AbstractEU policies require either impact assessment or evaluation, depending on the character of the policy elements. A relatively new requirement is the need to assess the territorial impacts of a policy as proposed in the European Spatial Development Perspective (ESDP) and promoted by the European Spatial Planning Observation Network (ESPON) 2006 programme. Territorial impact assessment (TIA) is defined as “a tool for assessing the impact of spatial development against spatial policy objectives or prospects for an area” (European Communities 2000). This paper summarises and further develops basic work on TIA and presents a methodological concept and the first results of such a TIA approach, applying it to EU environmental policy (civil protection, water, biodiversity).

This paper provides new insights into the main pillars of the territorial universe of EU policies, by undertaking a systematic overview of European Union (EU) key territorial development reports, agendas and programmes. These include the European Spatial Development Perspective (ESDP), the three Territorial Agendas, and the European Territorial Observatory Network (ESPON) reports. The evidence shows widespread territorialicy, understood as a process of incorporating a territorial driven policy design, implementation and evaluation paradigm, still largely dominated by territorial development and territorial cohesion policy rationales. However, the socioeconomic policy prism continues to dominate the design and analysis of EU policies by EU entities.

The article analyzes the process of adaptation of the national legislation to the European standards in accordance with the Association Agreement between Ukraine and the EU. In particular, in the sector “Environmental management and integration of environmental policy in other sectoral policies”, the implementation of Directive 2001/42/EC on the assessment of the effects of certain plans and programs for the environment and Directive 2011/92/EC on the assessment of the impact of certain public and private projects on the environment was considered. The influence of environmental management tools and the integration of environmental policy on other sectoral policies have been determined and their interrelation with the rest of the sectors in the field of environmental protection has been established. It has been established that environmental assessment is the main instrument for ensuring environmental considerations in the development of plans and programs and contributes to sustainable development through the promotion of environmental protection issues in economic and social development.The procedures of strategic environmental assessment and environmental impact assessment have been characterized; their subjects and objects have been clarified. The peculiarities of these procedures, stages and advantages of their application in the national practice of public environmental management are presented. The way of implementation of strategic environmental assessment and environmental impact assessment at the level of the European community is considered, and examples of their practical application at the level of the EU member states are presented.It is indicated that strategic environmental assessment and environmental impact assessment are procedural tools used to prevent any possible negative effects of economic activity on the environment and public health. A comparative analysis of these procedures was carried out and links and differences were identified. It has been proved that the effectiveness of strategic environmental assessment in preventing environmental hazards is significantly higher than environmental impact assessments. The problem aspects and perspectives in the field of practical implementation of legislation in the field of environmental assessment in Ukraine are highlighted.

AbstractEvery year, numerous environmental disasters and emergencies occur across the globe with far-reaching impacts on human health and the environment. The ability to rapidly assess an environmental emergency to mitigate potential risks and impacts is paramount. However, collating the necessary evidence in the early stages of an emergency to conduct a robust risk assessment is a major challenge. This article presents a methodology developed to help assess the risks and impacts during the early stages of such incidents, primarily to support the European Union Civil Protection Mechanism but also the wider global community in the response to environmental emergencies. An online rapid risk and impact assessment tool has also been developed to promote enhanced collaboration between experts who are working remotely, considering the impact of a disaster on the environment and public health in the short, medium, and long terms. The methodology developed can support the appropriate selection of experts and assets to be deployed to affected regions to ensure that potential public health and environmental risks and impacts are mitigated whenever possible. This methodology will aid defensible decision making, communication, planning, and risk management, and presents a harmonized understanding of the associated impacts of an environmental emergency.

Abstract First results on the radiative corrections of order $$ \mathcal{O} $$ O (Nfαsα) are presented for the off-shell production of W or Z bosons at the LHC, where Nf is the number of fermion flavours. These corrections comprise all diagrams at $$ \mathcal{O} $$ O (αsα) with closed fermion loops, form a gauge-invariant part of the next-to-next-to-leading-order corrections of mixed QCD×electroweak type, and are the ones that concern the issue of mass renormalization of the W and Z resonances. The occurring irreducible two-loop diagrams, which involve only self-energy insertions, are calculated with current standard techniques, and explicit analytical results on the electroweak gauge-boson self-energies at $$ \mathcal{O} $$ O (αsα) are given. Moreover, the generalization of the complex-mass scheme for a gauge-invariant treatment of the W/Z resonances is described for the order $$ \mathcal{O} $$ O (αsα). While the corrections, which are implemented in the Monte Carlo program Rady, are negligible for observables that are dominated by resonant W/Z bosons, they affect invariant-mass distributions at the level of up to 2% for invariant masses of ≳ 500 GeV and are, thus, phenomenologically relevant. The impact on transverse-momentum distributions is similar, taking into account that leading-order predictions to those distributions underestimate the spectrum.

Effective formation and implementation of forest policy can only be achieved with orientation to the most important goal—increasing society’s welfare. The global problem is, at present, that the impact of forests on society welfare indexes have not been identified. The aim of the study is to design an assessment model and assess the impact of Lithuanian forests on the society welfare index. The impact of forests was determined by multiplying the country’s welfare of society index by the forest contribution coefficient. In this study, to assess the index of the welfare of Lithuanian society, a five-dimensional model with 16 indicators was applied. The study is based on the Eurostat database and on Lithuanian forestry statistics. The Lithuanian welfare of society index calculated according to the model was 51.4% and the contribution of forests in this index was 3.9%. It represented 7.6% of the index of the welfare of society. Forests have the greatest impact in the environmental dimension, according to the assessment results.

Abstract Health Impact Assessment (HIA) and Social Return on Investment (SROI) are beneficial public health methodologies that assess potential effects on health including social, economic and environmental factors and have synergies in their approaches. This paper explores how HIA and SROI can complement each other to capture and account for the impact and social value of an assessed intervention or policy. A scoping review of academic and grey literature was undertaken to identify case studies published between January 1996 and April 2019 where HIA and SROI methods have been used to complement each other. Semi-structured interviews were carried out with nine international experts from a range of regulatory/legislative contexts to gain a better understanding of past experiences and expertise of both HIA and SROI. A thematic analysis was undertaken on the data collected. The review identified two published reports which outline when HIA and SROI have both been used to assess the same intervention. Interview results suggest that both methods have strengths as standalone processes i.e. HIAs are well-structured in their approach, assessing health in its broadest context and SROI can add value by monetizing social value as well as capturing social/environmental impact. Similarities of the two methods were identified i.e. a strong emphasis on stakeholder engagement and common shared principles. When questioned how the two methods could complement each other in practice, the results indicate the benefits of using HIA to explore initial impact, and as a platform on which to build SROI to monetarize social value. HIA and SROI methodologies have cross-over. The research suggests potential benefits when used in tandem or combining the methods to assess impact and account for health and social value. Innovative work is now being carried out in Wales to understand the implications of this in practice and to understand how the results of the two methods could be used by decision-makers. Key messages HIA and SROI methods can be used in tandem to capture both the health impact and social value of policies and proposed interventions. HIA and SROI when used together can provide valuable information to inform decision makers around the health impact and social value of proposed policies and interventions.

With the increasing popularity of entrepreneurship education programs across the world, the impact assessment of such programs has gathered considerable interest of the researchers. Growing number of studies are including entrepreneurial self-efficacy (ESE) as a key predictor of future entrepreneurial behaviour and hence the scale for measuring ESE is central to majority of studies pertaining to entrepreneurship education and entrepreneurial behaviour. This study attempts to refine the existing instruments for measuring ESE by extensively reviewing the notable scales of ESE in literature and develops a comprehensive scale of ESE relevant in the Indian context. The additional components are added to the existing scales through expert discussions with the academicians as well as entrepreneurs. The scale is further verified for its reliability and validity by using appropriate statistical methods.

Energy saving and environmental protection are topics of growing interest. In the light of these aspects alternative refrigeration principles become increasingly important. Shape memory alloys (SMA), especially NiTi alloys, generate a large amount of latent heat during solid state phase transformations, which can lead to a significant cooling effect in the material. These materials do not only provide the potential for an energy-efficient cooling process, they also minimize the impact on the environment by reducing the need for conventional ozone-depleting refrigerants. Our paper, presenting first results obtained in a project within the DFG Priority Program SPP 1599 “Ferroic Cooling”, focuses on the thermodynamic analysis of a NiTi-based cooling system. We first introduce a suitable cooling process and subsequently illustrate the underlying mechanisms of the process in comparison with the conventional compression refrigeration system. We further introduce a graphical solution to calculate the energy efficiency ratio of the system. This thermodynamic analysis method shows the necessary work input and the heat absorption of the SMA in stress/strain- or temperature/entropy-diagrams, respectively. The results of the calculations underline the high potential of this solid-state cooling methodology.
