to MGs signal an urgent need to implement drought management policies that sustain MGs.</p>

AbstractPolicy-makers are paying increasing attention to ecosystem services, given improved understanding that they underpin human well-being, and following their integration within the Aichi Targets of the Convention on Biological Diversity. Decision-makers need information on trends in biodiversity and ecosystem services but tools for assessing the latter are often expensive, technically demanding and ignore the local context. In this study we used a simple, replicable participatory assessment approach to gather information on ecosystem services at important sites for biodiversity conservation in Nepal, to feed into local and national decision-making. Through engaging knowledgeable stakeholders we assessed the services delivered by Nepal's 27 Important Bird and Biodiversity Areas, the pressures affecting services through impacts on land cover and land use, and the consequences of these for people. We found that these sites provide ecosystem services to beneficiaries at a range of scales but under current pressures the balance of services will change, with local communities incurring the greatest costs. The approach provided valuable information on the trade-offs between ecosystem services and between different people, developed the capacity of civil society to engage in decision-making at the local and national level, and provided digestible information for Nepal's government. We recommend this approach in other countries where there is a lack of information on the likely impacts of land-use change on ecosystem services and people.
