The article examines topical problems of the role of international organizations in the direction of the development of alternative energy and strengthening of energy security in the world. Considerable attention is paid to the importance of the introduction and development of alternative energy in the context of ensuring environmental human rights and economic well-being. Analyzed the main international legal treaties regulating the reduction of greenhouse gas emissions into the atmosphere and the use of alternative renewable energy sources. The main international governmental and non-governmental organizations in the direction of ensuring environmental and energy security have been identified. Attention is drawn to the need to strengthen the role of these organizations by strengthening the functions of supervision and monitoring to increase the possibility of influencing states that do not comply with the provisions of signed and ratified international conventions. It is concluded that it is necessary to adjust the vector of development of instruments for the protection of environmental rights in the direction of its world globalization. The existing global concept for the development of alternative energy sources requires changes. Given that the environmental problem is universal and, although to one degree or another, it still affects every person, regardless of country or nationality, the obligation to protect the environment must be universal, fulfilled and enforced not only by the government bodies of sovereign states, but also international government organizations. It is noted that the programs and recommendations of international organizations are developed directly for individual states, taking into account their geographical and economic location when choosing the types and methods of developing alternative energy.

Abstract The foremost need for countries especially Pakistan and other Asian countries is the hunt for renewable and alternative energy because the scarcity of energy is faced by many countries like Pakistan. There are a number of approaches seeking to demonstrate the diffusion of renewable energy technologies (RET). Learning and experience curves are the highest generally exercised instruments, followed by further economic, policy- and barrier-related analyses. The purpose of this study is to support research on the role of raw material prices specifically oil price and gas price on Renewable energy diffusion. Panel regression with fixed effects model is applied on data of 3 Asian countries namely Pakistan, India, and China for the period 1990 to 2012 gathered from World Bank and EIA (Energy Information Administration). The findings reveal that the model confirms an adequate fit and a very significant influence of oil prices on investments in renewable energy technology capacity whereas the insignificant influence of natural gas prices in a renewable energy technology capacity.

During 1991-2004 years, International Workshop on the Future of Electronic Power Processing and Conversion (FEPPCON) held four times with the support of IEEE Power Electronics Society. The main purpose is to outline the possibilities of development in different fields during the next period as a result of the discussions. At the last meeting held in Italy, the tendency to increase the role of Power Electronics during the next 25-30 years in the processes of energy conversion has been confirmed (Blaabjerg, 2005). Special attention is paid to the role of Power Electronics at a system energy conversion level, because it is not in the position to dictate the trends in the development of this level. Nevertheless, without the power electronics tools, future serious achievements in power processing are impossible. Therefore, the power electronics implantation at a system level at a system energy conversion level is an issue of the efforts of the specialists in this field (Agrawal, 2001). This, of course, imposes also some changes and adaptation towards Power electronics role also in the process of schooling of specialists paying attention mainly to multidisciplinary of Power Electronics. For example, a necessity of further tuition in electrochemistry, mechanics, physics (especially electromagnetic and thermal processes), etc, is outlined. Remote access to complex power electronics laboratory equipment and the possibility of remotely driving experiments and measurement is represented (Rodriguez, 2009). Power Electronics takes a significant part in the following systems: Generic Systems; Energy Storage; Power Systems, including Alternative Energy Supply; Automotive Systems (Bose, 2009).
