Faith matters: faith-based organisations, civil society and international development

Abstract Substantial global advocacy efforts have been made over the past decade to encourage partnerships and funding of faith-based organizations in international development programmes in efforts to improve social and health outcomes. Whilst there is a wealth of knowledge on religion and development, including its controversies, less attention has been payed to the role that donors might play. The aim of this study was to describe and analyse the engagement between donors and faith-based organizations in Cameroon’s health sector, following the implementation of the Cameroon Health Sector Partnership Strategy (2012). Forty-six in-depth interviews were conducted in selected regions in Cameroon. The findings show that global advocacy efforts to increase partnerships with faith-based organizations have created a space for increasing donor engagement of faith-based organizations following the implementation of the strategy. However, the policy was perceived as top down as it did not take into account some of the existing challenges. The policy arguably accentuated some of the existing tensions between the government and faith-based organizations, fed faith-controversies and complicated the health system landscape. Moreover, it provided donors with a framework for haphazard engagement with faith-based organizations. As such, putting the implications of donor engagement with FBOs on the research map acknowledges the limitations of efforts to collaborate with faith-based organizations and brings to the surface still-remaining blinkers and limited assumptions in donor definitions of faith-based organizations and in ways of collaborating with them.

The localisation agenda is the largest humanitarian reform in decades. Global research, advocacy and adaptations of localised approaches continue to mature following the World Humanitarian Summit in 2016. The Summit produced The Charter for Faith-based Humanitarian Action, recognising the unique position and comparative advantage of local faith actors (LFAs) in humanitarian settings, owing to their presence in communities before, during, and after crises. More than 80% of the world’s population professes a religious faith, and international development and humanitarian work takes place within communities deeply influenced by faith, with local staff often themselves people of faith (cited in Fletcher 2018, p. 4). LFAs have consistently been among the top implementing partners of UN Agencies in undertaking humanitarian response (UNHCR Partnership Note on faith-based organizations, local faith communities and faith leaders 2014, p.8). Despite this recognition, little has promulgated on the role of LFAs in the localisation agenda and the primacy of LFAs' voices in contextualising the agenda for their communities. Accordingly, CAN DO (Church Agencies Network Disaster Operations) a network of Australian churchbased agencies with established relationships in the Pacific, is building an evidence base to inform international actors and affirm the significance of LFAs in localised humanitarian response within the Pacific region, thereby contributing towards the Charter for Faith-Based Humanitarian Action commitments. This paper is a critical reflection of the 2017-2018 localised response to the Monaro Volcano eruption in Vanuatu. Key learnings frame future collaborations with Pacific churches and pave the road ahead in shifting power differentials, including the advancement of LFAs' role within policy and decision-making at all levels of humanitarian response (Charter for Faith-Based Humanitarian Action 2016, p.2).

Health governance challenges can make or break universal health coverage (UHC) reforms. One of the biggest health governance challenges is ensuring meaningful participation and adequately reflecting people’s voice in health policies and implementation. Recognizing this, Iran’s Health Transformation Plan (HTP) lays out the country’s blueprint for UHC with an explicit emphasis on the ‘socialization of health.’ ‘Socialization’ is seen as a key means to contribute to HTP objectives, meaning the systematic and targeted engagement of the population, communities, and civil society in health sector activities. Given its specific cultural and historical context, we sought to discern what notions such as ‘civil society,’ ‘non-governmental organization,’ etc mean in practice in Iran, with the aim of offering policy options for strengthening and institutionalizing public participation in health within the context of the HTP. For this, we reviewed the literature and analysed primary qualitative data. We found that it may be more useful to understand Iranian civil society through its actions, ie, defined by its motivation and activities rather than the prevailing international development understanding of civil society as a structure which is completely independent of the state. We highlight the blurry boundaries between the different types of civil society organizations (CSOs) and government institutions and initiatives, as well as high levels of overlaps and fragmentation. Reducing fragmentation as a policy goal could help channel resources more efficiently towards common HTP objectives. The National Health Assembly (NHA) model which was first launched in 2017 offers a unique platform for this coordination role, and could be leveraged accordingly.

This article analyses the challenges for the strategies and practices of transformational development in a changing context. This reflection is based on contributions received during the process of dialogues and regional consultations, realised from August 2012 until March 2014, of the ACT Alliance, an international coalition of churches and faith-based organisations (FBOs) working in the areas of humanitarian response, development and advocacy. The main processes that affect the changing development context are addressed, such as the ongoing globalisation as well as the consequences, mainly regarding the shrinking space for civil society. It discusses the concepts of human development and of transformational development, based on a people-centred development vision, a human rights-based approach and advocacy, which addresses the root causes and effects of poverty, inequality and injustice. Transformational development practices, from Latin America, are presented and analysed. The article concludes that the changing development context also offers opportunities, especially regarding regional and global alliances of FBOs, civil society organisations and of social movements.

The development-oriented work of Moscow's religious communities is examined in this article, with a focus on how a core group of faith organizations present themselves as offering an alternative vision of intervention and improvement that seeks to protect Russian citizens from what proponents suggest are the shortcomings of previous democratizing and civil society ventures. Staff and supporters within Moscow's faith-based assistance sphere contend that religiously affiliated assistance organizations are successful, not only because they parallel secular development programs in promoting values and practices of capitalism, democracy, and global human rights, but more importantly because they also claim to move beyond these approaches to tend to the well-being and transformation of the entire human being. Consequentiy, proponents argue that faith-based organizations are more attuned to values of humane treatment and civility, thereby making them better positioned to build a new Russian society that brings citizens and the state together in productive and caring relationships. Ultimately, this attention to the perspectives and ideals of religiously oriented development organizations provides a different vantage point for reconsidering the promises and consequences of Russia's neoliberal and democratizing transformations.

Purpose – The purpose of this paper is to explore the objectives and overall approach of a faith-based homeless outreach campaign. It aims to stimulate wider discussion about how civil society can play a role in achieving participatory parity for the homeless. Design/methodology/approach – Using a case study approach, this viewpoint paper then connects practical considerations to extant literature on community inclusion. Findings – This particular homeless outreach campaign generated a tremendous amount of volunteerism – perhaps unparalleled relative to any other recent campaign driven by civil society. Yet it aimed only to funnel the homeless into the private social sector. Furthermore, most of the homeless people engaged on the streets did not complete the rehabilitation programs. Research limitations/implications – Campaigns such as this may need to adopt discursive habits in order to recognize the social distances that must be bridged between the housed and the homeless. With greater reflexivity, volunteers can use their interactions with the homeless to develop empathy, compassion, and understanding. Volunteers may then feel inspired to leverage their personal resources to address community perceptions of homelessness, or to advocate for systematic changes. Originality/value – This paper suggests recasting the goals of homeless campaigns to include the development of social bridges between the housed and the homeless, which can guide advocacy efforts.
