In the vast literature of Bengal famine of 1943, it is hard to offer new insights about that vicious source of mass misery. Local history may mark a significant departure here, as it provides scope for an in-depth study of both the origin and course of the famine. Bakarganj was called the granary of Bengal, which used to supply rice to other regions even in the driest years due to its large production. But the famine of 1943 gravely affected this district. The present study shows how it was the colonial measures that played a vital role in intensifying the famine in Bakarganj. The government’s led to: hoarding of rice and serious shortage of food supply. The article concentrates on four aspects of the government failure: inappropriate warning system, callous purchase policy, lack of effective government inspection and a policy of disaster denial.

The factors responsible for Latin American economic “dependency” have long been debated by economic historians. In this article, Professor Guy considers the example of Argentine industrialization between 1870 and 1940. Argentine reliance upon foreign capital, she concludes, was due much more to local Argentine institutions — the commercial law, the stock market, and the government inspection bureau — than to any pressures from abroad. She adds that, though dependency theory has its limits, by focusing attention on local institutions, it remains a valuable tool for understanding Third World development.

Abstract The paper presents the results of an experimental study of Polish students’ attitudes towards their government’s remembrance policy (or, in other words, the intentional narration and interpretation of the past by the government). It includes four parts: a justification of why remembrance is a significant political asset in post-Communist Poland; a classification of remembrance policy instruments; a presentation of general results of the study; and a discussion of participants’ attitudes to particular policy instruments. In our assessment of the general results, we discuss three types of collected data: the results of the initial measurement of attitudes; the results of measurement after the manipulation of emotions (neutral vs. positive vs. negative) and commitment (no commitment vs. low commitment); and the results in terms of attitude change. In the section on attitudes to particular instruments, we compare participants’ support for different commemorative actions with their support for the governments’ dominant role in the popularising of remembrance narratives. The study’s results lead us to formulate three conclusions about the relationships between attitudes to the policy and Polish political culture.

In this paper we shall study the problem of determining “correct” premium rates for sub-groups of an insurance collective. This problem obviously occurs in all branches of insurance. However, it seems at present to be a really burning issue in automobile insurance. We shall show that the problem can be formulated as a conflict between groups which can gain by co-operating, although their interests are opposed. When formulated in this way, the problem evidently can be analysed and solved by the help ot the “Game Theory” of Von Neumann and Morgenstern (5).We shall first illustrate the problem by a simple example. We consider a group of n1 = 100 persons, each of whom may suffer a loss of 1, with probability p1 = 0.1. We assume that these persons consider forming an insurance company to cover themselves against this risk. The education of researchers in Sweden is regulated by a nationwide reform implemented in 1969, which intended to limit doctoral programs to 4 years without diminishing quality. In an audit performed by the government in 1996, however, it was concluded that the reform had failed. Some 80% of the doctoral students admitted had dropped out, and only 1% finished their PhD degree within the stipulated 4 years. In an attempt to determine the causes of this situation, we singled out a social-science department at a major Swedish university and interviewed those doctoral students who had dropped out of the program. This department was found to be representative of the nationwide figures found in the audit. The students interviewed had all completed at least 50% of their PhD studies and had declared themselves as dropouts from this department. We conclude that the entire research education was characterized by a laissez-faire attitude where supervisors were nominated but abdicated. To correct this situation, we suggest that a learning alliance should be established between the supervisor and the student. At the core of the learning alliance is the notion of mutually forming a platform form which work can emerge in common collaboration. The learning alliance implies a contract for work, stating its goals, the tasks to reach these goals, and the interpersonal bonding needed to give force and endurance to the endeavor. Constant scrutiny of this contract and a mutual concern for the learning alliance alone can contribute to its strength.
