The profusion of American statistics is a frequent source of astonishment to statisticians of other nations. Statistics are assembled and published by official agencies at all levels of government; by trade and industrial associations; by individual business concerns; by the church, universities, and the press; by professional research organizations; by a multitude of societies and associations with innumerable aims and programs; and sometimes by the plain citizen himself. Collectively, the statistical activities of the nation comprise a system in the same sense that the activities of four and one-half million business units comprise a national economic system.There is, in fact, a functional relationship between the national statistical system and the socio-economic order of which it is a part. The primary functions of social and economic statistics are to illuminate practical problems, to assist in the determination of policies, and to aid in arriving at administrative decisions. No sharp line can be drawn in these respects between public and private affairs. Statistics find their raison d'etre as tools, to be used by public officials and by all manner of private interests, and in each case to make some part of the socio-economic system work more effectively.

This article analyses newspaper coverage, government policies and policy practices during the 1956 Hungarian refugee crisis. There were surprisingly few differences between newspapers in the coverage of this refugee migration, and few changes over time. The role of the press was largely supportive of government policies, although the press did criticise the selection of refugees. According to official government guidelines, officials should not have selected, but in practice this is what they attempted to do. The refugees who arrived in the Netherlands did not live up to the image the press, in its supportive role, had created: there were too few freedom fighters, women and children. This article shows that the press had an influence because policy makers did make adjustments. However, in practice selection was not what the media assumed it was, and the corrections were not what the media had aimed for.

According to the First Amendment of the US Constitution, Congress is barred from abridging the freedom of the press (“Congress shall make no law . . . abridging the freedom of speech, or of the press”). In practice, the history of press freedom is far more complicated than this simple constitutional right suggests. Over time, the meaning of the First Amendment has changed greatly. The Supreme Court largely ignored the First Amendment until the 20th century, leaving the scope of press freedom to state courts and legislatures. Since World War I, jurisprudence has greatly expanded the types of publication protected from government interference. The press now has broad rights to publish criticism of public officials, salacious material, private information, national security secrets, and much else. To understand the shifting history of press freedom, however, it is important to understand not only the expansion of formal constitutional rights but also how those rights have been shaped by such factors as economic transformations in the newspaper industry, the evolution of professional standards in the press, and the broader political and cultural relations between politicians and the press.

Recent Nordic crime fiction contains numerous amateur detectives who are professional journalists. Their presence is partly explained by the shared roots and formal affinities of crime reportage and crime fiction, and by the journalistic backgrounds of many Nordic crime writers. However, the rise of the journalist-investigator as a rival to traditional police detectives is also a mark of growing distrust in the competence of the Nordic welfare state and its officials. Nordic journalist-investigators are typically crusading reporters motivated by a desire to uncover and prevent social injustice, including the neglect and abuse of vulnerable social groups by absent, incompetent or corrupt public officials. In acting as moral guardians of social justice, journalist-investigators carry out the principle of the press as a fourth estate, designed to check state power by publicising abuses of authority, and signal a possible shift from the welfare state towards a civil society. However, this role is also compromised by the ethical dilemmas journalist-investigators face between the demands of uncovering information, protecting vulnerable witnesses, informing the public, preventing crime and meeting commercial imperatives. These conflicts spotlight troubling tendencies within crime fiction and crime reportage: both kinds of writing are underpinned by a narrative structure of anticipation, suspense and dramatic revelation and premised upon the reader's voyeuristic investment in sensational subjects.

Although the pattern and issue of transition from school to work (TSW) is commonly discussed in France, Germany, Japan, the Netherlands, Sweden, the UK, and the US, it cannot find a place as a topic of discussion in the press and academe in Turkey. In reality, transition from school to work constitutes one of the most critical steps in young people's careers. It is therefore necessary to discuss the power of public policies to improve policies for young people, such as the regulation of the labor market, labor market programs, the effect of education on having a profession, and transition from higher education to work, all of which are underlined in the literature. The aim of this chapter is to discuss the process of transition from higher education to work within the context of Turkey based on the literature.

JOSH: So there are these two Indians in the lobby … C. J.: Yeah? (waiting for the punch line) JOSH: No, that's not the beginning of a joke. I'm saying, … there are these two Indians in the lobby. Modernizers in Cuzco, Peru, ushered in the twentieth century by exalting newspapers as a universal vehicle for peace, prosperity, and progress. Although the city stood at more than 11,000 feet above sea level in the remote and rugged southern highlands, editors, public officials, and intellectuals were convinced that small but plentiful local newspapers contributed to a robust international public sphere. The writer who in 1910 lauded the press as die “aurora of salvation of the people” that “propagates itself through time and distance to keep redemptive thought alive” was hardly alone in his cosmopolitan idealism or emancipatory zeal. In the decades to come, a flood of pretentious self-tributes conveyed the idea that newspapers were almost divinely appointed to propagate a modern liberal project.

Summary Competition for a non-permanent seat in the UN Security Council is getting tougher, not the least between candidates within the Western European and Others Group. This empirical study compares the campaigns carried out by Sweden and the Kingdom of the Netherlands, in order to explain the Swedish victory in the first round of the elections in 2016. A theoretical framework identifies three logics of campaigning: contributions, commitment and competence. The study maps out the features of the campaigns, including organisation, key participants, activities and message. It includes interviews with diplomats and public officials involved in the campaigns, as well as available campaign documentation and concluding reports. A main difference detected between the candidatures is the more active political involvement in the Swedish campaign, which shows the Swedish commitment and competence to serve on the Council. Further use of this theoretical framework on additional cases of international campaigning is encouraged.

The Dutch have a tradition of tolerance and pragmatism in the fields of social policy, and nowhere is this better illustrated than in their policy and practice in the field of drug misuse. Indeed often exaggerated accounts of Dutch ‘liberalism’ are promulgated, and articles in the press have suggested a backlash is now occurring in Holland to these ‘progressive’ policies (Williams, 1989). The award of a Council of Europe Fellowship gave me the opportunity to spend two weeks in the Netherlands in October 1989, visiting drug services and talking to a wide range of people with responsibilities for such services. I was particularly interested to see how the Dutch were responding to the challenges of HIV infection in drug users (Fleming, 1989).
