Ensuring measurement uniformity in commercial evaluation of petroleum gas

Metrological traceability is a key concept of measurement uniformity assurance, characterizing the property of a measurement result, according to which it can be correlated with a reference for comparison through a documented continuous chain of calibrations, each of which contributes to measurement uncertainty. A unit of measurement through its practical implementation, or a measurement technique that includes a unit of measurement for quantities other than ordinal, or a standard can serve as a basis for comparison. However, for many objects in biotechnology and medicine a system for confirming the correctness and required accuracy of the measurement result cannot be implemented. The paper discusses methods and schemes for the implementation of the principle of metrological traceability in the absence of a chain of metrological traceability of the measurement result to a measurement standard. A calibration hierarchy scheme is proposed that combines measurements based on reference measurement procedure and reference materials certified with their help, carried out in the chemical industry and medicine.

Collimator is an important equipment in gamma scanning system. Visual field and measurement uniformity are important metric on properties of collimator. This paper studied the influence of the collimator shape and size on the visual field and measurement uniformity. The small and large square windows were not the optimal. Comparing those properties, a special shape collimator was introduced in this research. By contrast, its properties were improved. Then, we made several groups of experiments with the orthogonal experimental design, and discussed the effect of size parameters on the visual field and measurement uniformity. The length of the collimator is the most important factor. The influence of size parameters is the same on measurement uniformity. Then, we obtained the optimal size parameters.

The article discusses the concept of “regulatory guillotine” and how its realization in the Russian Federation will affect on the field of assurance of measurement uniformity. According to the principles of the “guillotine”, regulatory requirements that negatively affect the existence and development of entrepreneurial activity should be identified and either completely eliminated or maximally simplified. The Government of the Russian Federation has developed an action plan (“roadmap”) for the realization of the “regulatory guillotine” mechanism, according to which all obsolete regulations will be repealed or no longer valid in the territory of the Russian Federation, and new ones will be developed in their place, corresponding to actual trends and realities . In addition, new systems of legal regulation will be built in the relevant areas of activity, based on the principles of openness, scientific and technical soundness, risk-based orientation, proportionality and feasibility. Since field of assurance of measurement uniformity is inextricably linked with most fields: from production and labor productivity, to ensuring defense capabilities and national security, any reforms will affect on the country's social and economic development.
