The purpose of the publication is to generalize approaches to understanding the essence of the processes of fundamental scientific research in the context of studying the peculiarities of the use of traditional and modern forms of their regulation, as well as national emphases of administrative administration models in academic fields. The form of public regulation of fundamental scientific research is considered as a means of influencing the subject of regulation on its object, which is embodied in a specific way of exercising powers to streamline the activities of social networks to encourage the desired model for the formation of fundamental cognitive social competences and inclusive competences. Social capital within the functioning of innovation-oriented sociovital ecosystems of the post-industrial economy. The national varieties of neoliberal, conservative-corporatist (continental), social-democratic and paternalistic models of fundamental scientific research optimization in the context of the implementation of the state's socio-economic policy on the regulation of intellectual services markets are studied. The functions of the process of formation and application of forms and models of fundamental scientific research regulation are the constant expansion of public consumption resources and the formation of knowledge-intensive sources of increasing the level of collective welfare; management of the design and structure of the complex of unproduced assets of national wealth, goods produced by the real sector of the national economy/services provided by the social sector of the national economy, tangible and intangible assets with high potential for value added; formation of high-tech services based on the use of basic concepts and meeting consumer expectations in them; development of logically substantiated fundamental scientific theories of formation, updating and use of fundamental scientific knowledge, concepts and sensory-image models of the scientific picture of the world with the possibility of further use in social practice.

<p>The scientific research is an effort for solving a problem either it is intellectual, scientific, or conceptual that would be solved through submitting such alternative situations or hypotheses which finally caused added value. This added value will serve many aspects of society either in agriculture productions, manufacture, serving products or even in the knowledge sector through obvious paving scientific ways.</p><p>This research focuses on the importance of community partnership for supporting the researches and development in researching institutes for serving their societies through developing its mini as well as medium sizes economical organizations, according to their great role in the national economy. It also focuses on such samples of community partnership and their main obstacles that faced through the scientific research.</p><p>Thus, this research depends on a methodology of “Societies development” comes on what are the expenses for scientific research? Here, it is enough to review the expense’s percentage of many developing countries to know the secret. Such as in Sweden, the expenses of scientific researches percentage was (3.013%), in Japan it was (3,013%), in USA it was (2.63%), in China it was (1.97%), and finally in South Africa it was (0.96%). While, unfortunately in Iraq there is no specific budget for scientific research.</p>Then, such processes have been suggested to encourage the small and medium size organizations to cooperate the researches institutes in development as well as researching sectors. In addition to that, media channels can play a great role in introducing the importance of scientific researches and knowledge and electing such untraditional channels to finance this community through adapting certain strategies of community partnership with private sector.

The article is devoted to the analysis of the repertoire of publications about the Great Patriotic War, published on the territory of the Udmurt Republic from 1985 to 2020. All publications were grouped by their type: documentary publications (archival materials, documents), publications of letters and memoirs of event participants, scientific research, conference materials, publications of municipalities, youth publications, literary publications and essays, various publications which include booklets, photo albums, postcards, methodological developments and other printed materials. A bibliographic review of published literature on the war is given, which allows one to identify the features of the development of book publishing in the republic and the influence of information technology on it. Particular attention is paid to the description of each publication, its structure, features of the grouping and presentation of the material. Attention is drawn to the work of the most famous researchers of military history K.I. Kulikov, S.P. Zubarev, N.A. Rodionov, N.S. Kuznetsov, writer R.N. Zapparova and others. The analyzed publications show Udmurtia's contribution to the victory and the price the republic paid to achieve it.

The purpose of the article is to form a methodology of scientific research in the system of financial and economic security. Methodology. The scientific works of scientists in the study of financial and economic security are the theoretical and methodological basis of the study. To achieve the study’s purpose, the following research methods were used: theoretical generalization – the essence and main components of the system of financial and economic security; methods of positive and normative analysis – to make recommendations on the methodology of scientific research in the system of financial and economic security. Results. Research in the financial and economic security system has been proven to be carried out in five areas. Among the areas of research of the system of financial and economic security are dangerous processes and phenomena occurring in the world economy that can negatively affect the economic security of Ukraine; the level of stability, protection of interests, and opportunities of the national economy to counteract the negative impact of the crisis of the world economy; the state of economic security of Ukraine and trends in the development of adverse factors in the national economy and the formation of mechanisms to counter them; the state of economic security of economic entities, external and internal factors of dangers and threats to economic security; features of the organization of the system of economic security of enterprises, the activities of the subjects of its provision and their use of techniques and technologies that make it possible to ensure economic security. The basic principles of research methodology in the system of financial and economic security have been provided. The principles of research methodology in the system of financial and economic security include the principle of conformity (responsible for building a system of definitions of basic concepts, axioms based on these definitions, theorems of the theory of economic security); the principle of additionality (allows the establishment of the place of the theory of economic security in the structure of economic science); the principle of hierarchical goals (ensuring the security of the upper level of the economic system is a condition for ensuring the economic security of the lower level of the economic system); the principle of relative independence of horizontal goals, methodological consistency, spatial consistency. Indicative, resource-functional, and program-target have been proven to be among the methodological approaches to the study of the system of financial and economic security. Practical significance. The methodology of scientific research in the system of financial and economic security, which can be used by applicants and scientific and pedagogical workers of higher education, is provided. Prospects for further research. Selection of the optimal methodology of scientific research in the formation of the system of financial and economic security.
