PurposeDrawing on Simons's levers of control (LoC) framework, the primary aim of this study is to advance an understanding of the balance between empowerment and constraint in a non-profit UK organisation. In particular, this study examines the antecedents and manifestations of LoC (im)balance, in relation to employees' level of engagement with the control systems in place.Design/methodology/approachFor this study, 27 semi-structured interviews were conducted with different organisational members, from directors to non-managerial staff, to gain an in-depth appreciation of the main differences between managerial intentions in the design of management control systems (MCS) and employee perceptions regarding the role of such systems.FindingsThis research reveals that suppression of interactive systems and internal inconsistencies between different types of controls hinder the balance between empowerment and constraint. This imbalance is then found to have important consequences for employee buy-in, in some cases, defeating the purposes of control.Research limitations/implicationsThis study enhances our understanding of the gap between the design of control systems and the employee perceptions of it in an unusual organisational setting (non-profit and bringing together clinical and non-clinical staff and operations).Originality/valueThe study of MCS and its role in organisations has long been the focus of both academic and practitioner research. Yet, while extant literature focused on management's perspective on MCS, few studies have explored employees' attitudes and behaviours that accompany the implementation of control. What is more, little is known about the specific uses and behavioural outcomes of MCS in the context of non-profit organisations. Drawing on Simons's LoC framework, this paper addresses these gaps in the literature and investigates the balance between control and empowerment of employees in a UK non-profit organisation with significant clinical remit.

A new relation among a class of optimal control systems and Lagrangian systems with symmetry is discussed. It will be shown that a family of solutions of optimal control systems whose control equation are obtained by means of a group action are in correspondence with the solutions of a mechanical Lagrangian system with symmetry. This result also explains the equivalence of the class of Lagrangian systems with symmetry and optimal control problems discussed in [1, 2]. The explicit realization of this correspondence is obtained by a judicious use of Clebsch variables and Lin constraints, a technique originally developed to provide simple realizations of Lagrangian systems with symmetry. It is noteworthy to point out that this correspondence exchanges the role of state and control variables for control systems with the configuration and Clebsch variables for the corresponding Lagrangian system. These results are illustrated with various simple applications.

The increase in railway speeds and the transition to unmanned transport control result in the growth of the role of operational management technologies exempt from excessive control of corporate headquarters. The objective of the work is to study the subsidiaritybased control as a new technology of controlling moving objects, and to identify borders of its efficiency. A subsidiarity-based control’s feature is that its efficiency may be revealed under certain conditions only and not always. Therefore, the application of subsidiaritybased control requires an analysis of operating conditions of vehicles. Subsidiarity-based control is an alternative to hierarchical control which is more efficient under simpler conditions. The paper reveals the essence of subsidiarity in the social and engineering field, and results of the study on application and applicability of subsidiarity-based control for the railways, its core factors are analyzed. Comparison of signal block and subsidiarity-based control systems is made, followed by description of particularities of identification of the size of blocks within subsidiarity-based control system. Additional factors of subsidiarity-based control, comprising complementarity and astatism, are described. The relationship between subsidiarity-based management and control and implementation of digital railway concept is shown.

We study the role of symmetries in control systems by means of geometric algebra approach. We discuss two specific control problems on Carnot group of step 2 invariant with respect to the action of$SO(3). We understand geodesics as curves in suitable geometric algebras which allows us to asses an efficient algorithm for local control.

<em>This research aims at investigating the the effectiveness of the role of the Inspectorate Role of the in the Supervision and Control Systems of Village Funds Management on Inspectorate of Gorontalo Utara Regency, factors which hampers the role of the Inspectorate Role of the in the Supervision and Control Systems of Village Funds Management, and what efforts which can be done to strengthen the role of the inspectorate in the supervision and control systems of village fund management. This research was conduct in the regional organization of North Gorontalo regency, where this research is an empirical juridical research, using interview methods and data analysis using descriptive techniques. The findings reveal thatthat the implementation of the effectiveness of the role of the Inspectorate Role of the in the Supervision and Control Systems of Village Funds Management on Inspectorate of Gorontalo Utara regency is already done based on SOPs and statutory provisions, but stil not effective. The factors which the effectiveness of the role of the Inspectorate Role of the in the Supervision and Control Systems of Village Funds Management On Inspectorate of Gorontalo Utara Regency was less of human resources, inadequate infrastructure, and efforts to strengthening the APIP and SPIP, in making good governance. The recommendation in this research are, the key to realizing good governance is by creating quality human resources, fulfilling adequate facilities and infrastructure, strong legislation and sense of self-awareness for the executors of government administration activities in Gorontalo Utara regency.</em><p><strong>Bahasa Indonesia Abstrak: </strong>Penelitian ini bertujuan untuk mengetahui efektivitas Peran Inspektorat dalam Sistem Pengawasan dan Sistem Pengendalian terhadap Pengelolaan Dana Desa (Studi Inspektorat Kabupaten Gorontalo Utara), dan mengetahui faktor-faktor apa yang menghambat peran inspektorat dalam sistem pengawasan dan sistem pengendalian terhadap pengelolaan dana desa, serta upaya-upaya apa yang dapat dilakukan dalam memperkuat peran inspektorat dalam sistem pengawasan dan sistem pengendalian terhadap pengelolaan dana desa. Penelitian ini dilaksanakan di organisasi perangkat daerah Kabupaten Gorontalo Utara, di mana penelitian ini merupakan penelitian yuridis empiris, dengan menggunakan metode wawancara dan analisis data menggunakan teknik deskriptif. Hasil penelitian ini menunjukan bahwa pelaksanaan efektivitas peran inspektorat dalam sistem pengawasan dan sistem pengendalian terhadap pengelolaan dana desa Kabupaten Gorontalo Utara sudah dilaksanakan berdasarkan SOP dan ketentuan perundang-undangan, tetapi belum efektif. Faktor yang menghambat efektivitas peran inspektorat dalam sistem pengawasan dan sistem pengendalian terhadap pengelolaan dana desa Kabupaten Gorontalo Utara, yaitu kurangnya sumber daya manusia dan sarana prasarana yang kurang memadai, upaya yang dilakukan melalui penguatan APIP dan SPIP, dalam mewujudkan pemerintahan yang baik (<em>good governance</em>). Kontribusi yang dapat dipetik dalam penelitian ini adalah, kunci mewujudkan pemerintahan yang baik (<em>good governance</em>) dengan cara menciptakan sumber daya manusia yang bermutu, memenuhi sarana dan prasarana yang memadai, penguatan peraturan perundang-undangan, serta menumbuhkan rasa kesadaran diri bagi para pelaksana kegiatan penyelenggaraan pemerintah daerah di Kabupaten Gorontalo Utara.</p>
