Impact of Spatial Management on Nontarget Species in an Oceanic Penaeid Trawl Fishery

This study evaluated the potential to reduce the bycatch of rockfish (Sebastes spp.) in a flatfish trawl fishery by developing a selective trawl that separates flatfish from rockfish using differences in their behavior as the trawl net approaches. Using an alternate haul, randomized block design, we compared catches between a commonly used combination trawl and a newly designed, low-rise trawl incorporating a "cutback" headrope. For most of the target flatfish species, the experimental trawl had a 25–59% higher catch rate (kilograms) than the control net (P < 0.05), consistent with greater footrope length in the experimental trawl. Increased catches of some small rockfish, skates, and sablefish (Anoplopoma fimbria) were also observed (P < 0.05). The catches of many larger roundfish and rockfish species, including canary rockfish (Sebastes pinniger), redstripe rockfish (Sebastes proriger), Pacific hake (Merluccius productus), and shortspine thornyhead (Sebastolobus alascanus) more than 25 cm long, were reduced from 34 to 97% in the experimental trawl (P < 0.05). Under weak-stock management conditions, in which the bycatch of overfished rockfish species limits directed flatfish fisheries, trawl designs that permit nontarget species to escape before entrainment can significantly reduce bycatch mortality and prevent premature closures of directed flatfish fisheries.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

The basic elements of the national security of the individual, society and the state that are to be taken into account in the development and implementation of the practice of the management of doctrines and strategies for sustainable development are revealed. The complex of potential factor determinants and motivational factors of de-evolutionary development of the national socio-economic system at the present stage of its functioning are determined. The methodological substantiation of the specificity of modern processes of state development of Ukraine on its key meta-spaces is accomplished. The formalization of the interconnection and interdependence of spatial management of natural resource assets has been made on six planes: ideological; political; spiritual-moral and politico-ideological; institutional; value-ideological; the goal is conceptual.

The aim of the article is determination of system signs of the projective approach to the spatial management of natural resource assets in business-ecosystems through a competition and collaboration of management entities, with maximization of public welfare due to optimal organization of business processes in physical, informative and financial spaces. It is exposed a difference between projective-activity and economic-activity approaches as the displacement of administrative attention from an enterprise on a product, through realization of investment projects by totality of productive and logistic enterprises with creation its shared value, that exceeds individual value, created by a separate enterprise.

The conceptual and analytical approach to the definition of an integrative base of sustainable development of territories is proposed, which is based on the idea of construction of economic space and creates real conditions for the establishment and deployment of territorial economic integration. It is proved that the effect of the realization of the economic meta space of the state is influenced by the factor of reorganization of the regional map by cascading format of consolidation of industrial-economic, inter-sectoral and interregional interaction. It is recognized that it is expedient to take into account European economic-statistical principles when creating ten territorial economic and economic districts, the format and scale of which will correspond to the key principles of the liberal-social market model of spatial development.
