The article provides the analysis of current finance mechanisms of developing power systems in the context of acute necessity to start a new investment cycle. It draws a conclusion that state policy in the field of power engineering cannot foster the development of such mechanisms of its financing as state subsidies on purchase and installation of equipment, contracts on buying electricity and power-service contracts. The analysis of extra opportunities of raising investment showed expediency of developing green mechanisms of financing power engineering in Russia and motivating power companies to conduct IPO. The authors put forward recommendations aimed at attaining the acute objective to develop and implement key initiatives promoting the start of a new investment cycle in order to raise funds for modernizing the existing power projects and opening new ones in accordance with higher ecological requirements. For example, to stimulate the growth of Russian companies' IPO and realize the investment potential of the Russian stock market the Central Bank of the Russian Federation and the Ministry of Economic Development study the possibility to introduce new tax preferences for investors and companies entering the market, which could ensure institutional support for investors and issuers.

This article discusses the issues of dependence of power engineering in the Russian Federation on imported equipment in general and in the field of gas turbine technologies. The paper describes the features of foreign-made equipment that is operated at the power facilities of the Russian Federation, identifies the countries that produce the installed foreign equipment in the power industry. Possible economic consequences for the energy-intensive industry from the implementation of the program for the modernization of generating equipment within the framework of the import substitution program are estimated. The forecast scenario of the impact of the coronavirus pandemic on power consumption in the UNEG and the program for the modernization of generating equipment is also presented.

The paper looks at the history and current state of forensic analysis of the content and intentionality of contentious (extremist) materials. It discusses different approaches based in linguistics, psychology, and social sciences/humanities, as well as issues relating to integrated forensic psycholinguistic analysis. Techniques and methodological recommendations described in the paper were developed by the experts of the Research Institute for Law and Order of the Prosecutor General's Office of the Russian Federation, various national forensic organizations, such as the Russian Federal Center of Forensic Science of the Ministry of Justice of the Russian Federation, the Forensic Science Center of the Ministry of Internal Affairs of the Russian Federation, forensic divisions of the Federal Security Service of the Russian Federation, and members of the scientific community. Generic methodologies (linguistic and psycholinguistic) proposed by government agency specialists for the forensic evaluation of extremism manifestations are discussed, including the level of methodological sophistication, and the problem of methodological harmonization in this field of forensics.

24.07.2016 a large group of academicians of the Russian Academy of Sciences (RAS) wrote a letter to the President of the Russian Federation V. V. Putin, in which they gave an unfavorable assessment of the current state of Russian science. The letter listed a number of measures aimed at correcting the current state of science, and noted that "the time of political correctness is over, it is high time to speak out openly calling things by their proper names".Meeting with a group of academicians of the Russian Academy of Sciences in December of 2016, the President of the Russian Federation V.V. Putin stressed the timeliness of setting the above problems and the need to eliminate the noted deficiencies, drawing attention to the fact that only outstanding scientists of international standing with significant scientific achievements should be elected as academicians of the RAS.In connection with the critical assessment of the current state of Russian science in its various fields, expressed in the aforesaid letter of the academicians, it is of some interest to analyze the scientific activities and scientific achievements of some Russian scientists, in particular, in the field of thermal power engineering. For this analysis, articles were used published in the Teploenergetika (Heat Power Engineering) journal as well as a Report prepared under agreement No.14.574.21.0017 with the Ministry of Education and Science of the Russian Federation (hereinafter — MoE&S) on improving the thermodynamic and technical-economic efficiency of trigeneration plants at distributed and small-scale power generation facilities.As follows from this analysis, the authors of the aforesaid publications mislead the scientific community and the MoE&S concerning the alleged increase of thermodynamic and technical-economic efficiency of trigeneration plants considered by them. There are no grounds for such conclusions, since the listed materials contain no specific results of experimental and/or calculation studies of thermodynamic and technical-economic efficiency of trigeneration plants. It is therefore very strange that a Committee of the MoE&S signed an Act certifying “proper” implementation of Agreement No. 14.574.21.0017.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
