Many parties are involved in a construction project, so in deciding a method of implementing the box girder erection many criteria are taken into consideration. Consequently, decision making is not easy for decision makers. A simple, frequently-used, and popular method for decision making is Fuzzy-Analytical Hierarchy Process (F-AHP) which is designed to overcome the problem of multi criteria decision making (MCDM) in the subjective assessment process. This study aims to obtain the correct method of implementing the box girder erection to be used. Based on previous research, the criteria for determining box girder erection method are the criteria for job risk, work quality, implementation time, implementation process, work safety, and work costs. The alternatives compared are the tandem crane method and the launching gantry method. The data in this study were collected through questionnaires distributed to the expert parties involved in Jakarta - Cikampek II Elevated Toll Road Project. F-AHP analysis is based on the weighting  of quantitative criteria as a result of normalized calculations and qualitative criteria from the results of the respondents questionnaires which were then made pairwise comparisons assisted by Microsoft Excel software. The results of the analysis show that the occupational safety criteria are the most influential criteria with a weight of 0.454, then followed by job risk criteria (0.169), implementation time (0.119), work quality (0.114), implementation process (0.084), and work costs (0.061). The most appropriate method used in the work of the box girder erection at Jakarta - Cikampek II Elevated Toll Road Project is a launching gantry method with a value of 0.597, while the tandem crane method has a value of 0.403.

Toll road is one of the most important parts of connectivity infrastructure. However, the current length of the existing toll roads is still not sufficient compared to the increasing number of vehicles in Indonesia. Nevertheless, the needs for infrastructure funding including for toll roads are not comparable to the availability of state budget. Innovations in funding schemes were required to meet such needs such as Deep Discount Bond (DDB) and Land Lease (LL). To ensure these schemes are running appropriately, an institutional funding model is needed to organize the stakeholders involved. Therefore, five institutional funding models were developed based on the conditions of the DDB issuer (project or corporate finance), LL executor [State Assets Management Institutions (LMAN) or Special Purpose Company (SPC)], and the number of SPC in the models. In addition, ten institutional success factors were identified. Data was collected using in-depth interviews consisting of three parts and analyzed using the Relative Importance Index to rank the institutional success factors found and using the Multi Criteria Analysis to choose the most effective institutional funding model. The institutional success factors that were found to have great values were those related to Government. At the same time, the most effective funding model is a corporate finance scheme, where LL is executed by LMAN, and a single SPC is used.

ABSTRAK  Proyek Jalan Tol Trans Sumatera ruas Bakauheni – Terbanggi Besar merupakan proyek yang tidak layak secara finansial namun layak secara ekonomi. Proyek Jalan Tol Trans Sumatera di ruas Bakahueni – Terbanggi Besar resmi dimulai pembangunannya pada tanggal 30 April 2015 dan telah diresmikan penggunaannya secara penuh pada tanggal 8 Maret 2019. Proyek ini memiliki asumsi Internal Rate of Return 11,80% dengan struktur pemodalan dan komposisi pinjaman dan ekuitas sebesar 48%:52%, termasuk porsi ekuitas proyek ini diperoleh dari Penyertaan Modal Negara dan porsi pinjaman dijamin oleh Pemerintah. Penelitian dilakukan dengan metode perbandingan manfaat dengan biaya (Benefit Cost Ratio) dan bertujuan melakukan evaluasi kelayakan ekonomi proyek Bakauheni – Terbanggi Besar. Biaya yang digunakan adalah biaya proyek dan biaya lingkungan sebagai bentuk eksternalitas negatif proyek ini sedangkan manfaat yang dihitung berdasarkan manfaat yang diperoleh pengguna jalan tol tersebut. Biaya total dari proyek ini adalah Rp 27,93 Triliun dan manfaat nya sebesar Rp. 31,43 Triliun sehingga BCR sebesar 1,13. The Trans Sumatra Toll Road Project in the Bakahueni - Terbanggi Besar section officially began construction on April 30, 2015 and was fully inaugurated on March 8, 2019. This project assumes an Internal Rate of Return 11.80% with a capital structure and loan composition and 48%: 52% equity, including the portion of the project equity obtained from the State Equity Participation and the portion of the loan guaranteed by the Government.The research was conducted using the Benefit Cost Ratio method and aims to evaluate the economic feasibility of the Bakauheni - Terbanggi Besar project. The costs used are project costs and environmental costs as a form of negative externalities of this project, while the benefits are calculated based on the benefits obtained by the toll road users. The total cost of this project is IDR 27.93 trillion and the benefits are IDR. 31.43 trillion so that the BCR is 1.13. <em><span>The Semarang-Solo Toll Road Project for the Salatiga-Kartasura Section is one part of the Trans Java toll road development project, one of the jobs in the form of an erection girder with the method used, namely the Crane and Launcher methods. The purpose of this study is to compare the completion time between Crane and Launcher Methods with field studies and analysis. Stages of research include literature studies, primary data collection in the form of variable time of completion and secondary data then analyzed by comparing the completion time of the second method of erection girder on girder with a span of 20.8 meters and 40.8 meters. The results of the comparison of completion time were obtained on a 20.8 meter span erection girder seen from the shortest time Crane Method was more efficient 61.44% than the Launcher Method, the longest time Crane Method was more efficient 32.13% of the Launcher Method, and Method average time Crane is more efficient 52.15% than the Launcher Method. Then on the span erection girder 40.8 m seen from the shortest time Crane Method is more efficient 61.48% than the Launcher Method, the longest time Crane Method is more efficient 29.82% than the Launcher Method, and the average time of the Crane Method is more efficient 41, 81% of the Launcher Method.</span></em>
