Due to the occlusion of the moon, an annular solar eclipse will have an effect on the ionosphere above the earth. The change of the ionosphere, for the low-frequency time-code signal that relies on it as a reflection medium for long-distance propagation, the signal field strength, and other parameters will also produce corresponding changes, which will affect the normal operation of the low-frequency time-code time service system. This paper selects the solar eclipse that occurred in China on 21 June 2020, and uses the existing measurement equipment to carry out experimental research on the low-frequency time-code signal. We measured and analyzed the signal field strength from 20 June 2020 to 23 June 2020, and combined solar activity data, ionospheric data, and geomagnetic data, and attempted to explore the reasons and rules of the change of signal parameters. The results showed that the field strength of the low-frequency time-code signal changed dramatically within a short time period, the max growth value can reach up to 17 dBμV/m and the variation trend yielded ‘three mutations’. This change in signal field strength is probably due to the occurrence of a solar eclipse that has an effect on the ionosphere. When the signal propagation conditions change, the signal strength will also change accordingly.

Social media platforms for healthcare services are changing how patients choose physicians. The digitization of healthcare reviews has been providing additional information to patients when choosing their physicians. On the other hand, the growing online information introduces more uncertainty among providers regarding the expected future demand and how different service features can affect patient decisions. In this paper, we derive various service-quality proxies from online reviews and show that leveraging textual information can derive useful operational measures to better understand patient choices. To do so, we study a unique data set from one of the leading appointment-booking websites in the United States. We derive from the text reviews the seven most frequently mentioned topics among patients, namely, bedside manner, diagnosis accuracy, waiting time, service time, insurance process, physician knowledge, and office environment, and then incorporate these service features into a random-coefficient choice model to quantify the economic values of these service-quality proxies. By introducing quality proxies from text reviews, we find the predictive power of patient choice increases significantly, for example, a 6%–12% improvement measured by mean squared error for both in-sample and out-of-sample tests. In addition, our estimation results indicate that contextual description may better characterize users’ perceived quality than numerical ratings on the same service feature. Broadly speaking, this paper shows how to incorporate textual information into an econometric model to understand patient choice in healthcare delivery. Our interdisciplinary approach provides a framework that combines machine learning and structural modeling techniques to advance the literature in empirical operations management, information systems, and marketing. The spreading diffusion of wireless devices and the crowded coexistence of multimedia applications greedy of bandwidth and with strict requirements stress the service provisioning offered by wireless technologies. WiFi is a reference for wireless connectivity and it requires a continuous evolution of its mechanism in order to follow increasingly demanding service needs. In particular, despite the evolution of physical layer, some critical contexts, such as industrial networks, telemedicine, telerehabilitation, and virtual training, require further refined improvements in order to ensure the respect of strict real-time service requirements. In this paper an in-depth analysis of Dynamic TXOP HCCA (DTH) MAC enhanced centralized scheduler is illustrated and it is further refined introducing a new improvement, DTH with threshold. DTH and DTH with threshold can be integrated with preexisting centralized schedulers in order to improve their performances, without any overprovisioning that can negatively impact on the admission control feasibility test. Indeed, without modifying the centralized scheduler policy, they combine together the concepts of reclaiming transmission time and statistical estimation of the traffic profile in order to provide, at each polling, an instantaneous transmission time tailored to the variable traffic requirements, increasing, when necessary, the service data rate. These mechanisms can coexist with advanced physical layer-based solutions, providing the required service differentiation. Experimental results and theoretical analysis, based on elastic scheduler theory, show that they are effective especially in the case of Variable Bit Rate traffic streams in terms of transmission queues length, packets loss, delay, and throughput.

The following paper deals with mechanisms for working out compromise solutions when discussing the plan for the USSR national economy development in 1951-1955. The sources analysis (notes of ministries heads to the government, the Gosplans reports and its projects for the development of the Soviet economy for the period 1951-1955) shows there were disagreements between the central planning body and the economic agencies. The position of the State Planning Committee, which sought to draw up a balanced plan, consisted in the allocation of resources and economic obligations between ministries. The ministries, for their part, were inclined to offer lower figures for the growth of production indicators and overestimated amounts of resources to implement the plans. Divergences in positions were regulated by a special interdepartmental commission on disagreements, its proposals were taken as a basis by the government and the State Planning Committee to amend the current and future planning of the industrial development of the USSR. The results of the study allow us to conclude that the planned economy was actually the economy of approvals. In this system, government directives were viewed as a result of an interagency struggle between planners and production workers, where the State Planning Committee counterbalanced the ambitions of ministries. However, active lobbyism of ministers limited the possibilities of planners, as evidenced by the documents of the Dispute Commission.
