AbstractBackground: This paper describes the impact evaluation of a large big data platform initiative that is being undertaken in order to increase the probability of its success. The initiative, MIDAS (Meaningful Integration of Data Analytics and Services), is a European health-based Horizon 2020 project comprising a consortium of members from various universities, research institutions, and government agencies.Objectives: The purpose of the paper is to present a pioneering platform that will support healthcare policymakers in their decision-making by enabling greater and more efficient use of their data. The goal is to present and evaluate the results of the MIDAS project across four countries.Methods/Approach: The literature is replete with examples of worthwhile technology projects that have failed due to user resistance. In order to avoid such failure, and ensure the success of the final MIDAS platform, a detailed impact evaluation is being undertaken at timed periods of development.Results: This paper describes the impact evaluation process, outlining the use of Q-methodology and the development of a 36-item concourse using the HTMLQ system for that purpose.Conclusions: This research contributes to the overall understanding of how impact evaluation can be undertaken at timed periods during the development of an innovative technology for organisational purposes.

Introduction: Few data exist regarding adherence to evidence-based HF guidelines in the outpatient setting. IMPROVE HF is a prospective cohort study designed to characterize the current management of chronic systolic HF (EF<35%) in a national registry of outpatient cardiology practices and to evaluate the effect of practice-specific performance improvement interventions. Methods: Baseline performance data were collected by chart abstraction. To quantify care, IMPROVE HF performance measures were constructed for use of: ACEI/ARB, beta-blocker, aldosterone antagonist, anticoagulation for atrial fibrillation, ICD, CRT and HF education. Conformity with guideline indicated care includes only patients documented to be eligible without contraindications or intolerance. Results: 131 practices are enrolled with baseline data abstracted for 12331 patients. 71.7% of practices are non-teaching. Patients are 71% male, with a median age of 70.5 years and a median EF of 25%. Baseline conformity with indicated HF therapies is shown in Fig 1 . While ACEI/ARB and beta-blocker use were relatively high in eligible patients in the outpatient cardiology setting, other measures showed large treatment gaps. Conclusions: These data are among the first to assess conformity to the latest national HF guidelines in the outpatient setting and demonstrate an opportunity to improve the quality of HF care delivered. IMPROVE HF will explore the impact of practice-specific performance improvement tools on closing the outpatient HF treatment gap.

This research is part of thesis that aims to evaluate the impact of the implementation program of development of small and medium industries in Ponorogo Regency, such as the impact of increasing the skills and improving the welfare of SMEs. The method used is descriptive qualitative evaluation. The evaluation results show that the program’s goals include increased skills not optimum. It is evident from the interviews that output of this program to increase the knowledge of SMES. But, because this knowledge is only basic level, where after joining the training, SMEs will find new information and knowledge, so the technical and management skills of SME entrepreneurs not increase properly. However, it should be noted that through the impact evaluation there is improvement of SME’s skills in the product quality. On the other hand, through impact evaluation the welfare improvement is not maximal yet in order to upgrade sales turnover. From the result of this evaluation, the lack of monitoring and evaluation causing the program has not been successful in achieving target. The monitoring and evaluation process are needed to analyze the problems and make some alternative solutions, so the regional development planning can be effective and efficient.Keywords: Impact evaluation, SME development, welfarePenelitian ini merupakan bagian dari tesis yang bertujuan untuk mengevaluasi dampak pelaksanaan program pembinaan dan pengembangan IKM di Kabupaten Ponorogo, berupa dampak peningkatan keterampilan danpeningkatan kesejahteraan IKM. Metode penelitian yang digunakan adalah evaluasi kualitatif deskriptif. Evaluasi hasil menunjukkan bahwa tujuan program berupa peningkatan keterampilan belum sepenuhnya optimal. Hal ini terlihat dari hasil wawancara bahwa output program ini berwujud terhadap peningkatan pengetahuan pengrajin IKM, yang merupakan tahap permulaan, dimana setelah mengikuti pelatihan menjadikan pengrajin IKM mendapatkan informasi dan pengetahuan baru, dan belum menunjukkan peningkatan keterampilan teknis maupun manajerial. Selanjutnya melalui evaluasi dampak terlihat adanya peningkatan keterampilan IKM berupa perbaikan kualitas dan mutu produk yang dihasilkan. Sedangkan melalui evaluasi dampak peningkatan kesejahteraan masih belum maksimal dalam upaya meningkatkan omzet penjualan. Berdasarkan hasil evaluasi tersebut, minimnya monitoring dan evaluasi menyebabkanprogram belum berhasil optimal dalam mencapai target. Perlunya proses monitoring dan evaluasi tersebut agar dapat dianalisis permasalahan dan menghasilkan alternatif solusi, sehingga perencanaan pembangunan daerah dapat berjalan secara efektif dan efisien.Kata Kunci: evaluasi dampak, pengembangan IKM, kesejahteraan

The purpose of this study is to evaluate the impact of public expenditure cuts on employment and income to support policies for the development of the labor mar- ket. Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.

Abstract Background The World Economic Forum has recently highlighted substantial problems in mental health service provision and called for the rapid deployment of smarter, digitally-enhanced health services as a means to facilitate effective care coordination and address issues of demand. In mental health, the biggest enabler of digital solutions is the implementation of an effective model of care that is facilitated by integrated health information technologies (HITs); the latter ensuring the solution is easily accessible, scalable and sustainable. The University of Sydney’s Brain and Mind Centre (BMC) has developed an innovative digital health solution – delivered through the Youth Mental Health and Technology Program – which incorporates two components: 1) a highly personalised and measurement-based (data-driven) model of youth mental health care; and 2) an industrial grade HIT registered on the Australian Register of Therapeutic Goods. This paper describes a research protocol to evaluate the impact of implementing the BMC’s digital health solution into youth mental health services (i.e. headspace - a highly accessible, youth-friendly integrated service that responds to the mental health, physical health, alcohol or other substance use, and vocational concerns of young people aged 12 to 25 years) within urban and regional areas of Australia. Methods The digital health solution will be implemented into participating headspace centres using a naturalistic research design. Quantitative and qualitative data will be collected from headspace health professionals, service managers and administrators, as well as from lead agency and local Primary Health Network (PHN) staff, via service audits, Implementation Officer logs, online surveys, and semi-structured interviews, at baseline and then three-monthly intervals over the course of 12 months. Discussion At the time of publication, six headspace centres had been recruited to this study and had commenced implementation and impact evaluation. The first results are expected to be submitted for publication in 2021. This study will focus on the impact of implementing a digital health solution at both a service and staff level, and will evaluate digital readiness of service and staff adoption; quality, usability and acceptability of the solution by staff; staff self-reported clinical competency; overall impact on headspace centres as well as their lead agencies and local PHNs; and social return on investment.

The primary goal of this study was to determine the impact of mergers and acquisitions (M&A) and the environmental, social, and governance (ESG) sustainability scores of companies. In this regard, efforts to measure and analyze the evolution of a company’s performance, taking into account financial and non-financial measures using a score function, are adapted to the pharmaceutical sector. The sample consisted of 100 leading pharmaceutical companies, ranked by stock market capitalization, who registered 30% (n = 492) of the total M&A transactions over the study period (2010–2020). There was a direct and positive link between the M&A process and the evolution of company performance. The ESG score, as an indicator for measuring sustainability, has a positive and direct impact on company performance, indicating that a high ESG score determines an increase in company performance. A similar impact is identified for companies involved in M&A processes, meaning that companies in the pharmaceutical sector tend to register a performance improvement.
